"The research shows that brain development occurs in stages: The areas of the brain responsible for basic drives and reward-seeking behavior mature first, before the areas controlling more complex actions like impulse control, planning and complex reasoning. The latter area, called the prefrontal cortex, is not yet fully developed in adolescence. In fact, it doesn’t finish developing until around the mid-20s."
