The Green Roof Review Task Force mission is to develop recommended modifications, clarifications, and improvements to the green roof initiative through a collaborative, consensus-based process that honors the vote and the benefits that the ordinance would have achieved.
 
The Green Roof Review Task Force now has a working draft proposal available for public review and comment. At a high level, the task force believes the proposal is taking the ordinance in the right direction for Denver. While it is not members' ideal policy, it is a compromise that members believe is getting closer to something all can accept because it strengthens the benefits while reducing the costs. The group believes this approach will improve flexibility, allowing each owner of an existing large building and each new builder to find the most cost-effective ways to achieve the benefits outlined in the original ordinance.

Please let them know if you agree that, directionally, the proposal included here is an improvement upon the original ballot language, and help them get the details right. The proposal will be updated with additional technical clarifications on Tuesday, May 8.

Any comments received by noon on May 18 will be shared with the task force ahead of their meeting May 23. 

The comment period closes at noon on June 3.
The remaining comments will be sent to the task force at that time.

Two public briefings and input sessions will be held:
  • Friday, May 11, 9:00 a.m. – 10:30 a.m. in the Wellington Webb Municipal Building, room 4.G.2
  • Monday, May 14, 9:00 a.m. – 10:30 a.m. in the Wellington Webb Municipal Building, room 1.B.6

The task force will meet two more times on May 23 and on June 7. Any changes to the initiative will require the support of two-thirds of City Council, or nine votes.

Background information:

On November 7, Denver voters passed the Green Roof Initiative, a new requirement that any new building, or roof replacement on an existing building, over 25,000 square feet in size shall include a green roof or a combination of a green roof and solar. The Denver Department of Public Health and Environment (DDPHE) has formed a Green Roofs Review Task Force of stakeholders to develop recommended modifications, clarifications, and improvements to the initiative through a collaborative, consensus-based process that will honor the intent of the voters.
