The Arizona Department of Insurance has reviewed the Threshold Rate Increase in this filing and determined it to be not unreasonable under the requirements for increases subject to review in 45 CFR Part 154 and Arizona Administrative Code (AAC) R20-6-2301 et seq.
On December 22, 2017, Blue Cross and Blue Shield of Arizona (BCBSAZ) filed with AZDOI a Threshold Rate Increase via SERFF tracking number BCAZ-131311060. BCBSAZ requested an overall increase of 19.3 percent (minimum 16.7 percent and maximum 20.9 percent). The requested increase affects BCBSAZ’s individual PPO, transitional products, effective 5/1/2018.
AZDOI requested that its consulting Threshold Rate Review actuaries, Gabriel Roeder Smith & Company (GRS), perform actuarial analysis of the filing and proposed rates. GRS reviewed the requested increase under the requirements of 45 CFR Part 154 and AAC R20-6-2301 et seq. GRS found that the rates contained in the filing were not unreasonable in relation to the benefits provided.
Based on GRS’s opinion and AZDOI’s review of the filing, AZDOI determined that this rate increase is reasonable under the applicable HHS and Arizona rules. Accordingly, this rate increase is filed on March 6, 2018 for implementation in Arizona on 5/1/2018.
