FY 2018 CoC Program Registration: CoC Review Step in e-snaps is Now Available – Due Tuesday, June 5, 2018 by 3:00 PM Local Time

This message only applies to Continuums of Care (CoCs) and their Collaborative Applicants. This is phase 2 of the process in which CoCs will review HUD’s determination.

The FY 2018 CoC Program Registration Review step for all CoCs (whether your Collaborative Applicant submitted its FY 2018 Registration by May 14, 2018 or HUD moved the registration forms forward) is now available for the CoC Review step. Collaborative Applicants must access e-snaps at https://esnaps.hud.gov to review HUD’s determination and either agree and submit or disagree and submit at which point the registration will be returned to HUD for one final review and then returned to the Collaborative Applicant for approval.

Collaborative Applicants that requested Unified Funding Agency (UFA) designation: If you requested UFA designation, you will not see the CoC Review step until May 30, 2018 as HUD is in the process of finalizing the review of these designation requests.

No CoCs requested High Performing Community (HPC) designation.

All Collaborative Applicants should review and approve or disagree with the following:

  • Collaborative Applicant designation – “CA” for Collaborative Applicant or “UFA” for Unified Funding Agency.
     
  • CoC claimed geography to ensure that all of the geographic codes located within the CoC’s geographic area have been claimed and, if any changes were made by HUD after consultation with the CoC’s Collaborative Applicant, that the changes were accurate.

If the Collaborative Applicant disputes any part of the CoC Review, HUD will review one last time and consider the Collaborative Applicant’s proposed changes. HUD will notify the Collaborative Applicant via e-mail that a final determination has been made. The Collaborative Applicant will then go back into e-snaps to access the CoC Review HUD Final Decision step and select “Submit.” All disputes must be resolved and approved by Tuesday, June 5, 2018 by 3:00 PM your local time. A Collaborative Applicant only has one opportunity to dispute HUD’s determination; if the Collaborative Applicant disagrees with HUD’s determination the second time they will receive a final rejection notice and will not have access to the FY 2018 CoC Consolidated Application.

  • As with the initial registration process, if a CoC’s Collaborative Applicant does not submit the CoC Review step by Tuesday, June 5, 2018, HUD will automatically move this second review step forward on behalf of the CoC and Collaborative Applicant to ensure the Collaborative Applicant has access to the FY 2018 CoC Consolidated Application. However, this does not apply to Collaborative Applicants that requested UFA designation – you must complete the CoC Review step.
     
  • Phase 2 has up to two required steps now that HUD has notified Collaborative Applicants via listserv message that this phase is available:
     
    • Step 1 – Collaborative Applicants return to e-snaps to review HUD's determination of geographic codes and, if the Collaborative Applicant requested UFA designation, HUD's determination.
       
    • Step 2 – Collaborative Applicant agrees or disagrees with HUD’s determination:
       
      • If the Collaborative Applicant agrees, it submits approval in e-snaps at which point the FY 2018 CoC Program Registration is complete and the Collaborative Applicant will have access to the FY 2018 CoC Consolidated Application when the FY 2018 CoC Program Competition opens; or
         
      • If the Collaborative Applicant disagrees, it submits disapproval at which point HUD will review one final time.
         
    • Step 3 – only for Collaborative Applicants that disapproved HUD's decision in Step 2:
       
      • HUD will review and issue the final determination at which point the Collaborative Applicant must agree and submit approval in e-snaps, which will provide access to the FY 2018 CoC Consolidated Application when the FY 2018 CoC Program Competition opens.

If the Collaborative Applicant disagrees in this step, the e-snaps system will generate a rejection letter and the Collaborative Applicant will not have access to the FY 2018 CoC Consolidated Application.
