Kia ora koutou, 

One month on and some of you will be venturing back into the office whilst others will be continuing to work form home (perhaps without our smaller co-workers)!; we wish you all the best as we adjust to the new changes and expectations under Level 2. The introduction of shovel-ready projects and COVID-19 response will be keeping many of our members busy whilst trying to continue with Business as Usual and tidying up for the end of the financial year.

Thank you for the work you do to keep our communities safe and pleasant places to travel in.

Financial and Membership Update 

As of the end of April 2020 we have 72 members and funds held by SASTA as at 30 April 2020 total $9623.96. 
Invoices for the 2020/21 year will be processed early July.  If you need to supply us with a Purchase Order for your membership invoice please send that through to your local Executive member. 

 

Police Fatigue Stops 

Two Police checkpoints were completed in the Top of the South, prior to COVID-19 forcing others to be delayed;
  •  Ellerton Overbridge Pull-over Area 24 January 2020 – 12 and 2pm
  • State Highway 6 north at Rai Valley 28 January 2020, 1 – 3pm
Tasman IPT along with Road Safety Partners conducted fatigue checkpoint stops on State Highway 1 north of Kekerenku and on State Highway 6 north at Rai Valley with  funding support from the Waka Kotahi NZ Transport Agency.  Tasman and Marlborough Road Safety Coordinators managed temporary traffic management, porta-loos, coffee carts, and resource bags for the days.
 
Over 900 vehicles were stopped over the two days and breath tested. Driver Reviver packs containing road safety messages and water were provided to drivers during this time. Gazebos were set up as shade areas for staff handing out road safety brochures, extra bags of chips and kids packs. There was a lot of positive feedback from the public, in particular tourists who commented that there is nothing like this in their countries.
 
These fatigue stops form part of Op Dragon and the ongoing TWP commitment. A debrief meeting was held 10th March with police and road safety coordinators to discuss the ‘events’ and to plan future events with a focus on ‘What we want to achieve.’

Cops with Cakes Event 

The Cops with Cakes (CwC) event was originally planned for 10th November 2019 however, it was postponed to 29th February 2020 due to weather issues. Despite concerns of weather turning bad over the weekend of the 2020 event date, the day was beautiful and sunny and went off without a hitch. The event, organized and supported by NZ Police, Tasman District Council (TDC), Nelson District Council and NZTA ran from 11am to 3pm at Saxton Fields.
 
The event was promoted as a fun family day out, with a focus on strengthening the relationship between Emergency Services and the general public. Amongst the many stalls at the event were emergency services demos, games and prizes, kids rides/bouncy castles, free cupcakes and BBQ for the kids, safety demos, cycle training, child restraint fittings and much more.
 
CwC was advertised in local newspapers, posters on community notice boards/local stores and with the support of NZTA funding, TDC booked a fantastic radio campaign. 60 x 30 second radio ads across 3 different stations with details of the event ran in the weeks leading up to the event. Also, a competition on ‘The Breeze’ radio station with the winner (Judith and her team at AA on Halifax Street) receiving a workplace morning tea shout with 2 local Police, cupcakes and coffees.

Blair from ‘The Breeze’ radio station was also the MC on the day of the event, informing everyone of competitions, demos, where to find different stands etc. – this was all included in the Radio Advertising package.

"Hello, I just wanted to give some feedback on the Cops and cakes event today....it was FABULOUS. My kids had a blast, they loved every part of it. Thank you to all the team that worked so hard to host such a successful day. I took a friend and her children too and they loved it - until 4 years ago my friend was constantly in trouble with the law and her kids had seen their parents arrested many times...because of this they were frightened of the police. It was so lovely to see them feeling safe and having fun with police etc. It was life changing for them.” – Katherine, member of the public wrote into Police.
 
Plans are being made to repeat this event again next year in Nelson and the NZ Police are also looking into expanding the event out across other areas of the country.
 
The debrief has been delayed due to the unavailability of some who need to attend and has now been postponed due to the COVID-19 Lockdown.

Call for abstracts – 2WALKandCYCLE conference
The theme for the 2020 conference is ‘walking and cycling: everybody’s business'. It emphasises that the many forms of walking and cycling have a central role to play in meeting society’s health, well-being and climate change targets. Abstracts for conference presentations are currently being sought -
read more about submitting an abstract.

