The European Union has opened the window for future Balkan accessions starting in 2025. Montenegro and Serbia are leading the regatta. Kosovo has lagged. What is it doing to catch up, when can it hope to apply for candidacy, and when will it be able to meet the requirements of the acquis communautaire?
