Canine Adoption & Rescue League Gravely Affected By the COVID-19 Crisis -
We Need Your Help!
Please help us support our rescue, our boarding facility, our dogs, our employees and the community we serve.
We understand that we are all navigating through unchartered territory at this time, and many of us our experiencing financial uncertainties. However, if you are in the position to help Canine Adoption and Rescue League (C.A.R.L.), we could use your monetary support now more than ever.
When the COVID-19 crisis reached California, C.A.R.L. immediately felt its impact. Our rescue is funded primarily by our boarding facility and kennel located in Santa Paula, CA. Boarders quickly started calling us to cancel their reservations for the Spring Break holiday. Then the next wave of cancellations came in for the Summer boarders. Current boarders came and picked up their pets. With an average of 45 dogs (sometimes a few cats) boarded monthly, C.A.R.L. lost close to $20,000 in revenue for the month of March and $49,000 for the month of April. During the Summer months we bring in closer to $50,000 a month. All of this money helps fund our rescue and kennel.
Our Non-Profit Thrift Store located in Midtown Ventura had to shut its doors since it is not an essentail business. On average, it brings in around $6400 per month, which also goes directly to the rescue.
Sadly, without a stream of income coming in, a very difficult decision had to be made and 6 employees at the boarding facility were let go.
When everything started falling apart, C.A.R.L. rushed to submit the small business loan, only to find out that the money was gone quickly and we were not a recepient. We are looking at many options to try and get us through the next six months to a year, with hopes of things eventually returning to the new normal.
The harsh reality is that Canine Adoption and Rescue League is in a crisis of our own. It is going to take a lot of community support (and a few miracles if we can get them) to keep our heads above water. The organization still has a mortgage to pay, utilities, veterinary care, dog food, payroll, insurance, etc. The list goes on and on.

RedRover Grants!
Many people cannot afford boarding fees right now. If a person is hospitalized for COVID-19 Red Rover provides funding for boarding for up to 14 days. CARL has assistance available for individuals who wonder if they qualify. Jean Farley can help you fill out the forms. RedRover is greatly concerned for people and animals during this COVID-19 crisis. We are currently assessing what is needed and will continue to provide updates with resources and information. To date, the CDC has not received any reports of pets becoming sick with COVID-19 in the United States. Infectious disease experts and multiple international and domestic human and animal health organizations continue to agree there is no evidence at this point to indicate that, under natural conditions, pets spread COVID-19 to people.

Emergency boarding
- RedRover Relief Emergency Boarding grants. If you or someone you know needs help taking care of an animal because of virus-related hospitalization, RedRover has created a new assistance program to cover the cost of temporary boarding for people suffering from COVID-19 who require hospitalization.
If you have animal-related issues or questions, or need animal care or foster, follow your local animal shelter or humane society on social media, call them with questions, and/or check their websites for updates.
With more people staying at home, domestic violence is expected to increase. RedRover also has an assistance program that will help with the cost of pet boarding in domestic violence situations. If you or someone you know is trying to leave an abusive relationship, RedRover Relief Safe Escape grants help families with pets safely escape domestic abuse together.

Rest assured, pet food companies are considered essential services, and they continue to produce food — so there is plenty for everyone. If you or someone you know cannot afford to purchase pet food, please contact a pet food pantry near you or visit the link below for more guidance.

Counting The Days - 47 So Far
March 19, 2020 was the beginning of Ventura County Health Dept's Stay At Home order of vulnerable residents aged 70+ and anyone with underlying illnesses. Since that date, orders have been added or modified. Stay at Home orders modified to include mostly all residents, except essential workers. Non-essential businesses closed, schools closed, beaches and parks closed. Essential businesses taking steps to protect public by limiting number of people shopping in their business, maintaining social distance and offering free deliveries/curbside pickup from restaurants/fast foods.
Now it's abnormal to see someone not wearing a mask. Or groups of people congregating. It appears that our diligence in following these orders has paid off in our low amounts of infected people and deaths compared to surrounding CA counties and throughout the U.S.
It has now been announced by CA State, that we will soon be going into Stage 2 soon. Below is the update from the office of Governor Newsom that was issued on May 4, 2020. Ventura County will be issuing orders incorporating the state's order with modifications relative to Ventura County.

