Sunday Parkways 2018 is going to be an exciting season!

City of Portland Sunday Parkways  presented by Kaiser Permanente  continues to be a mainstay of summer in Portland.

PBOT Summer Bike Count 2018 - Volunteers Needed!

Every summer, PBOT conducts a census of people riding bikes around Portland. This year we will be monitoring 292 locations and we’re relying on volunteers like you to help collect this valuable data.

Volunteers are needed to conduct 2-hour counts at designated intersections. Most sites are 4-6pm counts, with a few 7-9am sites available. Counts can be conducted on most Tuesdays, Wednesdays, or Thursdays, one time June through September. Count one site or many!

There will be a volunteer training on Wed, June 6 from 6:30-7:30pm at Flying Pie Pizzeria, 7804 SE Stark. Pizza will be provided and beverages are available for individual purchase.

Make Music Day PDX will take place on Sunday, June 24, 2018.  We will offer free concerts open to all at a variety of venues.

Paint The Town Green


Join family, friends and neighbors at Paint the Town Green litter and graffiti cleanup on June 16 from 9 a.m. to 1 p.m.

A New Plan To Combat Displacement In N/NE Portland
 

Pathway 1000 Implication Plan is a 10 year displacement mitigation initiative.

The Plan sets a roadmap to create 1,000 affordable homes for African American and other displaced people or in danger of displacement from North and Northeast Portland, of which 800 will be sold to new homeowners.
The initiative will create hundreds of living wage jobs and spur significant business growth and development.

Housing issues caused by income disparities in the City of Portland and State of Oregon. Corrective measures and long-term solutions are being offered. The Plan addresses unemployment, underemployment, wage disparities and the unequal treatment that led to these disparate outcomes.

Pathway 1000 differs from community development initiatives planned by local public agencies because it is community driven, community informed, community advocated, and community built.

The Plan focuses on housing stability, wealth creation through homeownership, and subsequently a reduction in poverty, specifically the generational poverty that exists in Portland’s African American community.

Do you have an idea for a litter cleanup, invasive removal, or native planting project in your local neighborhood, park or waterway?

SOLVE would love to support your project(s) this September with free supplies, volunteer recruitment and more as part of the annual Beach & Riverside Cleanup, presented by the Oregon Lottery! An Oregon tradition since 1984, more than 5,000 volunteers come out to make a difference at over 140 projects across the state each year. 

Part of the International Coastal Cleanup and National Public Lands Day, projects will take place on Saturday, September 29, 2018, from 10 am - 1 pm (times can vary). In addition, projects involving students can occur the week before and the week after the Saturday event.

Southeast Interceptor Sewer Repair Project Update

Southeast Interceptor Sewer Repair Project: Construction Resumes

Environmental Services is resuming construction on a project in inner southeast Portland to repair the deep and wide Southeast Interceptor sewer line that is deteriorating due to age. The sewer line runs parallel to the Willamette River under inner southeast neighborhoods and is between 5 to 6 feet wide and 25 to 54 feet below the surface. The repairs will extend the life of the sewer and protect public health, water quality, and the environment. 

Two segments of the Southeast Interceptor will be repaired.

Schedule

Below is the anticipated schedule:

• Work zones will be located at manholes and will move as project segments are completed. 

• Work at each manhole may last up to two months. 

• During the next several weeks, crews will be working in the southernmost segment at SE 16th Avenue and SE Pershing Street. 

• Crews will move northward as they finish work at each manhole.

The project is anticipated to be completed by the end of September 2018.

Work Hours

This project includes daytime and nighttime work:

• Work in the southern segment will occur during the day from 7 a.m. to 6 p.m. Monday through Friday, and Saturdays as needed.

• Work in the northern segment (NE Davis to SE Stark) will occur at night from 8 p.m. to 6 a.m. Monday through Friday, and Saturdays as needed.

Construction Methods

Below is information about the construction method:

• The sewer repair method for this project can only be completed from inside the sewer line. 

• Crews enter the Interceptor pipes from manholes and climb down 25 to 54 feet below the surface. 

• While that avoids having to dig trenches in the roadway, it means crews can only work safely on dry days when there will be no flow into the pipes from rain or other parts of the sewer system.

• A quiet generator will be running all hours, all days (24/7) in all segments of the project to pump sewage and stormwater from the sewer line so that crews can safely work inside the sewer pipe.

