for New York Counties 


RHF announces a new partnership with Jim Czarniak to support New York counties to achieve their Family First Readiness goals and system efficiencies amid the challenges presented by the Covid-19 pandemic. Formerly the deputy commissioner for child welfare in Onondaga County, Jim led a system-wide effort in that county to re-align its foster care system to prioritize family-based care, especially kinship families, and reduce the county’s reliance on congregate care placements. Those strategies were able to decrease the rate of foster care youth in congregate care from 33% to 14% and increase the percentage of children in certified kinship homes from 1% to almost 40%. 

With this new partnership, RHF and Jim will expand technical assistance, resource and tool development, and education and advisory services for county teams, provider agencies, and policymakers.

•    Guidance around PPE, technology and for rural communities.
