IN THIS ISSUE:  $3,000 for eligible households through the Drought Community Support Initiative, Defence Force Book Submissions,Council Wrap Up and more! 
Decisions from the Ordinary Meeting of Council held in Dumbleyung 16 April 2020.
  • Council approved a new delegation to appoint the Manager of Finance as acting Chief Executive Officer during periods of unscheduled absences of the Chief Executive Officer of up to two weeks
  • Council chose to join a collaboration of Shires (organised by Regional Development Australia Wheatbelt) to get access to the GrantGuru program for three years at a greatly reduced rate
  • Council introduced a new policy for staff leave during a pandemic
  • Council approved the waiving of fees for businesses using Shire properties where they have had to, or chosen to, cease operation due to the COVID-19 virus
  • Council approved Dumbleyung Nyabing Rd, Tarin Rock Rd and Rabbit Proof Fence Rd as the Regional Road Group roads to receive funding in 2021/22
  • Council adopted the Local Emergency Management Arrangements (including the Local Recovery Plan) appointing the Shire President as the Local Recovery Coordinator and the Chief Executive Officer as the Deputy Local Recovery Coordinator
Other items discussed by Council included:
  • What arrangements could be made for ANZAC day. It was confirmed that no gathering of any description could take place and people could follow the movement to light a candle at the end of their driveway.
  • Agreement to include the replacement of the swimming pool fence in the 2002/21 budget.
  • Impacts of the COVID-19 virus and what further action needed to be taken by the Shire.
  • Impacts of the Federal and State Government’s deferral of their budgets until October 2020 on the Shire’s 2020/21 budget (including the proposed freezing of rates).
  • Bain Estate applications and discussions with some applicants.

Private Works Requests
All private work requests must come through the Shire office ONLY where a Private Works Request Form can be completed, if you are unsure of what is required please call the office on 9863 4012.
Please do not contact the Manager of Works and Services, Works Supervisor, any of the outside crew or any staff member in their private time.
If you are a farmer, farm worker, farm supplier or farm contractor you may be eligible for a one off payment of up to $3,000 through the Drought Community Support Initiative.
The Salvation Army is delivering assistance through the Australian governments Drought Community Support Initiative (DCSI –Round 2). You can apply for the drought assistance online at www.salvationarmy.org.au/drought (preferred method) or by calling the 24/7 Telephone Assistance Line on 1300 551 030. If your preferred method is to call the Telephone Assistance Line, please only use this line to make a new application and please leave a voice message with all the information requested.

The second round of this assistance commenced on 21 November 2019. If you are a farmer, farm worker, farm supplier or farm contractor who is doing it tough due to the drought you may be eligible for a one off payment of up to $3,000.
To be eligible you need to be:
  • Over the age of 18 years
  • Be an Australian citizen or permanent resident
  • Live and / or work in the Shire of Dumbleyung
  • Have not already received this payment from The Salvation Army or St Vincent de Paul since 21 November 2019
  • The maximum amount a household can receive is $3,000.If more than one eligible household members reside in the same residence, the total assistance provided to the household cannot exceed $3,000
The Salvation Army has distributed over $28million of this funding to over 9,900 drought affected households since 21 November 2019, and as at 31 March 2020 were distributing over $1.2million every three days. As you would appreciate, demand for this assistance has been high.

The Salvation Army will call you to complete your assessment as soon as they can. Please do not make a second application if you have already applied as they will get to you.

The payment is not considered taxable income. If you had assistance in DCSI (Round 1) which concluded on 30 June 2019 you are eligible to apply for assistance for DCSI (Round 2).

The Shire of Dumbleyung Historical Committee comprising of Jill Clarke, Jacki Ball, Beth Bartram, Bob Bray, and Graham Wilson intend to compile a biography record of the Australian Defence Force service men and women who were born or have lived and worked in our Shire.

We rely on and encourage residents of the shire to report faults, as we don’t have the resources to ensure that every road, building, park and garden in the shire is free from defects. If you see something, please report it keeping in mind the following:
1. Reports are to be made via the shire website,  www.dumbleyung.wa.gov.au, or if you don’t have access to a computer, or prefer not to, you can make a report via the front counter iPad at the shire, either in-person, by telephone, or email  ao@dumbleyung.wa.gov.au. 
2. Reports are not to be made to the Manager of Works and Services, staff not working the front counter or any staff member in their private time. We are trying to ensure every works request receives the appropriate response, but if you choose to go outside the process, we may not provide a response.
3. Works requests simply need to report what and where the fault is. If you have further helpful information please include it, but we do not require a story behind the fault. From the report, we can determine the correct treatment and if we require further information, we will get back in touch.

Following your report, we will respond to acknowledge receipt of the report as soon as it is received, and then let you know what action we plan to take within ten days. If applicable, we will then let you know when the work has been carried out.
