NW ADASS Programme Office
Here is just a small selection of some of the activities that the Programme Office is engaged with:
  • NW ADASS worked with TSA to deliver an exciting and informative conference on the use of Assistive Technology. There was excellent engagement from across the health and social care system, with over 170 in attendance. 28 Market Stalls were on show for suppliers to demonstrate how their products worked and provided delegates with an opportunity to try them out. The presentations from the event are available here
  • The NW ADASS Care Market Analysis Summary Report has been finalised and distributed to Local Authorities.
  • Building on from the recommendations in the NW ADASS Care Market Analysis Summary Report and the findings from the region's TEASC submissions, we are in the process of developing the Branch's business plan for 2018/19. If you would like to contribute to this please contact the Programme Office.
  • The New and Aspiring Director course commenced on 5th March. 15 colleagues from 10 authorities are enrolled on the course.
  • NW ADASS worked with regional colleagues to provide a NW response on the Joint Inquiry on the Long-term Funding of Adult Social Care Consultation - further information and a link to to the response is in the Consultations section below.

Consultations

Informing the national Adult Social Care Workforce Consultation - Facing the facts, shaping the future  

Skills for Care is running a consultation on behalf of the Department of Health and Social Care. Skills for Care is asking for your views and evidence on a wide range of questions, designed to explore what actions could be taken to address workforce challenges specific to the adult social care sector. The outcomes of this linked consultation will inform the final health and care workforce strategy planned for publication by Health Education England (HEE) in July 2018. They will also inform the content of the forthcoming DHSC Green Paper on care and support for older people. 

The consultation closes at 10.00am on Monday 9th April 2018. The Programme Office is arranging a strategic round-table in early April to discuss a NW ADASS submission. The Adult Social Care Workforce Consultation can be viewed here.

As suggested, HEE are developing an overall Health and Care Workforce Strategy, with NHS England, NHS Improvement, Public Health England, the Care Quality Commission, National Institute for Clinical Excellence and the Department of Health. This consultation ends on 23 March 2018, with the final version of the workforce strategy being published in July 2018 to coincide with the NHS' 70th birthday. Joint Inquiry on the Long-term Funding of Adult Social Care 
The Communities and Local Government Committee and the Health Committees launched a joint inquiry on the long-term funding and provision of adult social care. The inquiry was seeking to identify funding reforms that will command a broad consensus to allow progress in ensuring the long-term sustainability of both the health and care systems.  

NW ADASS produced a North West response on the consultation, which includes contributions from regional colleagues. The response to the consultation was submitted on 7th March and is available here.

Regional and National News 
Telecare for older people: Are we getting the best out of it?
Dr John Woolham, Senior Research Fellow & Fellow of the School for Social Care Research, Kings College, London, published Telecare for older people: Are we getting the best out of it? The report findings are based on an online survey of all English local authorities and achieved a response rate of 75%. The report is available here
Legal Challenges 
NW ADASS is interested in compiling a list of legal challenges, which includes potential and actual legal actions, and Judicial Reviews. The list will include why the actions were taken, by whom, who it was against, the outcome etc. This will be an on-going piece of work, as it will be updated as other actions are taken. We will treat any information as confidential and only share (with agreed consent) with other local authorities which are facing a similar issues. If you have any legal challenges locally, and you are able to share, could you please contact the Programme Office to discuss further.

Revised Care Act Guidance-DPAs
The Care Act statutory guidance was updated on 5 February 2018 by DHSC, the change relates to DPAs (section 9 of the Guidance). The update is available here
DTOC support offers-evaluation 
The Delayed Discharge Programme Board has commissioned an evaluation of the DTOC support provided to local care and health systems by national partners including; NHSE, NHSi, BCST and ADASS during 2017/early 2018.
 
The aim is to look at whether system behaviours and relationships have improved as a result of both universal and or bespoke support, and to inform decisions about investment in DTOC support during 2018/19 and beyond. For further information please contact the Programme Office.

Coping with Winter Pressures
The Association for Directors in Adult Social Services (ADASS) has revealed, and praised, the measures taken by social care workers to pre-empt winter pressures affecting health and social care. Margaret Willcox, President of ADASS, said: “Despite the funding crisis affecting adult social care, our brilliant social care staff have been out in all weathers over winter, every minute of every day, making a crucial difference to older people and adults with disabilities.

Public health grants to local authorities: 2018 to 2019
Local authorities (upper tier and unitary) are responsible for improving the health of their local population and reducing health inequalities. In the financial year ending 2019, local authorities will receive £3.215 billion public health grant for their public health duties for all ages. Plans for cap on social care costs in 2020 pulled by government
In a statement on adult social care in December 2017 the then-care minister Jackie Doyle-Price confirmed that the £72,000 limit on costs for care to be paid by individuals aged over 65 would not be introduced. The cap, based on proposals made by the Dilnot Commission in 2011, was built into law by the Care Act 2014. More detail is available here: http://tiny.cc/6eipqy.