Governor issues Report Card on state’s progress in fighting COVID-19
Governor’s Report Card indicates California will be prepared to move into the early phase of Stage 2 of reopening this Friday, May 8
Stage 2 allows gradual reopening of lower-risk workplaces with adaptations including bookstores, clothing stores, florists and sporting goods stores, with modifications
Governor also announces new framework to allow counties to move more quickly through Stage 2 if they attest that they meet the state’s readiness criteria
State announces accelerated action to secure contact tracing capacity
SACRAMENTO – As the state continues implementation of the four-stage framework to allow Californians to gradually reopen some lower-risk businesses and public spaces while continuing to preserve public health, Governor Gavin Newsom today announced that based on the state’s progress in meeting metrics tied to indicators, the state can begin to move into Stage 2 of modifying the stay at home order this Friday, May 8, with guidelines released Thursday, May 7. The Governor released a Report Card showing how the state has made progress in fighting COVID-19 in a number of categories such as stabilized hospitalization and ICU numbers and acquiring PPE.
“Millions of Californians answered the call to stay home and thanks to them, we are in a position to begin moving into our next stage of modifying our stay at home order,” said Governor Newsom. “But make no mistake – this virus isn’t gone. It’s still dangerous and poses a significant public health risk. As we move into the next stage of reopening, we will do so with updated guidance to help qualifying businesses make modifications needed to lower the risk of COVID-19 exposure to customers and workers. Californians should prepare now for that second stage of reopening.”
State Report Card
The Governor also issued a state “Report Card” for how the state is doing in meeting key measures for moving into Stage 2. California is on track on the following statewide metrics:
- Stability of Hospitalizations
- Personal Protective Equipment Inventory
- Health Care Surge Capacity
- Testing Capacity
- Contact Tracing Capability
- Public Health Guidance in Place
California Department of Public Health Director and state Public Health Officer Dr. Sonia Angell presented on the state’s Report Card today to underscore the data driving the move into the next stage.
What’s in Early Stage 2
Later this week the state will release public health guidance for certain Stage 2 sectors including some retail, manufacturing, and logistics businesses, which will outline modifications that lower the risk of transmission. Businesses and employers in those sectors will be able to reopen as soon as Friday – if they can meet the guidelines provided by the state. Not all Stage 2 businesses will be able to open Friday with modifications. Some examples of businesses that can open with modifications include bookstores, clothing stores, florists and sporting goods stores.
Other Stage 2 sectors, such as offices and dine-in restaurants, will be part of a later Stage 2 opening. The announcement for Friday does not include offices, seated dining at restaurants, shopping malls or schools. As the Governor noted last week, the state is working with school districts and the California education community to determine how best and safely to reopen. That continues to be the case – this May 8 announcement does not move up this timeline.
While the state will be moving from Stage 1 to Stage 2, counties can choose to continue more restrictive measures in place based on their local conditions, and the state expects some counties to keep their more robust stay at home orders in place beyond May 8.
Regional Variation
The Governor also announced today that while the state is moving into Stage 2 together, counties can move more quickly through Stage 2, if they attest that they meet the state’s readiness criteria. Counties must create and submit a readiness plan which the state will make publicly available.
The Governor signed an executive order today directing the State Public Health Officer to establish criteria to determine whether and how, in light of local conditions, local health officers may implement public health measures less restrictive than the statewide public health directives. Counties must meet criteria including demonstrating they have a low prevalence of COVID-19, that they meet testing and contact tracing criteria, that their health care system is prepared in case they see a sudden rise in cases, and that they have plans in place to protect vulnerable populations. The state will outline these criteria in the coming days. The text of the Governor’s executive order can be found here and a copy can be found here.
Contact Tracing
Contact tracing enables the state to suppress the spread of the virus to avoid outbreaks and allows us to maintain our health care capacity and confidently modify the stay at home order. To work toward these goals, the Governor announced a partnership with the University of California, San Francisco and University of California, Los Angeles to immediately begin training workers for a landmark contact tracing program that will help contain the ongoing COVID-19 pandemic while the state looks to modify the stay at home order. The partnership will include a virtual training academy for contact tracers. The first 20-hour training will begin Wednesday, May 6 with the goal of training 20,000 individuals in two months.
