Yesterday, Dare County, in consultation with the Dare County Control Group, released the Plan for Gradual Lifting of Restrictions on Entry to Dare County. This plan was developed with careful consideration of the science, trends, data, epidemiology and resource availability.

While the plan allows for staged entry for non-resident property owners starting on May 4, 2020, it is important for everyone to understand that North Carolina and Dare County remain under State of Emergencies and mandatory stay at home orders. It is critical for individuals in Dare County to follow these orders to protect our community from the spread of COVID-19.

While Dare County’s Stay Home – Stay Healthy Order was extended to May 22, 2020, this order can be modified or rescinded to meet changing conditions. The measures outlined in the order will be regularly reviewed and will remain in effect until it is determined they are no longer necessary to protect the health and safety of our community.

Under the Governor’s Executive order No. 131, restaurants are permitted to offer  takeout and/or delivery only. Essential businesses may only operate if they can maintain social distancing requirements. They must also restrict maximum occupancy based on square footage and perform frequent and routine environmental cleaning and disinfecting of frequently touched surfaces. Executive Order No. 131 does not have a specific end date and remains in place unless repealed, replaced or rescinded.

An additional protective measure implemented yesterday is the requirement for individuals to wear a mask or cloth face covering only in public settings where other social distancing measures cannot be maintained. 

Information on masks and face coverings is available at the CDC website. Cloth face coverings should not be placed on young children under age 2, anyone who has trouble breathing, or is unconscious, incapacitated or otherwise unable to remove the mask without assistance.The cloth face coverings recommended are not surgical masks or N-95 respirators.  Those are critical supplies that must continue to be reserved for healthcare workers and other medical first responders, as recommended by current CDC guidance.

These are the recommendations that are to be followed in Dare County. Additionally, the American Academy of Pediatrics has information on COVID-19 and masks and children.

While these measures to mitigate the spread of COVID-19 may seem burdensome and frustrating, they are critically important. COVID-19 can spread quickly when people are in close proximity and have direct contact. The mitigation measures in place are proven public health tools to help slow the spread of disease.

The “Stay Home - Stay Healthy" Order for Dare County has been extended to May 22 to further minimize opportunities for exposure and transmission of COVID-19.

North Carolina's statewide Stay at Home order also remains in effect until at least April 29. 

 

EVERYONE must stay at home except to:

  • Work at essential businesses and institutions
  • Visit essential businesses and institutions (e.g., grocery stores, pharmacies, doctors & healthcare providers)
  • Care for a family member (if there is an urgent need)
  • Exercise outdoors (while maintaining social distancing)

EVERYONE is required to:

  • Wear a mask or cloth face covering in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies).
  • Not gather in groups of more than 10 people
  • Practice social distancing by maintaining at least a six foot distance between you and others

Entry for Non-Resident Property Owners

Dare County will open to non-resident property owners who have a valid entry permit with matching government issued ID  according to the schedule below:

  • Beginning Monday, May 4 at 6:00 a.m.- Entry begins and is ongoing for non- resident property owners whose last name begins with A - I

  • Beginning Wednesday, May 6 at 6:00 a.m.-  Entry begins and is ongoing for non- resident property owners whose last name begins with J - R

  • Beginning Friday, May 8 at 6:00 a.m. - Entry begins for non-resident property owners whose last name begins with  S - Z

All non-resident property owners should bring their own supplies to sustain themselves in their homes as much as possible, including groceries, prescriptions, paper products and other essentials. 

Decisions regarding access to Dare County for visitors will be addressed at a future date to allow for necessary syndromic surveillance and monitoring of resource availability.

To protect our citizens and staff, we ask you to call or email the office to ask how we can assist you remotely. Staff are available from 9 a.m. to 5 p.m. Monday - Friday.


Services
Residential trash and recycling collection will continue as scheduled. No items outside the receptacles will be collected.
Commercial collection will occur on Fridays through May 1. Any changes to the collection schedule after May 1 will be evaluated and communicated based on volume.

*Bulk waste permits are now available through the Town's administrative office. Please call the office to arrange for a permit. Personnel at the Kitty Hawk Recycling Center will not be able to assist with unloading items due to social distancing guidelines.
 
The Public Safety building is closed to non-emergency issues, including facility tours and the T-shirt shop.

The Town of Duck Police Department continues to monitor unoccupied properties throughout town. Should signs of unauthorized entry or other issues be observed, the homeowner or property management company will be contacted.

Flood Damage Prevention Ordinance

 
Consistent with the adoption timeline set by federal law, the new FEMA flood maps and accompanying flood damage prevention ordinance must be adopted by the Town of Duck effective June 19, 2020. The upcoming flood map amendments show 837 properties in the Town of Duck being shifted out of current special flood hazard areas (V and A flood zones) and significant lowering of the base flood elevation in remaining A flood zones.
 
To address these changes and comply with new FEMA standards, the Town of Duck Planning Board has recommended amendments to the Flood Damage Prevention Ordinance. All the proposed standards are intended to improve the Town’s resiliency to coastal flooding and minimize property damage due to flooding. Many of the proposed standards will have the additional benefit of improving the Town’s CRS rating and potentially reducing insurance rates.
