Montreal, May 12, 2020 – ARCA director Anne Bertrand will step down on July 31, 2020, after having served the organization since 2012.
ARCA (the Artist-Run Centres and Collectives Conference) is dedicated to the consolidation of a pan-Canadian network of artist-run centres and collectives. Key among her many accomplishments in eight years as director, Bertrand successfully positioned ARCA’s members with government partners such as the Canada Council for the Arts and the Department of Canadian Heritage. As a result of this work, ARCA members have seen an overall 60% increase in operational funding from the Canada Council.
Bertrand has also been very active in artistic networks such as the annual meetings of the National Arts Service Organizations (NASO), the Canadian Arts Coalition and, especially, the Visual Arts Alliance, a national coalition of a dozen visual arts, media arts, and contemporary craft service organizations. She was elected Alliance co-chair on several occasions, a marker of her colleagues’ respect and an acknowledgment of her command of the unique challenges of working within the visual arts sector.
In her work toward network consolidation, Bertrand made investments in strategic support for the development of national conferences, building capacity in regions that would not otherwise host such events. Building on the success of the Flotilla conference, which took place in Charlottetown in September 2017, ARCA’s next conference, Lands to Travel Through, is to be hosted in Calgary in August 2021 (rescheduled from 2020 as a result of the COVID-19 pandemic). Bertrand’s support has contributed greatly to the increased visibility of artist-run centres in these regions.
Under her initiative, ARCA launched several new resources to better support its positioning and communicate with members. In addition to the monthly L’ARCA in the Loop newsletter, she oversaw the development of the first searchable, online directory of artist-run centres, building on an earlier print directory produced by the RCAAQ (Regroupement des centres d'artistes autogérés du Québec). Under her leadership, ARCA also released a variety of publications such as L’ARCA in Twelve Briefs, The Grey Guide to Artist-Run PublishingandCirculation, and the forthcoming Digital Literacy in Six Micro-Bites.
In response to a criterion of the Canada Council’s new funding model and with the support of the Department of Canadian Heritage, ARCA will soon launch (NOT) JUST ABOUT MONEY, a new tool for managing and accounting for in-kind income. Bertrand has been instrumental in addressing the socio-economic conditions of performance artists in Canada, resulting in significant updates to CARFAC’s fee schedule. She also recently facilitated the inclusion on ARCA’s board and membership of SPiLL, an artist-run centre dedicated to artistic creation and production in sign languages in Canada.
Before joining ARCA, Anne served as director of SKOL, a dynamic artist-run centre in Montreal. Post-ARCA, she intends to return to her artistic practice while offering her services as a consultant in the field. ARCA’s Board of Directors wishes Bertrand every success in her projects and thanks her warmly for the time and energy that she has devoted to the development of the association.
ARCA brings together the 9 Canadian associations of artist-run centers and affiliates, which include more than 180 artist-run centres and artists collectives in the visual and media arts, contemporary craft, and architecture.

Montréal, le 12 mai 2020 – La directrice d’ARCA, Anne Bertrand, quittera son poste le 31 juillet, après avoir bien servi cet organisme depuis son entrée en fonction en 2012.
Anne Bertrand peut se targuer de plusieurs réalisations majeures. La première est d’avoir réussi à positionner ses membres auprès des partenaires gouvernementaux comme le Conseil des arts du Canada (CAC) et le ministère du Patrimoine canadien (PCH). Plus particulièrement, l’ARCA aura obtenu au CAC une augmentation de 60% du financement alloué à ses membres pour leur fonctionnement.
Anne Bertrand a été aussi très active au sein des réseaux artistiques comme l’organisation des rencontres annuelles des organismes nationaux de services aux arts (ONSA), la Coalition canadienne des arts et surtout l’Alliance pour les arts visuels, une coalition nationale d’une douzaine d’organismes nationaux en arts visuels. La représentante d’ARCA a été élue co-présidente de l’Alliance à quelques reprises un gage de respect de ses collègues et de la reconnaissance de sa maîtrise des enjeux du secteur des arts visuels.
Sur le plan de la consolidation du réseau, Anne Bertrand s’est investie à appuyer stratégiquement le développement des conférences nationales dans des régions qui n’avaient jamais tenu de tel événement. Après Flottille, qui avait lieu à Charlottetown en septembre 2017, la prochaine conférence était prévue à Calgary en août 2020, mais sera reportée en 2021 dans le contexte de la COVID-19. Cette stratégie a largement contribué à augmenter la visibilité du secteur des centres d’artistes de ces régions.
Sous son initiative, l’ARCA s’est dotée de plusieurs outils de visibilité pour mieux appuyer son positionnement et mieux communiquer avec ses membres. En plus de l’infolettre mensuelle l’ARCA dans la poche, Anne a aussi intégré au sein d’ARCA la gestion d’une version en ligne et consultable du Répertoire national des collectifs et centres d’artistes autogérés développé par le RCAAQ et élaboré plusieurs publications comme L’ARCA en douze rubriques, Le Petit Gris : guide de l’édition en art et de la distribution autogérée et, La littératie numérique en six microbouchées.
Récemment, réagissant à un critère du nouveau modèle de financement du CAC, elle produit avec l’appui du Patrimoine canadien un nouvel outil pour gérer et comptabiliser les revenus en nature intitulé (PAS) JUSTE UNE QUESTION D'ARGENT qui sera lancé d’ici peu. Elle a joué un rôle déterminant dans l’évaluation des conditions socio-économiques des artistes de la performance au Canada, ce qui a entraîné d'importantes mises à jour du barème des droits à la CARFAC. Elle a aussi permis, grâce à ses interventions, de faire dernièrement entrer à ARCA le centre SPiLL, un centre d’artistes qui se consacre à la création et à la production en langue des signes au Canada.
Anne Bertrand, qui était avant de diriger l’ARCA, directrice du centre SKOL, un centre d’artiste dynamique de Montréal entend retourner à sa pratique artistique, tout en se rendant disponible pour agir comme consultante dans le milieu. Le conseil d’administration d’ARCA lui souhaite beaucoup de succès dans ses projets et la remercie chaleureusement pour le temps et l’énergie qu’elle a consacrés au développement de l’association.
