Update on Weekend Precautions in Downtown Sausalito

Efforts to reduce the number of weekend non-resident visitors to downtown Sausalito will continue on Saturday, May 9 and Sunday, May 10. Measures in place include electronic message boards at the entry points to the city, the closure of municipal parking lots 1 through 4 from early Saturday to late Sunday, and police enforcement of public health order rules for essential travel, social distancing, and face coverings.

The Sausalito Police Department reports that there was significantly less foot and vehicle traffic in the downtown area during the weekend of May 2, compared to the previous week. Essential businesses, such as restaurants and ice cream shops with take-out service, were observed following public health order regulations and monitoring their customers.

Captain Bill Fraass conducted a survey of groups in Gabrielson Park at 12:30 p.m. on Sunday, May 3. Of the 20 groups in the park, 18 were composed of Sausalito residents and two were cyclists taking a break from a ride. All were practicing appropriate social distancing.

As attractive as a walk through downtown Sausalito may be for local residents, it remains the part of Sausalito most prone to crowding, and any crowd increases the likelihood of virus transmission. For fresh air and sunshine, the safest approach is to stay close to home on less busy streets and sidewalks.

Vehicle trips to downtown Sausalito are allowed for essential travel by local residents, such as picking up a to-go meal from a restaurant. Weekend parking remains available at metered spaces. If metered spaces are occupied, motorists are permitted to use loading zones when picking up to-go items.

County Outlines Path to Reopening with "Marin Recovers"

Marin County has begun working with advisory groups from fifteen different sectors of the Marin economy – from retail to recreation to rental properties – to plan for a sequential reopening of Marin as we begin the slow recovery from the COVID-19 crisis.

In conjunction with this effort, the county has launched a new online resource, Marin Recovers, to help explain the process for reopening. Marin Recovers articulates three stages in relaxing shelter-at-home orders and reopening the local economy:
  • Slow the Spread
  • Sequential Reopening under the Stay-at-Home Order
  • End of the Stay-at-Home Order
Each stage of recovery has criteria that must be met before moving to the next phase. To reach the final stage, enough immunity must be present in the community through natural immunity or immunization to allow unrestricted activity. Given COVID-19's prevalence and the lack of a vaccine, it will take time to achieve that stage.

Marin Expected to Allow Curbside Retail Beginning May 18

Marin County is expected to begin allowing curbside pickup from retail stores on May 18, according to a recent COVID-19 status update from the county. The announcement was made in response to California Governor Gavin Newsom's decision allow curbside retail as of Friday, May 8.

Counties are permitted to have public health orders that are more restrictive than the state, which is why Gov. Newsom's May 8 date does not align with the date set by Marin County.

Dr. Matt Willis, Marin County's public health officer, says that the delay to May 18 is being made in conjunction with the health officers of Santa Clara, San Mateo, San Francisco, Contra Costa, and Alameda counties to allow time to understand and implement the new state guidelines in every setting and protect the safety of staff and clients.

Dr. Willis goes on to say, "Our cities and towns with main streets with many small businesses also need time to develop plans for the safe flow of traffic if most commerce is now conducted at the curbside. Questions regarding parking and drive-through pickup lanes need to be answered."

Updates on curbside retail and other changes to the current shelter-in-place order will appear in future editions of Sausalito Currents and on the COVID-19 News and Information page on the City website.

Tennis and Pickleball Courts Reopen with New Restrictions

The tennis courts at Marinship Park and the tennis and pickleball courts at MLK Park have reopened for use by Sausalito residents. Reopening was made possible by relaxed restrictions in the updated public health order that went into effect on May 4. For the safety of players, the following court rules are now in effect:
  • Wear a face masks when not playing
  • Sausalito residents only
  • Singles only, no doubles
  • No instructional or commercial use
  • No spectators
  • All players should leave the facility immediately after play
  • Wash or disinfect your hands prior to entering and exiting courts
  • Avoid touching court gates, fences, benches, and other surfaces
  • Stay at least six feet apart from others at all times
  • Stay on your side of the court and do not switch ends
  • Bring your own tennis balls and mark them with your initials for identification
  • Serve with your own ball and do not share
  • Use your racquet/foot to pick up balls and return them to your opponent or another court
  • Do not touch your face after handling a ball, racquet, or other equipment
  • Do not share food, drinks, or towels

Sausalito's Couch Con of Free Zoom Workshops on May 12

Couch Con
Tuesday, May 12 will be a day of free Zoom workshops to give us ideas for things to do while we shelter in place. Presented by Sausalito Parks and Recreation and sponsored by Mollie Stone's, Sausalito's Couch Con will feature 10 different live online workshops ranging from Yin Yoga to knot tying. Each hourly time slot between 10:00 a.m. and 3:00 p.m. will offer two workshops to choose from.

