On Friday, June 15, 2018, the Office of the United States Trade Representative (USTR) released a list of products imported from China that will be subject to additional tariffs as part of the U.S. response to China’s unfair trade practices related to the forced transfer of American technology and intellectual property. The President announced that U.S. Customs and Border Protection will begin collecting a 25 percent duty pursuant to Sec. 301 of the Trade Act of 1974 on 818 products of Chinese origin worth roughly $34 billion from industries like aerospace, robotics and automobiles. These tariffs will go into effect on July 6, 2018. According to the USTR, the list of covered products ("First List, Effective 7-06-18") steers clear of commonly purchased goods like cellphones and televisions.
The President also identified an additional 284 products worth roughly $16 billion that were not on its original list that was released in April ("Proposed List"). This list will undergo a public comment and review process, and tariffs, if approved, will not be in place for several weeks.
The USTR recognizes that some U.S. companies may have an interest in importing items from China that are covered by the additional duties. Accordingly, USTR will soon provide an opportunity for the public to request the exclusion of particular products from the additional duties subject to this action. The USTR will issue a notice in the Federal Register with details regarding this process within the next few weeks.
