Emergency Procurement Still Needs to be Open and Public

Do procuring entities need to withhold information during emergencies? We think not! 

While we understand that contracting procedures must be fast and consistent, they must remain publicly accountable for contracts concluded and money spent.

In light of this PPDC sent out a Freedom of Information (FOI) letter to the Nigeria Center For Disease Control (NCDC) and the Office of the Secretary-General of the Federation requesting for public finance expenditure records on the novel COVID-19 pandemic. 

Citizens need to be able to hold their Government accountable on spending decisions they have made even when it's an emergency situation.

Can Access to Information improve Public Service Delivery?

If you have followed us for a while you will know by now how much we advocate for access to information (ATI) and the role it plays in improving public service delivery. At the beginning of the year, well-meaning youths from Kaduna State called the Zazzau Monitors used data obtained from Kaduna state open contracting platform and Budeshi to monitor the Zaria sexual assault response centre. PPDC Urges MDAs to Adhere to BPP Guidelines on Emergency Procurement

The Bureau of Public Procurement (BPP) has issued guidelines on the conduct of public procurement activities by Ministries, Departments, and Agencies to ensure transparency and accountability of funds spent during the COVID-19 pandemic.

The guideline stipulates that all procuring entities are to prepare procurement plans for all projects that specifically respond to the COVID-19 pandemic and that the Plans should be uploaded into the Nigeria Open Contracting Portal (NOCOPO) where it will be accessed by the BPP. It also mandates that any project that is not included in the procurement plan of the procuring entity shall not be processed for payment notwithstanding the source of funding for the project.

Based on this PPDC issued a press statement commending the efforts of BPP and urging procuring entities to comply with the directives issued.

Access to Information: A Catalyst For NAP II 

In the month of April, PPDC was part of a webinar with representatives from the OGP secretariat and other Civil society Organisations working on different thematic areas under the Open Government Partnership (OGP) commitment.

The aim was to discuss the implementation of the OGP National Action Plan (NAP) II in Nigeria in the face of the Covid-19 pandemic. A fall out from it was the realization that the NAP II which is to serve as a vehicle to ensure the successful implementation of Nigeria’s commitments under the OGP  will only achieve its full potential if there is full access to information. This is because access to Information which is a thematic area under NAP II  is a catalyst for other commitments to thrive.

Ease Lockdown ≠ End of Covid-19

If you reside in a state where the lockdown has been eased, do not forget that the virus is still out there. It is therefore important for you to still take preventative measures such as avoiding crowded places, wearing masks, covering your nose and mouth, and ensuring that you dispose of them appropriately.
