Transportation Committee Meeting

Thursday, May 7, 10:00 a.m.

Please note that due to health concerns about the COVID-19 virus, this meeting will be held online only and will be open to public participation remotely.

To make a public comment, you can do so four ways:

  1. In advance: email Jessica Lee (jlee@sacog.org) before 9:30 a.m. on 5/4/2020) to submit a comment in advance. Comments read at the meeting will be limited to 250 words.
  2. By phone: for each agenda item, we will pause for public comment. Press *9 to indicate a desire to make comment. The chair will call you by name or phone number when it is your turn to comment. Speakers will be limited to 3:00 minutes.
  3. Online: for each agenda item, we will pause for public comment. Tap your name in the attendee list, then tap Raise Hand. The chair will call you by name when it is your turn to comment. Please note that speakers will be limited to 3:00 minutes.
  4. Online comment: You may also use the Q&A feature to make a comment. The committee clerk will read the comment during public comment. Please indicate the item you are commenting on.

1. Approve the Minutes from the March 5, 2020, Committee Meeting (Est. Time: 0 minutes)

  • A written record from the March 5, 2020, Transportation Committee Meeting. Action:

2. Designation of Paratransit, Inc. and the Sacramento Regional Transit District as Consolidated Transportation Service Agencies in Sacramento County (Matt Carpenter, Barbara VaughanBechtold) (Est. Time: 10 minutes)

  • The proposed dual designation of Paratransit, Inc. (PI) and the Sacramento Regional Transit District (SactRT) as Consolidated Transportation Service Agencies (CTSA) reflects the changes in responsibilities the agencies have agreed to for the new fiscal year. Related to this new designation, staff is recommending funding split changes for a funding source administered by SACOG that supports CTSA activities.

3. 2020 Solutions for Congested Corridors Program Project Nominations (Chris Dougherty) (Est. Time: 10 minutes)

  • The 2017 Senate Bill 1 (SB 1) legislation created a competitive new transportation funding program that provides a funding opportunity for congested corridors in the SACOG region.

4. Approve Final 2021 Regional Active Transportation Program Policy Framework (Victoria Cacciatore) (Est. Time: 15 minutes)

  • SACOG competitively awards Active Transportation Program (ATP) funds to projects that will increase biking and walking in the six-county region. With the delegated authority approved by the SACOG Board of Directors in April, a May Transportation Committee action will allow the SACOG Regional ATP Policy Framework to be sent on to the California Transportation Commission for approval at their June meeting.

5. Policy Framing for 2020 for SACOG Regional Funding Round (Garett Ballard-Rosa/Matt Carpenter) (Est. Time: 30 minutes)

  • At the onset of each regional funding round the SACOG board engages in a policy discussion on possible approaches in awarding the agency’s discretionary transportation funding.
