Cycling receives just 1% of total road funding
New University of Queensland research has found that cycling and walking receive a tiny fraction of overall transport infrastructure funding in Australia.

The United Nations has recommended that governments dedicate 20% of transport funding to non-motorised or active transport. All Australian states and territories are far below this target of 20%. With the exception of the Australian Capital Territory at 14%, the national average is 1%. Per capita dollar amounts devoted to active transport are low everywhere (under A$20 a year). As a benchmark, Copenhagen has spent A$30 per capita a year for the past decade.

In theory, Australian cities are ideal for walking and cycling. They have mild climates, stable and wealthy governments, as well as sporty, outdoorsy and increasingly health-conscious residents. Despite this, the data show that overall active travel (especially cycling) is still marginal.

In Australia any decent cycling infrastructure requires a long consultation processes - as we've seen in the case of the Flinders/Franklin bikeway, which has stalled due to the blinkered belief in cars.

The table below highlights the various levels of spending.

Our speaker for the evening will be Sara Morrison, an engineer from the City of Charles Sturt. More information to come on her discussion, however, in brief, she will focus the review of the Outer Harbor Greenway, which when finished, should rival the Mike Turtur Greenway in popularity.  She will also cover other cycle projects planned and in progress within the council area, followed by a Q&A.

This is an excellent opportunity to hear and to discuss what is needed for an excellent Greenway, as well as what we are likely to see from one of the more progressive Councils in SA.  

Members and non-members are welcome. 

SA Road Safety Action Plan 2018–2019
The Road Safety Action Plan 2018-2019 was released by the previous government shortly before the election.   

It notes that despite the long term increase in vehicles registered and driven, the numbers of people killed and injured on the roads has been declining.  There appears to be an exception for pedestrian and cyclists over the short term at least, where fatalities have risen over the past decade.

Among the measures aimed at improving cyclist safety are:
  • Ensure major road and public transport upgrades, such as Flinders Link, Northern Connector and Torrens Junction, include walking and cycling infrastructure designed to best practice standards (including Disability Discrimination Act provisions). (DPTI).
  • Increase separation for cyclists on arterial roads, including Gawler Greenway and Hart Street, Ethelton.

Secure bike parking at stations is now free
From 3 April we no longer have to pay $10 to register to use the secure bike parking at train and O-bahn stations, nor the $10 yearly fee.  Access it still via Metrocard (otherwise it wouldn't be secure) and Metrocards have to be registered to confirm ID. 

Call the Adelaide Metro InfoLine to add the 'bike cage product' to your registered Metrocard.

Currently there are bike cages at the following locations:
  • Adelaide Airport - new location on the ground floor of the multi-storey car park, next to the car rental area
  • Elizabeth Station
  • Gawler Station
  • Hallett Cove Beach Station
  • Klemzig Interchange
  • Mount Barker Dumas Street Park 'n' Ride
  • Munno Para Station
  • Noarlunga Interchange
  • Paradise Interchange
  • Seaford Station
  • Seaford Meadows Station
  • Tea Tree Plaza Interchange.

Flinders-Franklin Bikeway
Vice Chair Katie has written to Adelaide Lord Mayor requesting a meeting to discuss progress of the Flinders/Franklin (East-West Bike Way).

Our understanding was broad consultation was expected to begin early January. However, a petition with 8 signatures against the project, combined with pressure on Councillors from a group of property owners and businesses on the street considerably altered the consultation strategy.  BISA had expected the issue to come back to council for another vote, and were therefore giving council time, understanding there are difficulties with changes to the City. As this hasn’t occurred, we now discern the project is indefinitely stalled and needs action to ensure that the bikeway is back on the agenda.

Adelaide Bike Kitchen looks for a new home
The Adelaide Bike Kitchen is a communal public bike workshop where you pay a small amount to use their stands and tools, including help from volunteer mechanics if needed.  It's been operating from a warehouse in Bowden but the lease is running out in May.  All options for alternative accommodation have fallen now through.

If you know somewhere that the ABK might able to use - most likely an old building on a site awaiting redevelopment - contact Joey at adelaidebikekitchen@gmail.com.

Cycle Instead needs your help
You probably know of Cycle Instead, the State Government's cycle mapping tool and journey planner.  We think it is more reliable than Google Maps for showing you the best routes for cyclists, especially when it comes to temporary disruptions.
The service has been developed and maintained solely by staff within DPTI, but the staff recognize that they might not always know about latest developments.  So they would like to hear if you know of any cycling infrastructure that is not on the map (e.g if it has just been installed).

Electric bikes day -  BISA involvement
There has been a lot of talk recently around electric vehicles (EVs) and how close they are for mass adoption.

The Green Drive Day held on 8th April, hosted by the Australian Electric Vehicle Association (AVEA), was an opportunity to see, touch and even experience many of the latest EVs on offer. There were also trade stands including - most importantly - electric bicycles.

Given the importance of electric bicycles in assisting in the transition away from the motor vehicle BISA was more than willing to assist in both providing insurance cover and volunteers on the day.

Across the day there were a number of presentations  around the practicalities of owning and driving an EV.

The overall day was a great success with over 400 people having a chance to experience an EV:  car, bike or scooter.
