Lead Poisoning Prevention Tips for Families During COVID-19

Lead Abatement Tax Credit 

View ODH's flyer and webpage with resources on the credit and to access the necessary forms to claim the credit. Note that the credit can be claimed for expenses incurred investigating and/or addressing lead hazards in your home during the current fiscal year (through June 30, 2020). The credit is also be available in the current budget for FY 21. Public inquires and questions can be forwarded to leadtaxcredit@odh.ohio.gov

Federal Grant Opportunities

EPA Funding Opportunity: State Environmental Justice Cooperative Agreement 
EPA is working to improve the environment and public health conditions of low-income and minority communities through efforts to ensure all Americans have clean air, safe water, and access to information to make decisions to protect personal and public health. EPA is giving a special consideration to those applications aimed at addressing the impacts of the COVID-19 pandemic on urban and rural low income and minority communities.
Five awards in amounts of up to $200,000 per award for a two-year project period are anticipated. 
The opportunity closes on June 30, 2020 at 11:59 PM (ET).

HUD's Fiscal Year 2020 Notice of Funding Availability 
About $2M in funding for Lead Technical studies and $5M for Healthy Home Technical Studies are available. 
Pre-applications are due on June 15, 2020.

"Vaccine Rates Drop Dangerously as Parents Avoid Doctor’s Visits "
Remind families that well child visits are essential to early detection, intervention, and prevention for their child's health -- including screening and testing for lead poisoning.

"Ohio spends less per capita on public health than nearly every other state"
Just 3 states, AZ, NV and MO, spend less than Ohio on public health.

"Michigan utilities report much lower percentages of service lines of lead or unknown material than Wisconsin or Illinois"


ODH Lead License Renewal Extension through HB 197 

According to the ODH's Lead Licensure and Accreditation Program, "If you find that you are unable to obtain the required continuing education or file your license renewal application by the due date, because of the state of emergency that was declared by Governor DeWine on March 9, 2020, legislative action has allowed for a filing deadline extension." Ohio receives WIIN Grant: Lead Testing Water in Child Care

The US EPA awarded Ohio additional funding for the "Lead Testing in School and Child Care Program Drinking Water" WIIN grant it received in 2019.  The Ohio EPA is entering the implementation phase and will making free lead testing available for child care facilities working in partnership with water utility companies  Stay tuned for more information on this opportunity.


COAD receives Molina Grant for Pilot Project in Early Care Centers

With support from the Molina Foundation, the Corporation for Ohio Appalachian Development (COAD) will be conducting a pilot project to identify and mitigate lead hazards in early care and education centers. COAD will be working with staff in their ECE division to identify existing centers and staff from their training center will be identifying risks and supervising the remediation. Find more information about Molina's investments in child wellness here.

EPA on Lead Based Paint Programs during COVID-19
If individuals are unable to complete certification or re-certification of the Abatement or RRP Program due to COVID-19, the US EPA has suggestions and will use discretion in enforcement.
