SouthEast Connector Project in the Homestretch
 

At approximately 87% completion, the SouthEast Connector is in the homestretch on the way to being finished. Only three major activities remain prior to opening the road to traffic:
  1. Mira Loma Intersection: To construct the intersection more quickly, Mira Loma Drive will be closed at the golf course for seven weeks beginning on March 24. All traffic will detour to Pembroke Drive. The project team has coordinated traffic control with the school district and began outreach to the local community during the week of February 19. Crews will install message boards in the neighborhood two weeks prior to the start of the closure.
  2. Huffaker Bridge: The Huffaker Bridge is the last bridge to be constructed. In order to reach completion, crews need to place concrete on the northbound bridge deck and the approach slabs, remove falsework, approach the slabs poured, and replace the barrier railing. Work is anticipated to begin in early spring and be completed by mid-May.
  3. Paving Operations: Several portions of the roadway and multi-use path remain to be paved. Paving  and striping will be the final activities to occur as crews wait for warmer spring and summer temperatures to arrive. Once complete, the roadway will be ready for a grand opening, and then will open to traffic.
We know the community is excited to see this project completed, so are we, but for everyone's safety, please remember to stay out of the project site as it is still an active construction zone. This includes vehicle traffic, pedestrians, bicyclists, and drones.

Weather permitting, the SouthEast Connector is anticipated to be complete during summer of 2018.

4th Street/Prater Way
Bus RAPID Transit Project Update


The 4th Street/Prater Way Bus RAPID Transit Project is currently about 60% complete. Crews have been able to work throughout the winter thanks to the mostly dry weather the Truckee Meadows has experienced this season. The project is expected to be complete by fall of 2018, weather permitting.

In February, the RTC visited businesses on the Reno end of the project to hand out informational posters and speak with business owners and employees about construction progress. The poster includes information about when the project is expected to be complete, as well as project features, including new wider sidewalks, new bike lanes, and undergrounded utilities. The poster also showcases renderings of what the new Bus RAPID Transit stations and buses will look like when the project is compete, and provides the project website where people can learn more about the project.

Over the past month, crews have made substantial progress on the utility work that needs to be done for this project. The Truckee Meadows Water Authority is nearly done with its utility-betterment project. The RTC is also improving storm drains in the City of Reno and the City of Sparks as part of the project. Crews are currently working on the storm drains on 4th Street between Sage Street and Evans Avenue.

On the Reno end of the project, crews are completing dry utility work, including adding new streetlights on the south side of the road from Galletti Way to 6th Street. Crews poured new traffic signal foundations and placed new electrical connections for future Bus RAPID Transit station stops.

On the Sparks end of the project, most of the utility work is beginning to wrap up. Both NV Energy and Verizon have completed work on that end. All that remains are Charter and AT&T, and they expect to be done placing fiber-optic cables by mid-March.

The RTC appreciates everyone's patience throughout the construction process. Businesses are open and accessible during construction and the RTC encourages everyone to continue patronizing businesses located in construction zones.

RTC Proposed Transit Service Change Outreach

 
The Regional Transportation Commission (RTC) is welcoming community input as they begin to develop their annual proposed transit service change which could be implemented this fall. Numerous changes are being considered, including timing adjustments and route modifications. The RTC will also present proposed changes to RTC ACCESS and fare policy changes.

The RTC analyzes its transit operations annually to maximize resources and efficiency to provide quality customer service to riders. This involves tracking ridership data and allocating buses and other resources to more productive routes for efficiency, and operating within financial constraints.

After gathering public input, the RTC will present the proposed transit service changes to the RTC Board in March for ACCESS changes and in May for RIDE and fare policy changes. The RTC Board may give direction and approval at these meetings.

The RTC invites the community to give input at upcoming open houses and community presentations. Ten events have been scheduled throughout February and March to maximize community input and convenience for the public to participate.

Evans Avenue Bicycle Improvements Project Progress


The RTC's Evans Avenue Bicycle Improvements Project is substantially complete and many students and neighborhood residents are already using the multi-use pathway. The project is designed to better connect downtown Reno with the University of Nevada, Reno (UNR), and make it easier and safer for bicyclists and pedestrians to get around.

The project starts on Evans Avenue near Greater Nevada Field in Downtown Reno, and goes north around the east side of UNR to McCarran Boulevard.

This project is important because it designates areas for pedestrians and bicyclists in an area where many people walk and bike. Studies have shown that designated pedestrian zones promote safety, lead to higher pedestrian visibility and can lead to fewer crashes and injuries.

