Please note that civil works will be winding down by May until the planters’ fabrication is complete.

Works to be carried out in next month:

  • Complete construction of the rafts for the bespoke planters
  • Lighting installation in paving along the ramp

  • Paving outside Petticoat Tower (to be undertaken during week-end hours as per next section)

  • Off-site:

    1. manufacturing of the Gym equipment for the podium will be manufactured this month now that an engineering solution has been agreed with the supplier; This has been held off by ponding/drainage issue on the podium currently being fixed

    2. design of the bespoke canopy – detailed design to be submitted to residents for review;

    3. The fabrication design of the Cor-Ten planters is complete as per the below and manufacturing is anticipated to be finished in June for installation at the end of June

Working hours

Works are undertaken within the City of London standard hours:

  • Monday to Friday: 8am to 4pm, with no noisy work between 10am and 12noon and 2pm to 4pm.

  • Saturday working: in order to complete paving by Petticoat Tower entrance, 2 satuyrday working sessions will be required.

    • On Saturday 28th April, a drainage channel will be dug under the paving and waterproofed. A temporary infill for access will be installed to facilitate access during the week;

    • On Saturday 5th May, paving by the entrance will be completed.


Estate residents have raised the ponding issue along the hotel at the last Estate Residents meeting. I straightaway raised the issue with our main contractor who arranged for drainage team to investigate.

A first jet wash took place on 7th April. The camera could not return complete images due to stagnating water caused by a blockage 6m further down the pipe. The drainage professionals advised then that the best way to unblock the drain would be from the underground car park. The earliest we could arrange for the workmen to come was Saturday 14st April and they advised officers that it shouldn’t pond in the meantime unless in the case of high precipitations levels.

When faced with heavy rain, we asked our cleansing department to come with street-sweeping machines to remove excess water in the ponded area however it was not enough during the days it rained heavily.

The moment residents advised of the large scale of the ponding, we closed the path directing pedestrians along White Kennett St and prioritised the reopening of the path to Petticoat Tower entrance for the benefit of residents.

The works undertaken from the car park were unsuccessful as it was impossible to unblock the drain. I have liaised with the Highways maintenance department and they will build a new drain pipe along the hotel. These works are starting on 26th April and will take 2 weeks. The cost of these works is covered by the Highways maintenance budget and not the project budget.

These drainage issues are caused by a historic mis-use of the drain and not by the civil works we have been undertaking.

Access

While the drainage excavation works and installation of the new drain pipe are carried out, the path along the hotel will be closed and pedestrians will be rerouted round White Kennett St. The path along Petticoat Tower will be maintained accessible – apart from the 2 week-end working sessions (28th April and 5th May).

Middlesex St Area Improvements – Petticoat Lane Market project

A project has begun to revive Petticoat Lane Market, one of London’s most iconic street markets. The City is working in partnership with Tower Hamlets Council to deliver a comprehensive package of improvements to Petticoat Lane Market and the adjacent Middlesex Street area.

Over the next six months, two pieces of work will be carried out by consultants appointed in recent weeks:
1/ a feasibility study exploring options to improve the public realm around the market as well as its layout and operation.
2/ In parallel, a specialist consultant has been tasked with creating a new brand and visual identity for Petticoat Lane that reflects the partners’ and local people’s aspirations.

In the next few months there will be opportunities for local residents, traders and businesses to engage with the project team in developing this work. Please do check the project website for news. Please note the costs involved in delivering this work will be shared evenly between Tower Hamlets Council and the City of London Corporation.
