PUBLIC ASSISTANCE GUIDANCE
Welcome to this week’s Community Support and Recovery Taskforce training supplemental. We are featuring guidance around the Request for Public Assistance (RPA) process and this week's Grant Portal applicant training schedule. Also, don't forget to Establish Your Account, Track All Costs, and Stay Connected

Grants Portal currently allows for a variety of methods to set up accounts and submit Requests for Public Assistance (RPAs). The RPA being FEMA's official application form that public and Private Nonprofit organizations are required to use to officially apply for disaster assistance (Separate from the creation of their Grants Portal account). As identified, some options are only available to Applicants of COVID-19 Declarations that are not Private Non-Profit (PNP) Applicants.

For an Applicant without a Grants Portal Account:
  • An Applicant can create an account and submit an RPA directly through Grants Portal (COVID-19 Declarations only and not available to PNPs or tribes)
  • An Applicant can request an account from the Recipient
  • An Applicant can request an invitation from the Recipient to create an account
 For an Applicant with existing Grants Portal Accounts:
  • An Applicant can submit an RPA directly through Grants Portal
  • An Applicant can request an RPA is submitted by the Recipient on their behalf
ESTABLISH YOUR ACCOUNT

 
  • Login to Grants Portal to finish establishing your profile by updating your preferred contacts. You should have received an email with a password. If you did not, let us know if you need help logging in - https://grantee.fema.gov/
  • When you've logged in and feel comfortable in the system go ahead and submit your Request for Public Assistance form. These are being held as a placeholder for now and won't start you on any sort of timeline. They will need your contact info, address, and EIN/DUNS number. 
  • Upload pay policies, procurement policies, insurance coverage/policies.
    • Private Non-Profits (PNPs) upload tax exempt certification and organization bylaws
  • If you need some help with grants portal, below is this week's training schedule. They also have a hotline that you can call for assistance at any time. 

TRACK ALL COSTS
  • Non-congregate sheltering - If you are doing a non-congregate sheltering mission for first responders, the homeless, or other vulnerable populations we encourage to reach out to Jessica McIntire (Shelter lead) and then review the non-congregate sheltering guidance on our website 
  • Eligibility factsheet - If you haven't already been, absolutely track any costs that the your agency/organization is incurring that are listed on the following factsheet. Some examples: OT costs, EOC costs, any out of the ordinary equipment purchases, disinfectant costs, and then things like PPE purchases, etc.
  • Disaster finance management guide - For your finance staff, direct them to FEMA's COVID-19 specific disaster financial management guide. It's a short 2-page, useful summary of the things that FEMA will be looking out for. Also, we'd be glad to connect them with our finance team if it's helpful.
