New accountability, transparency and sustainability provisions of McCleary decision impact state budget
As a result of the resolution of the McCleary decision, the state budget requires new provisions of accountability that will shape the district's budget development process starting with the 2018-19 school year.
One of those requirements is a four-year budget outlook, called the F-195F, which requires enrollment projections. Additionally, sub-fund accounting is required to separate levy and other local dollars from state basic education dollars. While districts must establish these sub-fund accounts for the 2018-19 school year, they are not required to report sub-fund revenues and expenditures to OSPI until 2019-20.
Included in the new sub-fund accounts is sub-fund 11, which designates, under RCW 28A.150.276, expenditure of funds from local enrichment levies, levy equalization and local grants, donations or other local revenues. Allowable enrichment expenditures include:
Extended school days or hours beyond basic education minimums
Additional professional development beyond state-funded professional learning days
Extracurricular activities
Early learning activities
Other documented and demonstrated enrichment of state's statutory program of basic education for which OSPI approves during pre-ballot review
Another required provision is a levy plan approval process. Districts must have OSPI-approved plans for expenditures of any general fund levy to be collected in 2020 or after, before it can appear on the ballot. If a district wants to change its levy plan, it must go through the board approval process prior to OSPI approval of any levy expenditure change.
Teacher librarian earns Fulbright Distinguished Award in Teaching grant

Columbia River High School teacher librarian Shana Ferguson received a Fulbright Distinguished Award in Teaching grant. Shana is one of 35 U.S. citizens who will travel abroad in 2018-19. Recipients of the award are chosen on the basis of academic and professional achievement and demonstrated leadership potential.
The Columbia River High School boys’ soccer team are state champs! The school won its first state championship at the 2018 2A tournament to cap a perfect season with 23 wins and 15 shutouts.
The varsity team includes David Gonzalez-Martinez, Reilly Burke, Conner Brower, Maksim Yurichko, Alex Wiser, Julian Villa-Salas, Jack Kolosvary, Jackson Kleier, Trey Johnson, Apostolis Kosaris, Alexander Ashmore, Alex Eiken, Jake Connop, Candler Bolte, Roger Pinacho, Jacob Warthen, Bailey Sarvela, Marcos Diaz, Marc Miranda, Ryan Connop, Sid Kosaris, Daniel Kruzhkov, Cade Lujan, Greer Snellman, Evan Underland, Gabriel Guzman and Christian Martinez. Filomon (Filly) Afenegus is the head coach. Matt Newman, Luiz Castro and Ryan Callahan are assistant coaches.
Skyview High School senior Andrew Kabacy won his second consecutive 4A men's state singles championships on May 26, 2018, and the Skyview men’s tennis team repeated its team state championship.
Players include Kabacy; Christopher Sheppert and Joey Gaylor, who placed sixth in the doubles competition; Tyler Church; Jonathan Hutley; Sean Wilcox; Jaxon Mills; Brandon Mukensnabl; Alex Teipel; Sam Sugarman; and Adam Pozsgai. Coaching staff includes Jay Gowen, Scott Binkley, Jackie Gibbs and Shelley Pitzer.
Storm baseball team is runner-up at state and first for state academic award
The Skyview High School boys’ baseball team are the 2018 4A state runner-ups and recipients of the 4A State Academic Achievement Award for their collective 3.71 GPA.
The team includes Daniel Copeland, Michael Lundgren, Carter Hill, Max Rose, Griffin Sissel, Hunter Renne, Brent Monahan, Carson Mowrer, Chris Swan, Michael Hickey, Nick Oien, Pete Ramsay, Liam Kerr, Alex Miller, Ryan Pitts, Noah Guyette, Lowell Dunmire, Cooper Barnum, Micah Baylous and Titus Oien. Seth Johnson is the head coach. The coaching staff also includes Eric Miller, Brian Hansen, Stu Bussey and Jason Jacques.
Fort students bring home state track and field championships
Fort Vancouver High School sophomore Lincoln Glick won the state boys’ discus throw in the ambulatory competition and placed third in the shot put ambulatory competition. Fellow sophomore Mark Koryagin won the state boys’ shot put wheelchair competition, setting a new meet record of 21-06. He also brought home gold in the boys' javelin throw, wheelchair division. Coaches are Dennis Carline and Arlisa Hinton.
Marshall Elementary goes all in on green
In an unprecedented move, Marshall Elementary went all in on its first certification from Washington Green Schools. Marshall achieved bronze, silver, gold and platinum certifications for its work in energy, water, healthy school buildings, waste and recycling, school grounds and gardens and transportation—every certification category offered by the nonprofit organization.
Forged in the shop: Welding program builds confidence, job skills and friendship
Finding a home
Jose Rangel—Joe as he’s known at school—loves working in the welding shop. After watching his father weld and wanting to learn, Joe joined Fort Vancouver High School’s welding program in fall 2017. He underwent safety training and now can solder, MIG weld, torch weld, use a grinder and do iron work.
One thing this junior won’t do: let his vision and communication challenges or his significant hearing loss hold him back. With the help of his interpreter, Leo Boedigheimer, Joe has developed fundamental skills that can be used to prepare parts for robotic welding, for example.

These summer bond projects extend play opportunities
Playgrounds
Playgrounds at 13 elementary schools are getting new rubberized surfaces that will make the play equipment more accessible for all students and help keep puddles at bay. This summer, removal of old bark chips and dirt will make way for the installation of rubberized tiles at these schools: Anderson, Eisenhower, Felida, Franklin, Fruit Valley, Harney, Hazel Dell, Lincoln, Minnehaha, Roosevelt, Sacajawea and Salmon Creek. Playground surfaces at Chinook and Washington were completed last school year. Work on Hough's playground will include new equipment as well as surfacing.
Schools that are being replaced—King, Marshall, Ogden, Truman and Walnut Grove—will get new playgrounds and equipment with their replacement schools.
Turf fields Fields at four high schools are under construction this summer and will be ready for play in August/September. Projects include:
• Columbia River – football/soccer/lacrosse field
• Fort Vancouver – football/soccer/lacrosse field and softball field
• Hudson's Bay – football/soccer/lacrosse field and Propstra baseball field
• Skyview – football/soccer/lacrosse field
