Phase 2, here we come...but, can I reopen my business?

As the days are getting longer our conversations are shifting from hunkering down to what recovery will look like.  The West Alameda Business Association team is exploring ideas around expanding outdoor seating and designated pick-up spots for our restaurants and cafes as well as fielding calls from bemused businesses who are trying to figure out if they are able to open their doors again.  

While we all miss the old normal and are trying to come up with creative solutions for the recovery phase, one thing that keeps us going is hearing from our members and neighbors about what you want from your West End district.  Are there helpful tools or resources that you are missing?  Do you have a great idea for how we can adapt our streetscape to accommodate more customers while social distancing?  Please reach out to us at waba@westalamedabusiness.com.  For our bar & restaurant owners, we also invite you to join the Alameda Restaurant & Bar Coalition who will be meeting this Thursday, May 21st from 12PM - 1PM.

Alameda County Update to Shelter in Place

Limited Retail Openings and Vehicle-based Gatherings

The Health Officer of Alameda County issued two orders today, Monday, May 18th:
 

  1. An update to Shelter in Place Order to permit some retail activities (HO Order 20-11)
  2. An order to allow highly regulated vehicle-based gatherings (HO 20-12)


Business that may resume operations at this time include: retail stores for curbside or storefront pick-up, and/or delivery only; manufacturing businesses permitted to operate under the state Resilience Roadmap; and logistics and Warehousing permitted to operate under the state Resilience Roadmap.

The updated Order outlines provisions for business and activities that may resume as long as physical distancing and industry-specific requirements are followed. With that, all businesses operating in the County must update or create a Social Distancing Protocol to reflect the new requirements specific to the Order.

Business and activities authorized under the previous orders may continue.

Public or private gatherings of any size remain prohibited.

With respect to vehicle-based gatherings, up to 200 cars at a time, for no longer than three (3) hours is permitted under the following conditions: gatherings must be held outdoors, and must be by invite only; gatherings with more than 10 vehicles much have on site security (arranged through law enforcement or a private security company); security must ensure that social distancing and face covering requirements are met; no food or drink sales permitted at events; appropriate permits must be secured; and other guidelines as outlined by the Health Officer.

Alameda County has taken this step cautiously and will continue to closely monitor COVID-19 data and trends to make future decisions. It is important that everyone continues to stay and work from home as much as possible; and wear a face covering when outside of their home when unable to social distance from others.

Please note that where differences between the local Health Officer’s Order and the State’s Order exist, the more restrictive order prevails. We are flattening the curve, but we must go slow and continue to adhere to the Health Order to continue to slow the spread of COVID-19.

Two New Resources Opened This Week
Just Announced - Kenneth Ranin Relief Fund For Individual Artists And Arts Workers
The Kenneth Rainin Foundation teamed up with the City of Oakland as well as a host of partner funds, foundations, and individuals, to launch a relief fund with $625,000 for artists and culture workers living in Alameda and Contra Costa Counties. Approximately $300,000 of this fund will be for residents of Oakland.

The East Bay/Oakland Relief Fund for Individuals in the Arts will make grants directly to artists, teaching artists, culture bearers, and nonprofit arts workers from historically underserved communities who are especially financially vulnerable due to the economic crisis created by the COVID-19 pandemic. Individuals may apply once for up to $2,000. Funds are unrestricted and can be used in any way that alleviates financial hardship.

Now Taking Applications - Verizon Small Buisness Recovery Fund 

Verizon has contributed $7.5 million to provide grants of up to $10,000 to businesses facing immediate financial pressure because of Covid-19—especially entrepreneurs of color, women-owned businesses and other enterprises in historically underserved communities who don’t have access to flexible, affordable capital.

The application period is now open, and all applications must be submitted by 11:59pm on May 20th.