To minimize the impact on students and faculty at UNR, the RTC has stopped construction while school is back in session and will pick the project back up again in March, weather permitting.

Drivers, bicyclists and pedestrians can expect intermittent closures during construction.

The project is expected to be completed before UNR students graduate in May 2018.

NDOT Moves Forward with Spaghetti Bowl Improvements

 

The Reno-Sparks population has more than tripled since the Spaghetti Bowl was first constructed in the 1970s. As the existing Reno Spaghetti Bowl nears its design capacity, the RTC is working together with our regional partners at the Nevada Department of Transportation (NDOT) and the Federal Highway Administration (FHWA) to most appropriately reconstruct the interchange and metro interstates to accommodate future travel demands and improve traffic flow and safety.

As part of the process, NDOT is currently working to revise the preliminary alternatives plan for the Spaghetti Bowl based on public comment and design workshops. Traffic-safety analysis and risk-based estimates of these designs are anticipated to be complete by the end of February 2018.

Preliminary planning also involves ensuring the project meets the environmental regulations set forth in the National Environmental Policy Act (NEPA). The project is currently going through that process, including air quality analysis, noise analysis and more. 

NDOT continues to conduct extensive public outreach to gather vital community input and bolster community awareness of the project. Recently, NDOT held two sets of public meetings. Nearly 100 individual stakeholder meetings have also been conducted to date, and NDOT maintains a project hotline (775-622-5555) and website. Additional public meetings will be held to review the alternatives and environmental analysis later this spring/summer.

Public feedback will continue to be gathered and incorporated over the next approximately three years. The timeframe is several years less than the national average for this type of major environmental review. By starting on the environmental process early, NDOT will be able to start construction more quickly once all approvals are met and funding identified. The freeway improvements would then be phased through subsequent years to have the least impact on traffic.

Even as major Spaghetti Bowl improvements are developed, NDOT and the RTC are implementing interim transportation improvements in some of the Truckee Meadows’ fastest-growing regions such as the North Valleys.

NDOT is also nearing completion on the Reno-Sparks Freeway Traffic Study, which will help identify improvements to Interstate 80, Interstate 580, and U.S. 395, including the I-80/I-580 Spaghetti Bowl. It will also analyze future traffic projections and identify infrastructure needs through 2040. I will provide you with an update in a future edition of our eNews.

Federal Funding Available for Enhanced Mobility for Seniors and Disabled Individuals

 
The RTC is now accepting applications for Federal Section 5310 grant funding available to our community through the Federal Transit Administration. 

Funding is available for projects that support the goals and strategic objectives in the RTC-developed Coordinated Human Services Public Transportation Plan (CTP). These goals represent a regional strategy to increase personal mobility and travel options for people with special-transportation needs in Reno, Sparks and Washoe County, including seniors and individuals with disabilities.

The RTC administers the Section 5310 Funding Program for the Reno-Sparks region and is asking eligible local entities to apply for funding on or before the April 2, 2018, deadline. Projects will be funded for two years beginning October 1, 2018, and must exceed a minimum of $50,000 per year. The two-year program funding is based upon federal appropriations of approximately $660,000.

Section 5310 funds are available for capital and operating expenses to support the provision of transportation services designed to enhance the specific needs of seniors and people with disabilities. All projects must be situated in the Reno, Sparks or Washoe County urban area and considered filling a need in the CTP. Agencies eligible to receive funding include local governments, private non-profits, private for-profits, and tribal governments as identified in the federal guidelines. RTC St. Patrick's Day FREE Safe RIDE

 
Safety is the RTC’s top priority and for the 15th year, all RTC transit services will be FREE on Saint Patrick’s Day, March 17th, from 4 p.m. to 2 a.m.!  The RTC encourages everyone to make responsible decisions and for both drivers and pedestrians to never be impaired when driving or using pedestrian facilities. 

Download the NextBus app for free in the Apple Store or Google Play store to know when your bus arrives.  It is a good idea to be at the bus stop at least five minutes ahead of time.

The free service is also an opportunity to try transit and to make an eco-friendly choice to reach a new destination.

Go to rtcwashoe.com for route and schedule information and to access the Google Transit feature on the homepage.  Google Transit allows a user to input a starting point and destination and then provides information on the best routes to take.

Not all locations are served by transit, so it is recommended that everyone plan their trips in advance.