The organisers are still aiming to hold this conference as scheduled in Dunedin in September but acknowledge changes to the conference format and/or date may be needed in line with COVID-19 responses. They are holding dates in February 2021 as part of their back-up plans.

With the announcement of a move to level 2, people will naturally feel that things are getting back to a new normal. However the reality is, the new normal is still far from the old normal, and people may expect that the roads/railways and travel times etc. will revert to what they were pre-COVID-19.

In Alert Level 2 (AL2) there may be challenges around public transport and capacity, due to social distancing requirements, so people may not be able to get their normal bus or train. We may also see more cars on the roads due to people taking their cars rather than public transport or less car sharing, so they may experience delays.

Consequently it is important people are planning ahead, expecting delays and therefore allowing more time for their journeys.

In moving to AL2, and an increase in traffic volumes on our roads, we encourage you to play it safe and plan ahead.

  • Plan your trip and allow plenty of time – your normal bus or train may be full, try to avoid public transport at peak times, and consider walking cycling as an alternative.
  • If you can, stagger your journey to avoid peak times. And no matter what mode of transport you choose - public, car, biking or walking.
  • Play it safe, stay calm and let’s be kind out there.

Allow extra time

Update from NZTA during COVID-19

  • NZTA have been working with NZ Police to support their safety measures while also developing and publishing their own communications. This included generic messaging around better driving behaviours and special messaging on social media and radio during Easter.  The radio adverts and our media releases always incorporate generic messaging around the following: If you need to travel for essential supplies or services – keep it local, keep to the speed limit, obey all road rules, stay alert and please take extra care around cyclists and walkers on the roads. Our messaging will be similar for Alert Level 3, but will look at reframing the essential travel slightly to take into account people traveling to get to work or school that is under safe services.
  • The speed advertising in partnership with Police ran from 28 April to 16 May on television. 
  • NZTA has posted special Anzac Day messaging.
  • NZTA highlighted the work essential maintenance crews have been doing during Alert Level 4.
  • NZTA have provided messaging to TOCs (Traffic Operations Centres) for the VMS (Variable Message Signs) messaging displays that have been pictured in national news broadcasts and even overseas news media. VMS messaging in level 3 included: Be mindful around cyclists/walkers on all roads. As well as ‘Keep travel local’
  • NZTA will be posting national and regional social media messages and national radio advertising about safe driving at Alert Level 3 focused on: If you need to travel to access essential supplies or services: keep your travel local; stick to the speed limit; obey all road rules; stay alert; and take extra care around cyclists and walkers on the roads. These will appear on social media and radio this week and are scheduled to run until 11 May. 
  • NZTA is working on some guidance for Road controlling authorities (RCAs) around emergency speed limits and we will be communicating this to Councils. The guidance to RCA supports the implementation of lower speed limits to ensure optimal safety conditions for active and vulnerable road users as New Zealand transitions through the different COVID-19 levels.
  • NZTA have provided quotes to media around the need to remind drivers of obeying speed limits and to look out for pedestrians and cyclists and to slow down and given them plenty of room. We will continue to do this through our regular media releases around maintenance or capital project works.
  •  NZTA have a COVID-19 landing page, where FAQs are regularly updated. Where applicable information is shared through our social media pages, e-newsletters and other channels as well as through targeted communications with our partners and stakeholders.
  •  NZTA are developing social media and digital messaging on TWIRL to help educate drivers on how they can check the safety of their vehicles if their WOF has expired since being in lockdown.
  •  NZTA have had regular stakeholder meetings and communications with the heavy haulage and commercial driving industry (RTF, RTA, Taxi federation etc.), including sharing information on fatigue and ensuring that commercial drivers are thinking about being ready to get back into their vehicles. We have provided information that they can share with their members and in their industry newsletters and digital magazines.
  • NZTA are working on posters for streetscapes to help with queuing in areas that might have Temporary Traffic Management to support physical distancing.  

Road Safety Week 2020

Road Safety Week 2020 will take place 9 - 15 November, and the theme will be 'Step Up for Safe Streets'.

Executive Meetings

The Executive has monthly teleconferences on the last Thursday of each month and meets at least once a year for a face-to-face meeting in Wellington (this year this was on the 20th and 21st of February hosted by LGNZ).