No registration is necessary. To attend a session, just go to the web page for Couch Con and click on the Zoom link at the appropriate time. The schedule on May 12 is as follows:

Clean Your Roof and Rain Gutters for Wildfire Season

The single most effective step you can take to protect your home today is to clean all leaves, needles, and debris from your roof, rain gutters, decks, and around bases of walls. The most vulnerable parts of your home are typically the roof and other large horizontal surfaces, such as decks.

Even a small handful of leaves or needles can help ignite a "fire resistant" roof. Fire inspectors find that most homeowners do not properly maintain their roofs, leaving Marin's neighborhoods vulnerable to wildfires.

Firefighters know that embers are the most important cause of home ignition. Research shows that two out of three homes destroyed during wildfires are ignited by wind-blown embers, not from the actual flames of the fire. These embers can ignite and burn your home in several ways, and can travel as far as a mile from the main fire. By taking one hour today to clean your roof and gutters, you'll have taken the first, and possibly the most significant, step towards protecting your home.

Roof and gutter cleaning tips:
  • Be safe! Hire a professional if you are unsure or lack the proper tools. Some roofing materials can be damaged if you walk on them, and every roof poses a fall hazard.
  • Always use a sturdy, well-footed ladder to reach your roof and gutters.
  • Don't clean your roof alone. Be sure there is someone with you, on the ground, to help when needed.
  • Check your roof. Is it well maintained? Is the roofing made from a fire resistant (Class A) material like tile, composite shingles, or tar and gravel? It can be difficult to tell whether you have a Class A fire-rated roof, unless it's made of an obviously noncombustible material, such as tile. If you are not sure about your roof, schedule a professional roof inspection to find out.
  • Always keep your roof clean of debris. Clean it as often as necessary during fire season.
  • Check your gutters. Metal gutters are safest, and all gutters must be maintained completely free of leaves, needles, and vegetation during fire season. Like the rest of your roof, you may need to clean your gutters more often during the summer if you live in an area where leaves are likely to fall onto your roof.

Apply to Join the Economic Development Advisory Committee

The City of Sausalito is looking for the best and the brightest in our community to serve on the newly formed Economic Development Advisory Committee. If you have business experience or a skill set that aligns with the objectives of the new committee, please submit an application to the City Council as soon as possible. Interviews are scheduled to begin on Thursday, May 14.

The objectives of the Economic Development Advisory Committee are as follows:
  • Address immediate and emerging challenges and opportunities for our business community, such as:
    • Shifting to online retail
    • Pursuing high quality tourism in the face of declining tourism
    • Improving our resiliency through the diversification of industries and businesses
    • Pursuing innovative business opportunities in climate change and sea level rise
  • Drive a business and community strategy to recover from the COVID-19 pandemic as quickly as possible
  • Embrace a holistic view of our business community, including retail (visitor and local), hospitality, arts, applied arts, maritime, light industrial, services, and office
  • Streamline City and community efforts with an aligned and empowered committee that takes the place of the Business Advisory Committee and the Hospitality Business Development Committee
As specified by the City Council, membership of the Economic Development Advisory Committee will consist of no fewer than seven and as many as 11 representatives from the following categories:
  • Hospitality and retail (hotel, restaurant, retail, services)
  • Other businesses (including financial services, research, industrial, maritime, and artists)
  • Chamber of Commerce
  • Sausalito residents
The City Council will determine the size of the committee and the number of representatives from each category based on the applications it receives.

Applications will be accepted on a rolling basis until the positions are filled. The City Council will conduct interviews for the committee via Zoom and may make appointments at the May 26 Council meeting. Committee meetings will be held at least once per month on a regular schedule.

The Business Advisory Committee and the Hospitality Business Development Committee were dissolved and disbanded by the City Council at the time of the creation of the new committee on April 28. COVID-19 News Items

Stay Healthy, Stay Safe, Stay Six Feet Apart. During the public health order to shelter in place, everyone is required to stay home, except to get food, care for a relative or friend, get necessary health care, or go to an essential job. If you need to go out, stay at least six feet apart from other people and wear a face covering. You do not need to stay six feet apart from people who live in your household.

You may walk, bike, or go for a run near your home. If you need to get into a car or on public transportation to go for a walk or run, you're going too far.

