New AIR Biosecurity Requirements taking effect 5th April 2018

I hope you're all looking forward to the long weekend! Only.. 7 hours left but who's counting right? :)  Before we relax, there's a couple things to mention around the Specification of Hazard Labels, New AIR Container Biosecurity Requirements (our last course before the new requirement is 3rd April 2018, and details on HSWA.  Read on to find out more....
As you may be aware we have been advised of issues with shipments around the thickness of the line on hazard labels (not being 2mm wide).  This is not a requirement and is further outlined by IATA - read on our website now
To avoid any issues our labels will have the 2mm boarder from early April.

Reminder: Hazardous Substance Regulations 
From 1st December 2017, the Hazardous Substance Regulations came into effect.  As a result the previous concept of Approved handler has been replaced with Regulation 4.5.  Any staff that handle, store or use hazardous substances, regardless of the quantities, will require to be trained under Regulation 4.5.  Class 6.1A and 6.1B will also require specific Certified handlers Certification as per Regulation 4.3.  Training must be completed prior to 1st June 2018.

New AIR Container Biosecurity Requirements.
The Ministry for Primary Industries (MPI) has reviewed and consulted on the Import Health Standard: Air Containers from All Countries (the IHS). The amendments proposed were in response to changing scientific knowledge and commercial practices.
The revised standard is due to come into force on 5 April 2018. Stakeholders (airlines, airline service providers) have until 5 April 2018 to satisfy MPI that the requirements of the IHS are being met.

The IHS requires importers (airlines, airline agents and airline service providers) to:
  • Provide a manifest for those air containers carrying freight
  • ensure all air containers and packaging are clean and free from biosecurity pests and contaminants by adopting a method listed in the IHS; and
  • report any findings of biosecurity pests and contaminants against (listed in schedule 2 of the IHS) to MPI.
MPI methods to ensure air containers are clean of biosecurity pests and contaminants are:
  • confirmation from an accredited person unloading an air container; or
  • confirmation that the air container has been through a MPI approved system (like an offshore system prior to arrival to New Zealand); or
  • making arrangements for an air container to be inspected by an inspector.
A person unloading air containers can become an accredited person through attending and passing the MPI “AIR Sea Container” approved training provided by SPS Biosecurity. 

Last course before the effects take place: 3rd April 2018.

This two hour training course provides specific training for lithium batteries (under packing instruction, Section II) in accordance to requirements under IATA Dangerous Goods Regulations 59th Edition, Section 1.6.

MPI Accredited Person

This is a half day course running from 9.00am – 1.00pm is for the handling of sea and air containers imported from all countries, provided in partnership with biosecurity specialists SPS Biosecurity Ltd.

Dangerous Goods Handling, HSWA and D Endorsement - what's the difference?
There's a lot of training out there, make sure you book your team onto the right course to suit their training needs (multiple courses may be required):
Dangerous Goods Handling for Road Transport This course provides training to complete Dangerous Goods Declarations for road freight only.
HSWA Basic and Comprehensive:  Any staff that handle, store or use hazardous substances, regardless of quantities, will now require to be trained under Regulation 4.5. 
D Endorsement: Successful completion of this course provides attendees with training to have a D Endorsement on their drivers licence.  Go to NZTA website for providers of this course
