CHANGE Project Update

As Coronavirus restrictions have started to ease, a number of CHANGE Project activities have recommenced in a modified capacity. Over the coming months, more classes will resume and new classes will be added to our schedule.

The CHANGE Project website will continue to be updated with the most up-to-date class information, including advising which classes are currently operating (either online or in person), on hold, or recommencing soon.

The Easing of Restrictions- Return to Sport and Activity

As per the recent announcement made by the State Government, Stage 2 of the Roadmap to easing COVID-19 restrictions started on 1 June instead of from 12 June as expected. This change, followed by the State Government releasing a series of Approved Industry COVID Safe Plans from 4 June (detailing requirements to be met under Stage 2) means that:
 
• Fitness providers may increase the number of people in their classes, and operate classes indoors
• Sporting clubs may commence modified training activities 
 
Fitness Providers:
The State Government’s Approved Industry COVID Safe Plan for Fitness Facilities identifies the requirements of running fitness activities under Stage 2. 
 
A key requirement to keep in mind is that the number of people permitted in an indoor space is limited to one person per 7 square metres of floor space, with a maximum of 20 people per group. The same applies for outdoor areas. 
 
Fitness providers are encouraged to read the Approved Industry COVID Safe Plan for Fitness Facilities to ensure that they are meeting COVID Safe requirements.  All fitness providers running activities at Council parks and facilities must comply with either the Approved Industry COVID Safe Plan, or with  the Queensland Government's Roadmap to Easing Restrictions and Return to Play guidelines, as a condition of acquiring a Park Fitness Permit through Council.  We also require a signed copy of your Statement Of Compliance before your booking can be approved. These certificates need to be displayed prominently at any venue being utilised in accordance with the Approved Industry COVID Safe Plan for Fitness Facilities.
 
Organised Community Sport:
The State Government's Approved Industry COVID Safe Plans outline the requirements under which sport can commence training activities under Stage 2. This includes requirements for field sports, aquatic sport, outdoor team sports and indoor sports groups. 
 
A key requirement to keep in mind is that only non-contact training activities are permitted
 
Organisations must comply with either an Approved Industry COVID Safe Plan (for multiple groups of 20) or with the Queensland Government’s Roadmap to Easing Restrictions and Return to Play Guidelines (for one group of 20 (or less)).
 
Sporting clubs are encouraged to read the Approved Industry COVID Safe Plan plan to ensure they can meet the requirements of undertaking training activities with more than one group of 20 people.  All sporting clubs seeking to undertake activities at Council parks will be required to adhere to the Approved Industry COVID Safe Plan requirements (for multiple groups of 20), or the Roadmap to Easing Restriction and Return to Play Guidelines (for one group of 20 (or less)),  as a condition of acquiring a Seasonal Permit through Council. Any sporting clubs utilising Council facilities are solely responsible for ensuring ALL requirements of the approved Industry COVID Safe Plan are met. 

We also require a copy of clubs' signed Statement Of Compliance (for training activities with multiple groups of 20) before any booking can be approved. These certificates need to be displayed prominently at any venue being utilised in accordance with an Approved Industry COVID Safe Plan.

Jamie's Ministry of Food is BACK! 

The Good Foundation, in collaboration with The CHANGE Project, is bringing Jamie's Ministry of Food online cooking course to the Toowoomba Region! This means that you can learn how to cook delicious and nutritious Jamie Oliver recipes from the comfort of your own kitchen! 
 
Over 5 sessions, participants will learn to make key recipes that cover every meal; from breakfast and sides to lunch and dinner. Taught by professional food trainers via a live interactive video chat, participants will learn knife skills and techniques to make it simpler and quicker to cook delicious meals on a budget. Participants will learn how to bring the best flavours out of fresh ingredients and how-to meal plan on a budget,so your food goes further!
 
The program is open for absolutely anyone who wants to be involved. It is ideal for beginners and intermediate cooks, but even experienced cooks come away with new skills, techniques and knowledge. If you were one of the lucky people who attended one of the Jamie's Ministry of Food courses when they were last in the region, you'll be learning some new and old recipes and even more delicious tips and tricks!

Cost:
The cost of the program is $14.95 for five sessions. Toowoomba Regional Council,  through The CHANGE Project, are also offering the program to eligible groups for $5.00 pp for the five-week course. 
These eligible groups include:
  • students
  • older adults
  • Aboriginal and/or Torres Strait Islanders
  • unemployed or retired
  • those or work part time or casually
  • culturally and linguistically diverse populations
  • people with disabilities
  • parents with young children

New CHANGE Project Activity

Brooke from The Redface Way is starting a brand new class in South Toowoomba. Designed specifically for beginners, this class combines boxing with circuit exercises to get you moving, red in the face and feeling great.

Heart Foundation Walking Groups Recommencing this Month 

As restrictions continue to ease across the country, Heart Foundation walking has decided that walking groups can recommence from Saturday 20 June 2020.
 
