PITTSBURGH, PA – At 10:00 a.m. this morning, Allegheny County Deputy Sheriff Donald Modrick was arrested at the Sheriff’s Office on felony and misdemeanor theft charges in relation to the collection of funds from a defendant in a civil matter.
The charges transpire from a course of conduct where Deputy Modrick collected over $10,000 to be applied toward two judgments rendered by the court, but failed to legally serve a writ of execution which would have resulted in a levy of personal property against said defendant. Deputy Modrick also neglected to turn over all monies, received from the defendant, to the Allegheny County Sheriff’s Office, as required by policy. Information regarding the situation was received by the Sheriff’s Office on April 27, 2018, and Sheriff William Mullen immediately contacted the Allegheny County District Attorney's Office to conduct an independent criminal investigation. The Sheriff's Office also directly began an internal investigation, and Deputy Modrick was suspended from duty.
On Wednesday, May 9, 2018, detectives assigned to the District Attorney's Office obtained an arrest warrant for Deputy Modrick charging him with the following offenses: Theft By Unlawful Taking, Receiving Stolen Property, Misapplication of Entrusted Property and Property of Government or Financial Institutions, Unsworn Falsification to Authorities, Obstructing Administration of Law or Other Government Function, and Official Oppression.
Deputy Modrick turned himself in to authorities this morning at 10:00 a.m. at the Allegheny County Sheriff's Office. He was placed into custody without incident by District Attorney's detectives and transported for arraignment. Detective Modrick's employment with the Allegheny County Sheriff's Office was also immediately terminated this morning.
