Expression of Interest
The Shire of Katanning is inviting trades and services to register an EOI for future works in upcoming, ongoing and planned major projects.
The Shire is seeking a variety of building, landscape and road construction trades and suppliers.
The Shire welcomes EOI from trades and contractor services in the Local Government Authorities of Katanning, Kent, Gnowangerup, Broomehill Tambellup, Kojonup, Woodanilling, Wagin and Dumbleyung, being the region (Defined Area) for the purpose of the Shire’s Buy Locally-Regional Price Preference Policy.

Green Waste Verge Collection 
The Shire of Katanning will offer a free Green Waste Verge Collection commencing Monday 9 April 2018.
Please make sure waste is on the verge before 6am Monday 9 April 2018.

ONE WEEK ONLY
To help prevent unsightly verges, you are encouraged to put your garden waste out the weekend of the 9 April 2018. Do not obstruct the footpath or your normal bin service and ensure waste does not obstruct line of sight of pedestrians or cars.
   Leaves, branches, flower and grass cuttings
   Tree and shrub clippings
    Bottles, plastic, tyres, batteries, glass, steel and syringes
    Food waste, fruit, vegetables and liquid waste
Residents are reminded that this is a Green Waste collection only. Contaminated garden waste will not be removed. Lawn clippings, cuttings and leaves must be in boxes or bags. To prevent damage, do not obstruct Telstra pits, water meters or power domes with green waste as mechanical equipment may be used upon collection. Trim tree branches and [running's to a max of 1.5m (5ft). Please place bundles in line with kerb.

Hard Waste Collection
The Shire of Katanning is providing one hard waste collection for residential properties that currently receive a rubbish (or bin) service. This is all residential properties within the town site. As verge collection are picked up by mechanical means, please follow the advised information below to avoid any concerns:
   Place your waste neatly on the verge no more than 7 days prior to the scheduled start date for your area
   Have your waste on the verge by Monday 6.00am on the scheduled start date for your area as the contractor will only check your verge once
   Allow 5-7 working days for your collection
   Obstruct the footpath, your normal bin service or the line of sight of pedestrians, cyclists or car, place your waste next to trees, power poles, walls, streets sighs, sprinklers or water meters (as these may be damaged)
   Place your waste inside your property line
   Waste placed on the verge more than 10 days prior to your area collection commencing, or after the truck has passed, may render you liable to a litter infringement notice

   Place your waste on other verges as it will not be collected from vacant properties or public reserves, and may render you liable to a little infringement notice
 
Residents who have restricted verge access are requested to contact the Shire for advice prior to the collection commencing in your area.

What will be collected:
                Old furniture
                White goods (fridges, stoves etc)
                Scrap metal Timber Products (up to 2m in length)
                General junk
                Up to 3 cubic metres of material (ie 1x1x3 metres)
 
What will NOT be collected:
                NO green waste
                NO asbestos or fibre cement products
                NO foodstuff or domestic rubbish
                NO bricks, sand or building rubble
                NO tyres, batteries or oil
                NO car bodies or vehicle parts
                NO liquid waste
                NO household hazardous, medical or veterinary waste
                NO cement or concrete
                NO stumps, palm logs or tree roots
                NO paints, chemicals, oils or acids
                NO object exceeding 2m in length

To prevent the risk of child entrapment, doors MUST be detached from fridges & freezers
 
The truck collecting metal products is a separate truck from the general collection vehicle.

Emergency and breakdown vehicles
Slow Down, Move Over: Law change effective 2 March 2018

Attending roadside incidents can be risky business, that’s why, from 2 March 2018, our roads will be safer for workers attending roadside incidents. Flashing lights on a stationary vehicle means approaching vehicles must slow down, move over (if possible) and pass at 40 kilometres per hour. Let’s look after those who look after us.
SLOMO stands for Slow Down, Move Over. The SLOMO law requires drivers to slow down around stationary emergency vehicles, tow trucks, Incident Response Service vehicles and motor break-down service vehicles which are displaying flashing lights while attending an incident.

This includes vehicles used by WA Police Force, St John Ambulance, Department of Fire and Emergency Services, break-down service vehicles (such as the RAC), Main Roads WA Incident Response Service and towing companies on site to salvage or tow vehicles.


