Latest COVID-19 Updates Related to City Services

Update for Property Owners


The global coronavirus pandemic is affecting all of our families, businesses, communities, and way of life.  As such, Mayor Papenfuse has endorsed an option for real estate property owners, with the concurrence of the City Treasurer and the affirmation of City Council, by waiving any and all calculations of penalties for the late payment of 2020 City real estate taxes through December 31, 2020. Payments after December 31, 2020 will be charged the 10% late penalty.

Yard Waste Collection Has Resumed Through December 1

Please keep the following in mind:

  • Place bags outside the night before your street cleaning day
  • If your yard waste is mixed with leaves or trash; please place yard waste material and leaves in separate approved paper bags for collection.
  • Leaves are to be bagged separately from all other yard waste, in approved paper bags
  • Please bundle and tie all branches and trimmings, not to exceed 4-feet in length, or 40 pounds

Parks & Recreation


As the temperature rises and summer approaches the Parks and Recreation team would like to take a moment to remind you to get outdoors to enjoy our City parks. This is especially important during these unprecedented times. Taking a moment or two is beneficial for your mental and physical health. Park Rangers and staff will be at the parks more often in the coming months to provide their service and to answer any questions.
 
SOCIAL DISTANCING
The parks will remain open to the public.  Everyone is encouraged to follow the social distancing guidelines from Governor Wolf for a safe park experience. We want you to enjoy the parks but please note that high touch points such as park benches, playground equipment, picnic tables, etc. are not sanitized. Use at your own risk.
 
VEHICLES IN THE PARKS
Drivers are reminded to park in designated parking lots or parking spaces only.  Please remember it is important to obey traffic signs and posted speed limits.
 
LEAVE ONLY FOOTPRINTS, MAKE MEMORIES
Please clean up after yourself so that other may enjoy the beauty of these parks.  When visiting the City Parks, please take all trash/recycling with you or place inside the available receptacles. 
 
SUMMER PROGRAMS
With the current health crisis, our summer program will be modified to fit the approved guidelines. Our focus is to provide grab and go lunches, programming and leisure activities for your child to participate in with family or independently. We are also exploring virtual activities, movies in the park and other fun leisure activities.

Social Distancing Tree Planting Event


Area residents and community organizations typically contribute many hours of volunteer labor toward the beautification and upkeep of the City’s parks, particularly in spring time. This year COVID-19 has made gatherings of volunteer groups impossible, but the City Forester was able to work out a way to engage volunteers in tree planting efforts, while maintaining social distancing. Over a three-day period May 8-10, each individual or household was assigned a separate start time and location at which to meet with the City Forester for an introduction and guidance. Each party was then directed to specific assigned trees to be planted, at a distance from other workers. In this way, 29 volunteers from 16 different households planted 51 trees—35 at Reservoir Park and 16 at Riverfront Park. This was in addition to 35 trees planted previously over several days by a City crew, for a total of 86 new trees in our parks this spring. Twenty-five different species of trees were planted. Name tags are being installed on each one to identify the kind of tree, a little about it, and the benefits it provides us. A similar volunteer planting (without social distancing) was organized last fall, where trees were planted at Italian Lake and at most of the small neighborhood parks. Harrisburg City Council are holding meetings as live-streamed video conferences. To submit comments that will be read into the record during the public comment period, residents are encouraged to email publiccomment@harrisburgpa.gov prior to 4 p.m. the day of the meeting. Comments should follow the same criteria as in-person sessions, including the following:  

  • Must include the resident’s name and address 
  • When read aloud, the comments should be under 2 minutes 
  • One comment per resident

Suspension of Parking Tickets Extended


The suspension of ticketing in residential neighborhoods, at parking meters, and for street sweeping, which was originally scheduled to expire on March 29th, has been extended through the duration of Mayor Papenfuse’s disaster declaration.

Police Extend Permit Parking Expiration Date


The City of Harrisburg Bureau of Police will extend residential permit parking for the duration of the City’s disaster declaration.

Mayor Eric Papenfuse has suspended the eviction and displacement of residential tenants and occupants for the duration of the City’s disaster declaration.

City of Harrisburg Delays Tax Filing Until July 15, 2020

The City of Harrisburg has aligned with both the Federal and State income tax filing deadlines. Individual local income tax returns and payments are now due July 15, 2020. 

First quarter 2020 estimated payments initially due 4/15/20 are also extended until 7/15/20. Second quarter estimated payments continue to be due 7/15/20. This extension is automatic and no action is required by the taxpayer.

City business mercantile tax filing and payment is also extended until July 15, 2020. This includes the first quarter 2020 estimated payment.

No penalty or interest will apply to filings or payments made by July 15, 2020.

How to Pay Your Bills


Mayor Papenfuse has suspended the application of penalties, interest, and fees on municipal waste accounts for City residential and commercial accounts, and Steelton residential accounts, through the duration of this disaster emergency.