If you have to go outside:
  • Avoid groups
  • Cover your face with a bandana, scarf, or cloth
  • Keep six feet between you and everyone else at all times
  • Reduce the time you are around others outside the home
  • Minimize your exposure and your contact with people outside your household

Help Provide Grants to Struggling Small Businesses. Many in Sausalito's small business community are hurting badly during this time of the COVID-19 crisis. To help out, the Sausalito Chamber of Commerce has created the Love Sausalito Business Fund to provide immediate and direct cash grants to small local businesses that may not have other sources of relief funding available to them.

Businesses do not have to be Chambers members to be eligible for a grant. Home office-based businesses do not qualify, nor do independent contractors that share a physical location. These will be modest grants, aiming to ease some of the financial hardships the current crisis is presenting. The online application to apply for a grant will be available on May 10 at sausalito.org. None of the funds raised will go to the Sausalito Chamber.

Virtual County Fair. The Marin County Fair is launching a series of virtual competitions and activities to engage the community as a result of the canceled fair this summer. The program will begin this week and will be announced weekly on the fair's Facebook and Instagram pages. Competitions will include decorated foods, trash-to-treasure artworks, pet costume contests, funny family photos, poetry, coordinated family dance routines, and other stay-at-home activities.

With most residents unable to access art supply stores and other resources because of the COVID-19 emergency, the virtual competitions are designed to comply with Marin County's shelter-in-place order and focus on projects that can be done at home. Participants will have one week to post their entries in the replies section that week. Each winner will receive a virtual blue ribbon and a pair of tickets to the 2021 Marin County Fair.

Relaxed Shelter-at-Home Restrictions. Under the updated public health order that went into effect on May 4, a limited number of activities are permitted to resume in Marin County. A partial list of these activities appears below.
  • All construction projects can resume, provided they comply with the construction project safety protocols for large and small projects issued as part of the order. Construction projects in Sausalito will be subject to the Community Development Department's updated COVID‐19 Prioritization and Protocols.
  • Commercial and residential real estate transactions are allowed to fully resume, but with continued restrictions on in-person viewings and appointments.
  • Operations may resume at outdoor businesses that operated primarily outdoors prior to the March 17 shelter-in-place order, provided that social distancing of at least six feet can be maintained between all people. These types of businesses include outdoor retailers like nurseries, outdoor service providers like landscapers, and agricultural operations.
  • All residential moves are now allowed to proceed.
  • The new order allows restricted use of shared outdoor recreational facilities, such as tennis courts, that do not encourage gathering or contain high-touch equipment.

Construction Parking Permits. All residential and commercial construction is allowed under the new public health order that went into effect on May 4. To avoid neighborhood congestion during shelter-at-home from a combination of resident, contractor, and employee vehicles, the Sausalito Police Department has developed a new construction parking permit. The new permit allows excess vehicles from a construction site to be parked in municipal parking lots. All building permit holders have been instructed to contact the police department if permits are needed.

Free Hand Sanitizer. The Marinship Emergency Medical Manufacturing Group (MEMM) and the Sausalito Working Waterfront Coalition will be giving away free hand sanitizer to local residents on Monday, May 11 from 9:00 a.m. to noon at 170 Gate 5 Road. This is the location of WaveAdvance, LLC, where CEO Gary Testa ensured that the hand sanitizer was mixed in accordance with U.S. Pharmacopoeia standards. Each person who stops by with their own small bottle (with cap) can receive up to 6 ounces of hand sanitizer. If you have been by before and have run out, you are welcome to come by for a refill.

In other Marinship news, Davey Jones (a.k.a. David Johnson) and the staff of Port and Provisions are now focusing exclusively on their No Neighbors Left Behind program. They have increased the number of deliveries going to Sausalito Village and are providing free meals to seniors and others in need on Wednesdays and Fridays in Sausalito and throughout Marin. Volunteers from the Sausalito Working Waterfront Coalition are helping with meal deliveries.

Call 9-1-1 For Emergency Care. Don't delay your call to 9-1-1 if you're injured, are experiencing a medical emergency, or have medical concerns associated with COVID-19. Rest assured that first responders and healthcare professionals are taking all the necessary precautions to protect patients, as well as themselves, from contracting the disease. Timely access to emergency care is your best defense against having a negative outcome from your injury or illness.

