The global pandemic that has hit the world since the beginning of the year has put severe strains on our activities and agenda for the year. Though the Pandemic has slowed down in some parts of the World (East Asia in particular), it is showing no sign of relenting elsewhere. To the contrary, its peak has not been reached yet in many places and many believe that it will be here until the end of the summer if not the end of the year. Moreover , as long as no vaccine is developed, many will be reluctant to attend conferences. Neither, are we willing to take any risk with the well being of our participants. As a result, and after widely consulting with our governance Boards and the local organizing committees, we have reprogrammed our key events as indicated in the information items below.
With the prospect of cancelling most if not all conferences in 2020, IIAS is developing complementary online offers to its regular conferences. While online conferences are no replacement for the “brick and mortar” ones, they do however to some extent maintain the spirit of community and especially continue to offer knowledge dissemination opportunities for participants.
Combined with the inauguration of our Open Access strategy and platform, we will be able to offer a large gamut of publication outlets to our vibrant academic and professional community. To this effect, we are currently in the process of developing our Online virtual conferencing platform that will integrate existing tools in a seamless mode to provide a friendly and vivid virtual conferencing experience to our community. The first such conference is planned for the end of June.

The IIAS Academy planned for the end of the year, Nov 30th- Dec 4th, 2020 and irrespective of whether it takes place or not is being reconfigured not only as an online event but as a virtual academy. The online conferencing platform will be adapted to support the virtual establishment of the Academy. It will serve not only the purposes of professional development for which it was first established but will also include resources for online learning to support the educational and training programs of our members.

The International Institute of Administrative Sciences and its entities are launching different initiatives and platforms to provide their members and partners with the opportunity to interact and to discuss the different aspects of governance arrangements for managing the Coronavirus pandemic and draw early lessons:
- IIAS Corona Track: since February 28th, a CoronaTrack on Governing the Pandemic has been added to the call-for-paper of the IIAS Conference. It aims at collecting national experiences regarding the management, the impact and the recovery after the coronavirus-pandemic.
- IIAS Director of Publications, IIAS Scientific Director, and IIAS Programme and Research Advisory Committee Chair are working on an edited manuscript on how countries PAs are responding to the Coronavirus crisis.
- An IIAS Special Report: The COVID-19 Pandemic: Early Lessons for Public Governance will be published by the end of June.
- Different country PA experiences with the Corona crisis are being compiled.
IIAS has already started planning some key projects to respond to emergent demand in the market.

Update about our conferences and Upcoming events
|
|
|
COVID-19 and reprogramming:
Due to the COVID-19, we are adapting and rescheduling most of our events. Our main events for the northern hemisphere summer, the IIAS and IASIA Conferences, have been rescheduled as shown below.
During its Virtual meeting on April 23rd, 2020, the EGPA Steering Committee also decided to postpone the EGPA 2020 Conference to next year.

IIAS 2020 Conference and 90th Anniversary
The IIAS 2020 conference, originally planned on June 23-26, 2020 is rescheduled to December 15-18, 2020 in the headquarters of the European Committee of Regions and the Finance Tower in Brussels.

The new deadline for paper and panel submissions: September 13th, 2020.

IASIA 2020 Conference
Originally planned for July 20-24, 2020 in Bela Bela, South Africa, the IASIA 2020 conference has been rescheduled to July 26-30, 2021 in the same place.
New deadlines of Call for papers and panels were extended to May 15th, 2020.

Corruption is a matter to be discussed in IASIA WG II
We would like to inform all participants interested in submitting abstracts in WG II: "Public Sector Ethics and Culture" that "Corruption", the theme of WG XII of the IASIA Conference 2019, was merged with WG II. Check the WG II description.

IASIA Board of Management Elections
IASIA has called for the election of members to its Board of Management as follows:
- 2 seats for the Asia region following the election of Ms. DONG Qing, from China, as IASIA President and another seat not filled during IASIA elections last summer.
- 1 seat from the MENA region following the resignation of Mr. Ishaq Amin from BIPA .
- 1 seat for Australasia following the relocation of Prof. Roberta Ryan to the University of Newcastle.
The deadline for applying is the end of July 2020.

EGPA 2020 Conference
Originally planned on September 1-4, 2020 in Budapest, the EGPA 2020 PhD Symposium and Conference have been rescheduled to the same period in 2021 (same venue)
To fill the void left by the postponement of the EGPA 2020 Conference, the EGPA Steering Committee, the Co-chairs of Permanent Study Groups and conveners of seminars or panels are coordinating a series of virtual activities and events.
A programme will be made available on the new virtual Platform.

