ED Publishes Application for $25 Million in Homeless Education Disaster Funding
On Wednesday, April 25, the U.S. Department of Education published its application for State educational agencies (SEAs) to apply for $25 million in supplemental McKinney-Vento Education for Homeless Children and Youth (EHCY) funding for students displaced by hurricanes and wildfires in 2017. The deadline for SEAs to submit their applications is May 25, 2018. Only SEAs need apply; LEAs will submit applications to their SEAs later, according to criteria and procedures established by the state.
The Department also published the application for Temporary Emergency Impact Aid for Displaced Students, which is also due on May 25 and available at the same website.
This funding boost is the result of sustained advocacy by SchoolHouse Connection and many in our network. We hope it will provide relief for the many schools and districts that continue to serve students impacted by natural disasters.

Bipartisan Opioid Bill Includes Child, Youth, and Family Provisions
Research has found a clear link between parental substance abuse and youth running away from home. Increasingly, these substances are opioids, leading to both family and youth homelessness.
On Tuesday, April 24, the Senate Health, Education, Labor and Pensions (HELP) Committee unanimously passed S. 2680, the Opioid Crisis Response Act of 2018. This comprehensive bipartisan bill includes more than 40 proposals from 38 different senators aimed at combating the opioid crisis. Among those proposals are efforts to address the impact of the opioid crisis on children, youth, and families.

Don’t Miss it! “Housing Is” Summit Live Webcast May 3-4
The Council of Large Public Housing Authorities (CLPHA) is hosting The Housing Is Summit in Washington, D.C., on May 3-4, 2018. Housing Is will convene partners across the housing, education, and healthcare sectors and explore innovative cross-sector ways to improve life outcomes for low-income people.
Some sessions of The Housing Is Summit will be webcast live, including keynote speeches on homelessness from Education Leads Home partner John Bridgeland, CEO of Civic Enterprises, and from Dr. Matthew Morton, Research Fellow at Chapin Hall at the University of Chicago and Principal Investigator of Missed Opportunities: Youth Homelessness in America.
Housing Is also will feature a panel including SchoolHouse Connection’s Barbara Duffield and Corporation for Supportive Housing’s Deborah DeSantis, speaking on “Stability Comes First.” Aurora Zepeda of the Institute for Children, Poverty, and Homelessness will moderate the panel.

Can a college require additional forms, signed by a parent, to verify a student’s unaccompanied homeless youth status for the FAFSA? Where should yearly McKinney-Vento questionnaires used to identify students experiencing homelessness be stored? Are families who are forced out of their home due to foreclosure, and who relocate to a less expensive residence in another school attendance area, eligible for assistance under McKinney-Vento?

Hike Against Homelessness: A Guest Perspective

I am going to hike a portion of the Pacific Crest Trail to acknowledge the daily struggles these students are facing without the safety net of school. I will publicize my journey in the local media and invite those moved to help to contribute to my McKinney-Vento program.”