Guidance for Cyclists. With the arrival of spring weather, Marin's trails and roads are becoming more and more crowded, which means it's more important than ever to practice safe social distancing requirements. If you cycle in Marin or know people who ride in Marin, the Marin County Bicycling Coalition recommends the following precautions:
  • Do not ride in groups. Maintain a minimum buffer of six feet from others.
  • Yield the right-of-way. When passing or approaching other trail users, slow down and create as much distance as possible. Consider sticking to less popular areas.
  • Wear a face covering when you ride. Ride with a bandana, neck gaiter, or mask and pull it over your nose and mouth before passing other people.
  • Do not drive to your ride. Driving for exercise is not considered "essential travel" under the public health order to shelter in place. Authorities are also citing vehicles parked at or near park entrances and trailheads. Please stay close to home.
  • Ride on open trails only. Stay off of trails that are closed to bikes.
  • Be courteous and respectful. Ride safely, be kind, and be responsible.
Marin's cyclists are fortunate to have access to a wide variety of roads, trails, and pathways during this time. The Marin County Bicycling Coalition asks you to do your part to keep it that way by riding responsibly.

Help Document the Pandemic. How has the COVID-19 pandemic impacted Sausalito? How has your life changed? You can help the Sausalito Historical Society capture our collective COVID-19 experience for future generations by sharing a photo that encapsulates some aspect of your daily life right now.

Your COVID-19 photo can be of anything, large or small: the view from your window, a selfie with your favorite face covering, or the line outside the grocery store. To submit your photo, please send it via email to sip@sausalitohistoricalsociety.org. If possible, send a large-sized, high-resolution image file.

Along with the photo, please include the following information in your email:
  • The date you took the photo
  • The location shown in the photo
  • A simple title
  • A short paragraph describing the picture and why you chose it
  • Your name as you'd like it to appear in our archives (or if you'd prefer to remain anonymous)
Submitted photos will become part of the Sausalito Historical Society archives and will be made available to the public at our research room in City Hall. Photos may also be used in historical society exhibits and in print and online publications. Please do not submit images that aren't yours, that violate anyone else's privacy, or that depict anything you would prefer not be shared with the public.

Support Local Businesses. This is a great time to show our support for the local businesses that are such an important part of our community. To learn which businesses are open and what services are being offered, the Sausalito Chamber of Commerce is maintaining three special lists during the COVID-19 crisis. Businesses do not need to be Chamber members to be listed.
  • The first is a list of Essential Businesses covering Sausalito and Marin City. On the list, you'll find the addresses and hours of operation for local institutions like Mollie Stone's Market, Driver's Market, Golden Gate Market, and Waterstreet Hardware.
  • The second list covers Take Out & Delivery Restaurants. As of May 8, the list included 31 local restaurants with a wide range of food offerings. Most restaurants are operating with limited hours and menus.
  • A third list called Support Local Business features more than 25 local shops and businesses offering goods and services while we shelter at home. Most offer local delivery, curbside pickup, and/or online ordering. 
The Chamber is also maintaining a list of Business & Homeowner Resources that includes useful information and links from the Small Business Administration and other sources.

COVID-19 Data for Marin. Marin Health and Human Services maintains a Surveillance Update page on its coronavirus information site that contains the latest COVID-19 data for the county. The page includes daily updates on the number of new cases and the number of people currently in the hospital for COVID-19. Also included are charts and tables showing cumulative data and trends, as well as a map showing the total number of confirmed cases within six geographic areas of Marin.

Services for Seniors. Sausalito seniors and those with a disability can get their groceries, take-out food, and medications picked up and delivered to them by vetted local volunteers. The program is offered by Sausalito Village and Call A Ride for Sausalito Seniors (CARSS). A simple application must be completed to initiate the service. The California Friendship Line serves isolated and lonely seniors throughout all of California. The Friendship Line provides a warm voice, a listening ear, and a human connection to those feeling lonely during the shelter in place. If you or a senior you know needs emotional support, please call 1-888-670-1360. The service is available 24 hours per day, seven days a week.

Locally, Whistlestop in San Rafael has started an intergenerational program, Caring Calls, to connect high school students with seniors. Call (415) 456-9062 to learn more and sign up. Whistlestop has also expanded its regular services during the COVID-19 outbreak. Programs include home delivered meals, grocery distribution, and a food pantry every Friday.