What To Expect During Construction

You can expect the following activities and impacts with this sewer repair project:

• Equipment that generates noise will include vactor trucks, compressors, generators, ventilation fans, and other trucks and related equipment. 

• Vactor trucks will be in the area to operate vacuum pumps necessary to clean the pipes and remove material during construction. They may operate hours at a time.

• Noise mitigation measures will be in place. 

• Work sites at manholes will require temporary lane closures and detours were necessary.

• Local access to all properties will be maintained, but construction may create delays. 

• On-street parking will be temporarily removed in an near work zones to create a safe work environment and to stage equipment and materials. 

• There may be periods of inactivity between construction phases due to weather and other factors.

• A city inspector will be on-site during work hours and may be able to assist you with an immediate need during construction.

• Sewer, water, and other utilities will remain in service during construction.

Safe Routes To School Announces 88 Safety and Improvement Projects

We want Portland students to feel safe when they walk and bike to school. Beginning this summer, approximately 88 safety and improvement projects will begin to be built with the $8 million in funding from Fixing Our Streets.

Across Portland, the top concern heard by PBOT staff was unsafe crossings. Parents and students noted that major street crossings were the biggest barrier in walking to school. Missing sidewalks and traffic speed were also major safety concerns. Students and families confirmed that they prefer to take the shortest path and not to walk more than one or two blocks out of their way to use a better route or crossing.

In total, Safe Routes identified over 1,200 projects along the Primary Investment Routes throughout the city. Projects not funded by Fixing Our Streets will be incorporated into and built by other planned City improvements or will need additional funding to be implemented.

Demolition Code Changes


If you plan to do work involving residential demolitions, additions or alterations, you should be aware of an ordinance (https://www.portlandoregon.gov/auditor/a...) that the City Council passed on June 13, 2018, which simplifies some definitions, adds dust control requirements for major alterations using heavy equipment, and makes other technical changes to the Demolition Code. The ordinance will be implemented on July 1, 2018.

Come Volunteer In One Of Portland's Rose Gardens!

Peninsula Park Rose Garden, 700 N Rosa Parks Way

If interested in helping at Peninsula Park, come to our introduction to volunteering at the Gazebo on June 6, at 9am. If you can't make this date, no worries, visit www.penrosefriends.org for more opportunities. We can't wait to share our garden with you!

Garden volunteers are welcome anytime. During the bloom season (May - Sept) we are in the garden 3 days a week from 9 a.m. until noon. On Fridays, during the season, you'll find snacks and often, our horticulturist will provide a brief lesson on some aspect of rose gardening, pest management, or disease control. Our most popular volunteer opportunity is deadheading roses in the garden between May and October. But, there are plenty of other ways to volunteer too:

Spring pruning (February)
Weeding
Moss removal
Wind pruning (November)
Events (Ice Cream Social)
Speaker's Series (Set up, audio-visual, refreshments, clean up)
Volunteer appreciation events

With the exception of deadheading, moss removal, and weeding, most of these opportunities occur one to three times a year. If you're a first-time volunteer, please download and complete the Portland Parks & Recreation required forms (below). You can mail them to the address below or just bring them with you to a volunteer session.

Friends Of Laurelhurst Park

The schedule for the 2018 season will be posted, and fliers will be available, at the kiosk at the north entrance on Ankeny Street. 

Supervision, basic tools, gloves and water are provided as participants weed beds, prune trees and shrubs, remove invasive and nuisance species, mulch existing beds and prepare and plant in areas needing attention. The work performed is vital to the health of the park, the quality of the landscape and the pleasure experienced by park visitors. 

By reducing excessive plant growth and maintaining an attractive open environment, visitors are moved to respect and protect the park and its historic value to the neighborhood and the city.

The 2018 work parties began in April and occur from 9:00 to noon on the second Wednesday of each month through October. In addition there will be 4 work parties scheduled on the fourth Saturdays of May, September and October.

BDS Landlord Training 

The Bureau of Development Services has been providing this landlord training for many years through an external contractor. For the past year, we have been working on revamping the curriculum for a Request for Proposals (RFP) that will go out this year. As part of this process, we have put together a survey to gather feedback on what should be included in this new training.

Today we are hoping you can find a few moments to fill out this survey (hold the “control” button and click on the link), to help design a new training to best meet the current needs in Portland.
