חג חירות שמח מהמטה למאבק בסחר בנשים ובזנות - Happy Passover from Task Force on Human Trafficking and Prostitution

לסיפור חג הפסח יש מסר עכשווי: מלאך המוות פוסח על בתי בני ישראל, כדי להביאנו לחירות. שכן, רק מתוך חירות ניתן לעבוד את אלוהים שדורש שנפעל למען הבטחת עתיד אנושי לכל הבריות. אנחנו מתנגדים לשעבוד על-ידי פרעה ועל-ידי שאר שליטים טוטליטריים, אף מי שנבחרו בקלפי, כדי שנוכל לשרת את קריאתו של בורא עולם: "אני ה' אלוהיכם אשר הוצאתי אתכם מארץ מצרים, להיות לכם לאלוהים".

זו הקריאה שמצווה שנשחרר את קורבנות הסחר בבני אדם והזנות המשועבדים; זו הקריאה להגן על הגר, הפליט ומבקש המקלט; זהו הקול לו נגיב בשמחה בפסח הזה, קול שקורא לנו לנהוג באחריות כלפי הפגיעים ביותר שבינינו - אחרת נצטער שלא הבטחנו צדק וחמלה בקרבנו.

נאחל שתהא זו שעה של חירות מדיכוי לכל ישראל, לכל מבקשי המקלט מרדיפות, ולכל בני ובנות האדם. זמן חירות מפני מפיצי שנאה ופחד.

ערב חג החירות, לצד התפילה והתקווה שייפסק השיעבוד של נשים, גברים, טרנסג'נדריות, צעירות וצעירים לזנות, חשוב לנו לדבר על התגברותו המחודשת של הסחר בנשים לישראל.

המטה למאבק בסחר בנשים ובזנות, אשר קם בשנת 2003, נועד בראשיתו להביא את מדינת ישראל להתמודד עם תופעת הסחר בנשים למטרות מין לישראל.
"שוק המין" הישראלי היה מבוסס באותן שנים בעיקר על קרבנות מברית המועצות לשעבר, שהיו מוברחות לישראל דרך הגבול הפתוח בסיני. קרבנות אלה עברו מסע אכזרי ואלים, בו נשללה חירותן, ונפגעו באופן קשה נפשן וגופן. והכל – בדרך לניצול מיני איום במדינת ישראל.

מראשית שנות ה-2000 נקטה מדינת ישראל מהלכים שונים על מנת להילחם בסחר בנשים, בעיקר לאחר שדורגה על ידי מחלקת המדינה האמריקאית בדירוג הנמוך ביותר על מאבקה בסחר בבני אדם. בעקבות כך, במשך שנים נחשבה ישראל כמי ששיפרה את צעדיה באופן דרמטי, ונחלה הצלחה רבה במניעת סחר.
המטה ליווה מהלכים אלה לאורך השנים. ראינו כיצד מדינת ישראל הקימה ועדות, חוקקה חוקים, וטיפלה ביד קשה בסוחרי הנשים. לצד צעדים אלה, משנבנתה הגדר בגבול סיני, וגבולות המדינה נסגרו כמעט באופן הרמטי, הופסקו כמעט לחלוטין מסעות הסבל הארוכים של קרבנות הסחר לישראל.

עם זאת, בשנים האחרונות עולה תמונה חדשה ואכזרית מהשטח. כמו במדינות רבות אחרות בהן צריכת זנות אינה אסורה, גם בישראל עולה מדי יום הביקוש לנשים חדשות בזנות. את הביקוש, יש מי שפועלים לספק, וזאת בין היתר באמצעות הבאת קרבנות ממדינות זרות.

לפני כשבע שנים החליטה מדינת ישראל, מטעמים דיפלומטיים ומרצון לקדם את התיירות לשטחה, לבטל את הדרישה לויזות תייר מאזרחי אוקראינה (בשנת 2011) ומאזרחי גיאורגיה (בשנת 2013). החלטה זו מנוצלת באופן ציני על ידי סוחרי נשים, על מנת לדרדר עוד ועוד נשים זרות אל מעגל הזנות בישראל, וזאת בקלות יחסית, דרך נמל התעופה, ותחת אפן של הרשויות.

בתחקיר שערכנו בשיתוף חדשות ערוץ 2, ניתן לראות את הקלות בה ניתן להגיע אל אותם סוחרים, ואת ניסיונותיהם של הסוחרים לדרדר קרבנות נוספות לזנות.

בחודשים האחרונים ניכרת פעילות מוגברת של משטרת ישראל במאבקה בסחר בנשים. השבוע נגזרו שנתיים מאסר על סוחר הנשים דימיטרי איסקוב, שנעצר בחודש נובמבר. בנוסף, פורסם כי בחודש שעבר עצרה המשטרה שבעה חשודים שהפעילו רשת סחר בנשים.
אולם, למרות מאמצי אכיפה אלה, מדינת ישראל נמנעת מעריכת חשיבה מערכתית מעמיקה בנושא. מחקר שהתבצע ב-150 מדינות, מצא כי כאשר צריכת זנות היא חוקית, הסחר בבני אדם מתגבר, שכן ישנו ביקוש רב לנשים בזנות.