Restricted Burning Period
14 February 2018 – 30 April 2018  
The Restricted Burning Period commenced on 14 February and will be in place until 30 April.  A ‘Permit to Burn’ is required for all fires lit during this period including burning backyard garden refuse. A Permit is free of charge and can be obtained from the Shire Office or your local Fire Control Officer. Please note any fire you light is your responsibility to manage. Any fire lit without a permit may incur a $250 infringement if reported to authorities. A copy of the Fire Management Requirement Notice is available on the Shire website or for further details contact the Community Emergency Services Manager Cindy Pearce on 0417 071 567 or your local Fire Control Officer.  
Local Planning
LPS5 – Final Approval

The Shire’s new Local Planning Scheme No. 5 (LPS5) has been approved by the Minister and was Gazetted on 9 February 2018. LPS5 aligns with Katanning’s current strategic plans, including:
  • Community Strategic Plan 2017-2027;
  • 2013 Planning Strategy; and
  • 2012 SuperTown Growth and Implementation Plan.
It will assist in achieving the community’s vision and aspirations.
 
LPS5 replaces the Planning Scheme No. 4. As well as standard updates and contemporary land-use categories, there are new Commercial and Industrial zones and increases to some Residential Density Codings. Many properties have greater development potential under the new Scheme. Abuse of ACROD (disabled parking bays) and other Ranger issues
Some shoppers at Woolworths are returning trolleys to the ACROD bays not the trolley bays. This denies the use for parking by disabled people who have a genuine need to use them. It would be greatly appreciated by the Shire and disabled drivers that these bays are left clear of shopping trolleys and other obstructions.
 
House Numbers
Many residents still fail to display a house number to identify their property, this is critical in an emergency where services such as ambulance, police or fire respondents need to attend urgently.  It would be of great assistance if all residents place an identifying street number on the letter box or other prominent position on the property.

 
Dogs
Dogs being walked or allowed to wander off leash is still of concern and it is a requirement of the Dog Act as amended 2013 that all dogs in a public place that is not an approved dog exercise area be on a leash at all times.  Penalties apply and those that continue to ignore cautions from the Ranger may be issued an infringement notice.  It should be noted that the Ranger is undertaking out of hours patrols to deal with this issue and infringements have already been issued.

 
It is the responsibility of a dog owner to control dog barking nuisance problems and there are certain actions the Shire can take according to the provisions within the Dog Act to remedy the problem.  It is expected that dog owners identify a problem and take appropriate action to abate the nuisance. If required the Ranger can provide remedial measures to alleviate the problem. Please do not hesitate to contact the Ranger for assistance.

Yarn Bombing or Board gaming- choose your battle

Join us on Thursdays to test your crocheting skill or game board play. We have a smorgasbord of wool or games to choose from. Play in a group or as a dual. You can even challenge yourself to some crocheting while you are here, we have patrons who are more than happy to share their crocheting skills.
Or maybe try multi-tasking, crocheting and game board play in the same time- it’s your Thursday afternoon, you decide. If you have a game board you would like to challenge others to, please feel to bring that along too.

New Management System 
Installed 1 March 

At Katanning Public Library we are so excited to see our new management system go live. After months of anticipation, a few training sessions and a big collaboration effort with the other regional libraries; We are welcoming Spydus to our Library.
We will miss our old management system, Amlib, which has served us well. Unfortunately it lacked the features necessary for us to keep up with today’s libraries.
Spydus is an all-inclusive hosted, integrated library management system which includes archive and digital asset management, patron discovery, analytics, mobile working, and even event management.
We very much appreciate that all our patrons have been very supportive and considerate of the transition period, and that our service has been minimised to only issues and returns. We are hoping to be up and running fully again by April.
In the meantime, as the staff are still learning the new system, you will see our L- plates up on our desks. We appreciate the continued consideration and patience.

Council Meeting Highlights
February 2018
The following items were approved at the Council meeting:

1. Clive Street Speed Limiting
Council will request Main Roads Western Australia to lower the speed limit to 40kmh in Clive Street in the Katanning Central Business District.
2. Community Financial Assistance Program

Council approved $845.45exGST to Katanning Senior High School P&C for venue hire and decoration hire costs;  and approved $10,247exGST to Rotary Club of Katanning for Katanning Cinema Project equipment.
3. Welcome Precinct & All Ages Playground

Council approved the Concept Plan for the Welcome Precinct and All Ages Playground.
4. Katanning Playgroup
Council approved a 3 year extension of the lease and reduced the rent.