Judge backs 'short term' fix to backlog of deprivation of liberty cases
People in deprivation of liberty cases could have rights safeguarded by an expert report on their best interests if no one is available to represent them. More detail is available here: http://tiny.cc/egmpgy 

Progress and Pitfalls in Individual Service Funds – Ten Tips, by Chris Howells, Centre for Welfare Reform  
This briefing document summarises learning from the West Midlands and offers commissioners and providers ten practical pointers for overcoming some of the challenges towards further take-up of ISFs. Available here.


Beyond Direct Payments, written by Dr Simon Duffy, Centre for Welfare Reform and Angela Catley, Community Catalysts  
This guidance has been developed to make the case for new approaches to support people should direct payment not be the preferred option. It challenges the view that support from micro-enterprises can only be purchased using a direct payment. It offers alternative options for consideration which includes micro-enterprises, Individual Service Funds and other new models of commissioning. Available here.

New NICE quality standard published – Mental Health of Adults in Contact with the Criminal Justice System   
This quality standard provides an opportunity to better address the mental health needs of this population. It covers recognising, assessing and managing mental health problems in adults (aged 18 and over) who are in contact with the criminal justice system (this includes police contact, court and prison custody, street triage, liaison and diversion services, and probation services).  See here.

New NICE guideline on People's experience in adult social care services 
The recommendations from this guideline aim to improve adults' experience of social care services; for example, local authorities ensuring that the care and support needs assessment for people who use social care services focuses on the person's needs and how they impact on their wellbeing, and the outcome they want to achieve. These recommendations apply to care being delivered in people's own home, residential care and community settings. See here.

Joint Working Protocol: When a hospital, services or facility closes at short notice  
A Joint Working Protocol has been developed by NHS England (North) and its partners to give guidance to organisations when a hospital, service or facility closes unavoidably at short notice.

The work to develop the protocol was led by NHS England (North) in conjunction with the ADASS, CQC, NHS Clinical Commissioners, NHS Improvement & Patient’s Association.  The protocol is now available here .


New Guidance on Assessing the Financial Viability of Providers Applying for Registration 
From 12 February 2018 CQC introduced a more consistent and proportionate way of assessing the financial viability of providers applying for registration – although this only applies to some providers. 

This follows extensive engagement with our stakeholders, including providers. We will seek assurance in the form of a statement letter from a financial specialist. This could be an accountancy, bank or financial services firm.  The guidance is available here 


Managing transfers of care 
The LGA have updated their web resource on managing transfers of care  to include examples of work being undertaken across the country to manage patient flow and hospital discharge. This resource supplements the high impact change model for managing transfers of care and can also be downloaded as a publication

Dementia Element of the NHS Health Check
NHSE outcome from consultation, together with the results from the Age 40+ pilot project, led to a recent submission from our Expert Scientific Clinical Advisory Panel (ESCAP) to the Public Health Minister. The Minister’s response outlining the next steps is due at the end of April. In the meantime, PHE continue to  be working closely with all of our partners to strengthen the dementia risk reduction messaging in our guidance, training and public facing messaging.

Dementia Awareness Week 2018 is from 21st to 27th May, it is due to be called Dementia Action Week.


Shared Lives for older people and people living with dementia
Independent consultancy PPL has produced a review of Shared Lives for older people and people living with dementia, which finds that Shared Lives offers a solution which provides high quality outcomes to people and their families/unpaid carers - which is a sustainable option for commissioners.

Promoting greater interaction between old and young
Think Tank United for All Ages has published a report calling for 500 shared sites to be developed across the UK by 2022, where activities for older and young people take place alongside each other and together.

Constructive Conversations

Thursday March 15th 2018, 10am-3pm, The Hospitium, Museum Street, York, YO1 7FR:
A fragile care market and the challenges in social care means that it has never been more important to have constructive conversations across the sector between providers, commissioners and people who use services. The aim of the day is to understand the different perspectives and promote constructive ways forward through stronger and more effective partnerships.

The event will be held jointly with chairs and statutory partners on best practice methodology for making decisions about safeguarding reviews, safeguarding methodologies and how we ensure there is full engagement at the front line to learn from both local and national safeguarding review lessons.

LGA and NHS Clinical Commissioners Conference : Delivering Health and Care in a Digital Age:
27 March 2018, Hyatt Regency, Birmingham: 
In partnership with NHS Clinical Commissioners and with the support of NHS Providers, the LGA is planning a national strategic summit which will focus on delivering health and care in a digital age.

The national strategic summit will be co-chaired by Cllr Izzi Seccombe OBE, Chair of the Community Wellbeing Board LGA & Leader of Warwickshire County Council, and Dr Adrian Hayter, NHS Clinical Commissioners Board Member and Chair, Windsor, Ascot and Maidenhead CCG.
