CCS To Pilot Expert Tools & Training Internationally
Washington, DC, April 2018. The Center for Climate Strategies (CCS) will be launching pilot programs for new tools and training to mobilize private sector investments at market scale for standardized aggregations of small projects in the energy and resource sectors in Africa, South America, and Asia. The program will be implemented in cooperation with the United Nations Development Programme (UNDP) and in partnership with countries participating in its Nationally Determined Contributions (NDC) Support Programme – likely Chile, Ghana, and Thailand, with support from the New York Community Trust and others.
International development and financing for clean energy and infrastructure has traditionally been focused on small projects and clusters that provide important developmental learning, but may not enable high volume, high velocity market penetration, or new private investment. To reach transformative levels needed for climate stabilization, distributed renewable energy and sustainable resource projects require standardization, bundling, and investable product formation, as well as the expert cooperation of many private and public partners.
Through upcoming pilots, CCS will be demonstrating trial systems for private sector mobilization for low carbon development actions that involve small project aggregation in priority areas of public policy in three key regions and nations. From this work, new integrative tools for policy and investment will be developed, along with a curriculum for analysts, intermediaries, and program developers. An estimated 75 percent of future funding needed to implement the Paris Agreement and broader sustainability goals must come from the private sector, and requires better tools, training, and integration of policy and investment applications.