The Heart Foundation encourages walkers to: 
  • download the COVIDSAFE app and use it at all times;
  • get the annual flu (influenza) vaccination; and 
  • talk to their doctor about whether rejoining the walks at this stage is appropriate for them, particularly if participants are vulnerable. This includes older walkers, and those with chronic health conditions.

Sport & Recreation COVID SAFE Restart Plan

As part of their Return to Play initiative, the State Government has released a Restart Package to help community sport, recreation and fitness organisations to get back on their feet. This involves the contribution of $51.3 million worth of funding and grants. There are four types of grants available aimed to assist Clubs to be COVID Safe and support return to play. Applications for round 1 of the funding are open now and close 17/06/20.

Sport & Recreation Community Grants Program 

Round two applications for Council's Sport and Recreation Community Grants Program open 1 July.

Eligible organisations may apply for a grant of up to 50% of the funding gap (total project cost excluding GST less other grant sources) up to a maximum of $150,000. Funding is allocated on a dollar-for-dollar, matched funding basis. The main priority for this grant program is infrastructure projects that increase participation and assist volunteers. Applications close 1 August 2020.

What Does Your Club Need to Survive? 

Coronavirus has had a huge impact on sporting clubs across Australia- particularly community and club sports that reply on memberships, registrations and local sponsorship to keep the lights on. 

The Australian Sports Foundation has launched a national campaign to help community clubs and organisations access funds to recover, and they are asking for your input. They have created a survey to better understand the impact of Coronavirus on your club, and the funding needed to help it recover.  Their goal is to gather as much information as possible so that they can use this to generate a proportionate level of support from philanthropic trusts, private and corporate donors and governments, and distribute funds to clubs in need.

The Good Sports Program

Sporting clubs play an important role in preventing and reducing harms associated with alcohol and other drugs. Whether the game is in play or not, how a club models healthy behaviours can have a huge impact on club members and the entire community.  

Good Sports works together with local sporting clubs to build a healthier sporting nation. They recognise that sport supports the development of healthy individuals and communities. The Good Sports program has helped more than 9,500 clubs across Australia to promote healthier, safer and more family-friendly environments where everyone can get involved.

Join Australian Red Cross in a five-part series of free webinars exploring drought and wellbeing. They have invited expert speakers along to share their insights so that we can better support our own communities, ourselves and our loved ones in these tough times.

Free on a Tree Toowoomba

Last week saw the launch of Free on a Tree Toowoomba, an initiative which allows residents to leave jackets on the trees in Gallery Park (beside the Toowoomba Regional Art Gallery), which are then given to those in need. This is a practical way for residents to support those without a home in our community who need some extra warmth during these cooler months. 
There is also a drop off point for donations at the 2nd Shot Cafe.

Annual Volunteer Survey

Every year, Council's Volunteer Management seeks feedback from Council volunteers to guide future decision making and identify areas for improvement. This year, they are also seeking insights into volunteer's COVID-19 experience. If you are a Council volunteer, we are seeking your response! It is estimate that the survey will take about 10 minutes to complete.

Your City Centre- Beyond 2020
 
Toowoomba Regional Council (TRC) has launched a ten-year review of the Toowoomba City Centre Master Plan. Council is urging residents to get involved in the conversation that will help understand community priorities for the remaining ten years of the plan.
 
'Your City Centre Beyond 2020' celebrates the progress made in implementing projects in the Toowoomba CBD and seeks community feedback on priorities over the next ten years.
Community responses will show current aspirations for our city heart and will guide future development as part of an updated 10-year implementation plan.

Engagement focusses on the following themes and everyone across the region is encouraged to get involved 
  • Activated: Creative ideas for the City Centre
  • Connected: Better ways to move around (by foot, bike or vehicle) in the City Centre?
  • Greener: More trees in the City Centre?
  • Liveable: Want to live in the City Centre?
  •  Post COVID-19: What's your City Centre post COVID-19?

Community Gardening

Community gardens are great for all aspects of our health. It increases physical activity, promotes healthy eating, encourages connectedness and exposure to nature. The Toowoomba Community Organic Gardens on Gogg Street is still operating and they are currently harvesting plenty of delicious fruit and vegetables. Have you considered becoming a member to see what you can grow?

Boredom Busters- Free Activities for Children, Young People and Families

Toowoomba Regional Council's Youth Connect service have joined forces with the CHANGE Project, Toowoomba Regional Libraries and other youth agencies to create Boredom Busters – a free series of activity booklets for children, young people and families.

They also have the YouthConnect Program which works with young people in our region and delivers classes, programs and events. Where possible, events are provided free of charge and include a wide range of activities such as: skateboarding, art, music, pool parties, basketball and more.

The Home Project- Backyard Patterns

Toowoomba Regional Council and Youth Connect have partnered with SWQ Regional Arts and local artists to create The Home Project – a free online arts program to help young people and their families get creating and making at home.

Free Quit Smoking Program

Queensland Health is providing all residents who smoke, access to a FREE quit smoking program that combines specialised support with 12 weeks of nicotine replacement products (patches, gum, lozenges).