The TAD15 originally scheduled for June 10-12, 2020 in Roskilde,
Denmark, has been cancelled due to the pandemic. A new date and venue will be announced for 2021.

VIRTUAL EVENTS AND OPEN ACCESS PUBLISHING
|
|
|
Beyond the refocus on our services and delivery to suit the new circumstances, we realize at IIAS that we can no longer do business as usual and that we have to shift to a model of servicing our members and community on a continuous basis using virtual communication platforms and harnessing knowledge wherever it is on a timely basis and within an approach of co-construction of public administration and public policy solutions by fully involving our members.
Collaborative platforms
Wary of the need to engage further with its members and other partners, IIAS is in the process of developing a virtual conference platform that will ready in June to run the first IIAS online conference on June 23-26, 2020.
The platform will integrate existing tools like our conference management system (ConfTool), our webinar application (Zoom), and additional modules within a seamless integrated virtual environment. IIAS Virtual Conference System will build on the current submission and review system, augment it with a virtual conference presentation system, and connect it with our new Open Access publication platform to offer an end-to-end knowledge dissemination experience to participants with a variety of publication opportunities as described below in our section on Open Access Publishing.

Part of the new communication strategy of IIAS that has been accelerated by the Corona crisis, we have developed a number of development platforms, both for the internal coordination of our work, as we have to work remotely because of the lockdown in Brussels which is in effect at least until May 3rd, 2020 and for external collaborations.
Beyond the need to coordinate remotely with a large number of people, this is part of a strategy to harness our networks for the production and dissemination of PA knowledge. Chief amongst these networks are our working groups in EGPA and IASIA which are currently planning many initiatives on COVID-19.

IIAS Special Report on Coronavirus Crisis

The International Institute of Administrative Sciences and its entities are launching different initiatives and platforms to provide their members and partners with the opportunity to interact and to discuss the different aspects of governance arrangements for managing the Coronavirus pandemic and draw early lessons. One of these projects is the publication of an IIAS Special Report: The COVID-19 Pandemic: Early Lessons for Public Governance. Other than the report itself, the project seeks to compile different country PA experiences with the Corona crisis.

Recent Events and Activities

|
IIAS DIRECTOR GENERAL VISITS Paris-based MEMBERS
IIAS Director-General, Sofiane Sahraoui, visited IIAS/IASIA/EGPA members in Paris, France to exchange on joint collaborations.
|
|
|
During the first week of March 2020 and before the COVID-19 became an issue in France, the Director-General visited ENA (National School of Administration) where he met with Fabrice Larat and Didier Meynier. The discussion was about reviving ENA’s role in IASIA which it had left in 2012 to focus its participation in IIAS and EGPA. IIAS DG pressed upon ENA, a leading school of publication administration in the world, that their role was very important in IASIA and exchanged with them on potential collaborations there. The French-speaking network on the School of administration in Africa (led by ENSA, Morocco) was of particular interest to ENA.
IIAS DG paid a second visit to CNFPT (National Center for Public Service in Local Collectivities) where he met with Ms. France Burgy, Director General of the CNFPT and Vice-President Europe for IASIA and Benoit Cathala, in charge of training in European and international affairs. The one hour and a half meeting was very fruitful and led to a thorough exchange on avenues for collaboration.

The last visit of the DG was to IGPDE (Institute for Public Management and Economic Development), the training and study arm of the French Ministry of Finance. Marcel Guenoun, Director of Research, made a presentation of the IGPDE and its various services followed by a likewise presentation of IIAS by the DG. The ensuing discussions focused on potential collaboration between the two institutions on Open Access publishing.
The IIAS DG visit to Paris, was part of the new strategy to reach out to members and trying to develop an adapted offer to them.

Our State member from China, the Chinese Academy of Personnel Sciences and national section, the Chinese Society for Public Administration are launching a call for an edited manuscript on “Modern Governance: Public Values and Technological Revolution”

IIAS Secretariat
Though IIAS operations have been heavily disturbed by the crisis and a lockdown was called by the Belgian Government authorities starting on March 18th, 2020, we have stayed on-board working remotely on different fronts, including on new projects that the crisis has made imperative. We expect to resume office work on May 4th as the lockdown is progressively lifted.
