News on IL-941 Filing in Illinois

The Illinois Department of Revenue (“IDOR”) has recently changed its regulations to require that all quarterly payroll reports on Form IL-941 must be filed electronically.  Market Dimensions is completing plans that will allow it to comply with the requirements as early as the next reporting period in July 2018.
 

IDOR made its announcement in December 2017, giving many  payroll providers a very limited opportunity to comply by the first quarter filing period in April of this year.  Market Dimensions was among those that were unable to make such arrangements on such a short time schedule.  We understood from the IDOR that a waiver could be readily obtained, but rather than filing a form to seek such waiver for our clients, the department now insists that each waiver application be initiated via a phone call from you, the taxpayer, to the department. There is no action required on your part at this time!  We are simply alerting you to this development.  
 
Several of our clients have already received a notice from IDOR regarding the paper filing of their first quarter IL-941.  The IDOR has indicated that this quarter’s filing will be accepted, but that plans must be made for future filings to be completed electronically. Market Dimensions fully expects to be in a position to comply. 
 
We apologize for any inconvenience or confusion this may have caused.  We know that none of us would prefer to receive notices of any kind from the IRS or our state or local tax offices.  In this case, the notice is a reminder of our future responsibilities, which we believe will be met.  We appreciate very much that you continue to look to Market Dimensions to meet your payroll needs, and we believe that trust is well-placed.  We are committed to resolving this issue in a timely manner.

An important initiative at Market Dimensions this Spring is to do more to communicate with our clients.  For varied reasons, we talk with some of you quite regularly, and others on a much more limited basis.  Much depends, of course, on how we have come to work together, and how we have collectively approached meeting your payroll needs.  In all cases, however, we think that there is more that we might do to keep in touch. 
 
When we are working on a particular payroll matter, phone and email are the staples of communication.  We don’t see that as changing.  It is almost certainly the best way to reach us, and we hope we are sufficiently responsive there in all cases. 
 
However, when it is time to share news, or try to connect with a larger number of clients all at once, the phone is not very efficient.  For many of you, the most reliable way of communicating has been to include some sort of ‘notice’ along with our green-bag-delivery of payroll.  We have also employed the infrequent printed newsletter, and more recently, an email ‘blast’ to our broad contact lists.
 
As more clients move to limit or eliminate payroll deliveries, the ‘green-bag’ approach has become somewhat less reliable.  And in some cases, the timing is less than desirable. Often, a tax law change or other compliance issue needs to be communicated immediately and waiting for a regular  delivery schedule is not necessarily conducive to getting the message out quickly.
 
In order for our communication initiative to be effective, we need your help! We ask that you keep on the lookout for emails from Market Dimensions.  Many will have the subject line “Market Dimensions E-News”.  These will come from our familiar email address payroll@marketd.com.  Be sure to  add this email as well as the entire @marketd.com domain to your safe sender’s list and kindly review our  emails upon arrival.  We also ask that you pass along the content or share email addresses from others in your organization that could benefit from the content.
 
Market Dimensions is committed to the confidentiality of your email address and will not share with anyone outside the Morrissey Family Businesses.  We do on occasion send information, newsletters and announcements to our shared clients within our family business if we feel it is valuable information for you.  If you are not interested in these, simply notify me and I will keep your communication strictly related to Market Dimensions.