QCWA Cook at Home Challenge

We all know that now more than ever it's important to stay active and eat well.  To encourage Queenslander's to cook a healthy meal at home, Health and Wellbeing Queensland and the Queensland Country Women's Association have joined forces and have just launched the QCWA Cook at Home Challenge!
  
All you need to do is cook a healthy meal, take a photo of it and then share it with the team on the Boost your Healthy website! All entries go into the draw to WIN one of eight weekly QCWA prize packs or the grand prize of a KitchenAid Stand Mixer!

The Good Mood Food Campaign

Hort Innovation has launched a new campaign that encourages everyone to shake off their COVID-19 isolation lows and naturally boost their mood with Aussie fruit, veg and nuts.The campaign aims to shine a light on not just the physical benefit of eating well, but also the emotional benefits. This is even more relevant as the country deals with the impacts of isolation on emotional wellbeing and mood.

This Mum Moves- Fitness for Pregnancy and Beyond

Are you pregnant or a new Mum and looking for new ways to stay active? This Mum Moves is an initiative aimed at supporting women to exercise and live healthily during their pregnancy and beyond. It provides information on the benefits of being physically active and also offers tips and tricks on the best way to increase your activity.

Staying Physically Active During Isolation- Tips for Older Adults

If you are still isolating at home, there is no reason that you need to sit down all day. Exercise has been shown to lower your risk of developing some diseases, reduce your blood pressure, cholesterol and blood sugar, and decrease pain levels. It has even been shown to improve how well your immune system works! Therefore, while you are self-isolating, it is important to remain as physically active as possible. The University of Queensland has put together a resource that gives suggestion of ways to keep active at home. Suggestions include:
  • Move around the house while you are talking to a loved one on the phone.
  • While you are waiting for the kettle to boil, march on the spot.
  • Turn on the radio and dance with your partner (or by yourself!).

Nature Play: Passport to an Amazing Childhood 

Nature Play's Passports to An Amazing Childhood inspire children to reconnect with nature through unstructured play and outdoor learning, with incentives.
 
The Nature Play QLD Passport is a small, hard copy booklet, similar to a real passport, that contains fun nature play missions, stickers and blank pages.  It's used to document and celebrate the nature play missions and outdoor learning activities your children achieve.  It goes hand-in-hand with the online Passport Mission Control, where you can find hundreds more nature play missions.

QCF Photo Challenge

The Queensland Community Foundation (QCF) invites all Queensland-based photographers (amateur and professional), instagrammers, philanthropists and charities to enter the 2020 QCF Photo Challenge. Now in its 4th year, the theme of this year’s QCF Photo Challenge is ‘Focus on Kindness’. The winner will score $500 for themselves, and $2,000 for their favourite charity.

Smiling Mind- Mindful Month

All through June, Smiling Mind is hosting a movement to help you establish positive mental health practices for now and into the future. From 1 June, you'll have access to a free, in-app program to help you start fostering a routine to proactively look after your mental health including daily mindfulness exercises in the Smiling Mind app.

Joyful June 2020- Action for Happiness

Action for Happiness has released their calendar for June providing 30 actions to look after ourselves and each other as we face this global crisis together.

2019 Transport & Active Living Forum

On 16 November 2019, almost 100 people attended the transport and active living forum to participate in a conversation about how we want to  see our Region develop to support more people walking and cycling to more places more often.  Many ideas were shared and some key themes are emerging.
 
Key areas of interest which emerged throughout the day included support for:
• more trees and green spaces
• more walkable environments
• safer and easier cycling
• lower vehicle speeds
• more recreational trails 
• better planning around urban living.

Parks and Recreation Services moving to Charlton

Council’s Parks and Recreation Services Branch will be relocated from our current Harristown location, to the new Council Principal Depot at Charlton in June/July this year. There may be some minor disruptions to staff availability during this time as we transition to the new building. More up to date information will be provided in the next edition of the ACTIVATE newsletter.
 


Our Recipe Pick - Easy Beef Hotpot

Are you looking for an easy meal to warm you up on a chilly Winter's day? Try this hearty beef hotpot! 

6 servings | 15 min preparation | 120 min cooking | 20 serve of vege

Ingredients
  • 1kg chuck or blade steak, fully-trimmed and cubed
  • 2 tablespoons flour
  • 2 teaspoons paprika
  • 425g can crushed tomatoes
  • 2 medium onions, sliced
  • 1 clove garlic, crushed
  • 2 celery sticks, sliced
  • 2 large carrots, thickly sliced
  • 1 turnip, cut into large chunks
  • 3 medium potatoes, cut into large chunks
  • 1 cup red wine or stock
Method
  1. Preheat oven to 180°C.
  2. Toss meat, flour and paprika in a plastic bag, tip into a heavy casserole dish.
  3. Add all remaining ingredients and stir to combine.
  4. Press a piece of baking paper over the ingredients and cover closely with a lid.
  5. Place in oven and cook for 2 hours without lifting the lid.
  6. Check for seasoning and tenderness, returning to oven if more cooking time is required