Local groceries and markets are offering special hours for seniors and/or curbside pickup of pre-ordered items:
  • Driver's Market at 200 Caledonia Street offers a shopping hour for seniors and immunocompromised customers. Hours are Tuesdays and Fridays, 11:00 a.m. to 12:00 p.m. and all other days from 9:00 to 10:00 a.m. Curbside pickup is every day but Sunday; call (415) 729-9582 with phone number, list of items, and credit card or local check.
  • Golden Gate Market at 221 Second Street is open Monday-Friday from 8:00 to 9:00 a.m. with a 15% discount for seniors and immunocompromised customers. Curbside pickup is available if you order by phone at (415) 332-3040. Staff will shop for you and have it ready for pickup. Pay by credit card over the phone; they prefer not to take checks.
  • Mollie Stone's at 100 Harbor Drive provides shopping hours for seniors and immunocompromised customers from 7:00 to 8:00 a.m. on Tuesdays, Thursdays, and Saturdays. All cashiers have glass shields, and there are blue lines to keep distance between customers.

Upcoming City Council Meeting on May 12

A regular meeting of the City Council will be held at 7:00 p.m. on Tuesday, May 12, 2020. Pursuant to Section 3 of Executive Order N-29-20, issued by Gov. Newsom on March 17, 2020, the meeting will be conducted remotely via Zoom and broadcast live on the City website.

If you would like to speak on an agenda item, you can access the meeting remotely via computer, mobile device, or telephone:
  • Computers and mobile devices. The link for the meeting is zoom.us/j/5421451805. Although your image will not be shown on the video conference, you will be able to listen and view the meeting on Zoom. Use the "raise hand" function to comment during the public comment portion of the agenda.

Updates from Boards and Commissions

Historic Preservation Commission. The role of the Historic Preservation Commission is to identify, preserve, and protect the historical assets of the City of Sausalito and to educate and engage the public on the importance of preservation.

Previous Meeting. The Historic Preservation Commission met on April 29. A certificate of appropriateness was issued for the structure at 719-725 Bridgeway. Watch a video recording of the meeting

Upcoming Meeting. The next meeting of the Historic Preservation Commission will be a special meeting held virtually at 6:00 p.m. on Wednesday, May 13. At the meeting, the commission will consider a Historic Resource Determination Information Packet (HRDIP) for a property at 40-42 Marion Avenue.

The meeting agenda will contain details regarding how to virtually participate in the meeting via Zoom and how to provide public comment prior to and during the meeting, which will also be broadcast live on the City website. Project materials are available for public review online. You can search using the project address, project ID, or APN.

The staff liaison to the Historic Preservation Commission is Community Development Director Lilly Whalen. Any questions about the commission may be directed to lwhalen@sausalito.gov or (415) 289-4133. All meetings are open to the public, with time available for public comment.

News from City Departments

Public Works. On May 11, Cable Com will begin work on Comcast's fiber network that will include upgrades to existing vault locations between 113 Tomales Street and 8 Marin Avenue. The work is tentatively scheduled to continue through May 22. Message boards are in place at each end of the work area that will be updated if there are any changes to the projected end date. There are no road closures as part of this project, but the work may cause delays for through traffic. Any questions may be directed to Cable Com's Stephen Asiasi at (510) 557-4491.

Administration. The City of Sausalito has begun recruiting for a Human Resources Manager. The person hired for this position will perform a variety of technical, professional, and confidential work involved in the administration of the human resources programs and activities of the City, which include recruitment and selection, employee compensation and benefits administration, job analysis and classification, employee training and development, labor relations, and general human resources administration.

Southern Marin Fire. At 6:40 p.m. on Tuesday, May 5, Southern Marin Fire and Marin County Fire responded to a vehicle fire on southbound Highway 101 near Spencer Avenue. Units on scene reported a vehicle fire in the engine compartment and a vegetation fire of approximately 100 square feet. Both fires were quickly extinguished with no injuries to the vehicle owner or fire personnel.

Southern Marin Fire. The Southern Marin Fire Protection District's Chipper Program will be making another stop in Sausalito during the week of May 18. Under the Chipper Program, a team of workers with a wood chipper visits neighborhoods within the fire district on a rotating basis. To participate, residents are encouraged to remove dead and excess brush from their property and stack it at the roadside.

Between May 18 and 22, the streets listed below will receive a visit from the chipper. Please have all vegetation (with maximum branch thickness of 10 inches) stacked along your street no later than Sunday, May 17.

Stay Home and Read Book Club. Stay Home and Read is a low-pressure online book club sponsored by the Sausalito Library. The club uses the discussion boards feature of the Good Reads website for dialogue between members. If you're sheltering in place and have time for a good book, why not read together? The book for May 2020 is At the Water's Edge by Sara Gruen. Books are chosen based on e-book availability from the library's digital collections.