כך, על מנת להילחם בסחר בנשים לישראל – יש להפוך את הבאת קרבנות הסחר לכאן ללא כדאית. ככל שמדינת ישראל תשכיל לאסור על צריכת זנות בהקדם, יצטמצם הביקוש לקרבנות סחר חדשות. זוהי הבנה שאנו פועלות להטמיע בקרב מקבלי ההחלטות במדינת ישראל.

לקראת חג החירות, נאחל כי התחייבותה של שרת המשפטים איילת שקד, לפרסום תזכיר החוק הממשלתי לאיסור צריכת זנות ושיקום שורדות זנות עד סוף אפריל - תמומש, וכי חירות אמתית תינתן גם לאלו הכלואות בזנות כבר שנים ארוכות.

The myth of Pesah retains contemporary resonance: the messenger (angel) of death makes a “Passover” of Israelite homes to bring us to freedom. For only in freedom can we serve a God who demands our agency in securing a dignified human future. So, we resist the service of Pharoah and totalitarian autocrats, even those chosen at the ballot box, to become the servants of the voice of Ultimacy: “I am the Lord God who brought you out of Egypt in order that I be your God.”

That is the voice commanding we free the enslaved victim of trafficking and prostitution; that is the call to protect the stranger, the refugee and the asylum seeker. That is the voice to which we will respond this Pesah with joyful embrace of responsibility for the most vulnerable among us – lest we weep at having failed to pass over, and through, the waters of cruelty and suffering to secure justice and human kindness in our midst.

Birkhot shalom, Birkhot Hag Pesah sameah, a season of freedom from oppression for all Israel, for all who seek refuge from persecution, and for all humankind; and a time to adamantly defend that freedom from the purveyors of hate and fear.

On the eve of Passover, the holiday of freedom, alongside the prayer and hope that women, men, transgender individuals, young and old, will be freed from their enslavement in prostitution, it is important for us to talk about the re-emergence of sex trafficking into Israel.

The Task Force on Human Trafficking and Prostitution was started in 2003 with the goal of bringing the phenomenon of human trafficking for prostitution to the forefront of Israel’s awareness.

Two decades ago, the sex “industry” in Israel was based primarily on victims brought from the Former Soviet Union and smuggled by Bedouin over a then open Sinai border. These victims endured a treacherous, violent journey, their freedom stripped as they suffered savage physical and emotional torture. This journey ended only with their sexual exploitation in prostitution in Israel.

At that time, Israel took various steps to combat trafficking in women, especially after the U.S. State Department marked Israel with the lowest rating on how it dealt with human trafficking. As a result, every preventative step Israel then took indicated progress in the struggle against trafficking.

TFHT initiated many and shepherded others of those measures, assisting the State in establishing committees, enact laws, and toughen penalties and policy against traffickers. Together with these measures, when the Sinai border was fenced, the borders of the State were almost hermetically closed and human trafficking nearly completely halted.

Despite this progress, in recent years a cruel reality has emerged. In Israel, like many other countries where purchasing sexual services is not prohibited, the demand for women in prostitution is increasing ceaselessly. To satisfy this demand, an expanded sexual services trade, locally and abroad, is taking root.

Seven years ago, the State of Israel, for diplomatic reasons and in order to encourage tourism, canceled the visa requirement for citizens of Ukraine (2011) and citizens of Georgia (2013). These decisions greatly benefited human traffickers now able to bring trafficked women into Israel directly through the airport.

TFHT conducted an investigation together with Channel 2 news, revealing how easy it is to access the human traffickers and details their attempts to bring more prostituted women into Israel. (Link in Hebrew).

The past few months show increased action on the part of the Israel Police in their struggle against human trafficking. last month, police arrested seven people suspected of running a woman trafficking ring, and this past week, Dmitry Isakov, a major human trafficker who was arrested in November (Link in Hebrew), was sentenced to two years in prison (Link in Hebrew) . Despite these efforts, Israel has resisted undertaking systematic planning to deal with this growth in trafficking.

The sooner Israel acts to prohibit the purchase of sexual services, the sooner the demand for new trafficking victims will decrease. This is the understanding with which we work to secure the support of government decision makers and Members of Knesset.

As Pesah, the Festival of Freedom draws near, we sincerely hope Minister of Justice Shaked’s commitment to publish the Memorandum of the Government Law, the Criminal Prohibition of Consumption of Prostitution Services and Community Treatment Bill by the end of April will be honored. Thus, might genuine freedom and liberation finally be extended to those so many so long trapped in the cycle of prostitution.

Success for the Task Force - Another law on the books!

We are happy to report the proposed law to disconnect telephone lines advertising prostitution was approved recently in its second and third readings!

The proposed "Blocking A Telephone Number In Order to Prevent The Commission of a Crime Law", written by the Task Force and promoted by MKs Merav Michaeli and Yulia Malinovsky, alongside a law proposed by Minister of Interior Security, Gilad Erdan, provide the police with a useful tool to battle the advertisements of prostitution scattered widely on Israel’s streets.

The approval of this law is an important step toward minimizing the organized exploitation of thousands of women in Israel and imposes a meaningful obstacle to those seeking to purchase sexual services and often brutally exploit these women.
