COMMUNITY CALL-TO-ACTION PORTAL
 
Governor John Carney is calling on citizens, businesses and nonprofits with access to emergency materials and supplies to support Delaware’s response to coronavirus disease (COVID-19). Governor Carney also urges Delaware citizens with health care and child care experience to offer their expertise in Delaware’s fight against COVID-19.

PUBLIC ASSISTANCE
SUBMIT YOUR REQUEST FOR PUBLIC ASSISTANCE
 
This week the focus of our Public Assistance operation is again on RPAs. We ask, if you have not already done so, please submit your Request for Public Assistance (RPA) through Grants Portal as soon as possible. The RPA is FEMA's official application form to receive Public Assistance (Separate from the creation of a Grants Portal account) and is required in order for local, state, and Private Non-Profits (PNPs) to receive federal assistance from FEMA. 

For an Applicant without a Grants Portal Account:
  • An Applicant can create an account and submit an RPA directly through Grants Portal
  • An Applicant can request an account from DEMA through our website.
 For an Applicant with existing Grants Portal Accounts:
  • Applicants can submit an RPA directly through Grants Portal
  • Applicants can request an RPA submitted by DEMA on their behalf

REMINDER: Those who are eligible to apply for the Public Assistance program and who are actively (or anticipate they will) incurring costs listed in the attached fact sheet should fill out the  Grants Portal Registration Form on our website and let Josh Kelly or Erin Norris at DEMA know if you have any questions.

ECONOMIC RECOVERY 
Based on the general guidelines for all businesses in the Phase 1 guidance, the Division of Small Business along with the Division of Public Health developed the COVID-19 Customer Protection Standards to help increase consumer confidence. 
SMALL BUSINESS ADMINISTRATION & PPP GUIDANCE

On May 15, the U.S. Small Business Administration and U.S. Department of the Treasury released the PPP loan forgiveness application. The form and instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). SBA will also soon issue regulations and guidance to further assist borrowers as they complete their applications, and to provide lenders with guidance on their responsibilities. The Delaware Division of the Arts, with support from the National Endowment for the Arts through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, has developed a program to help support Delaware’s artists who add value to the state’s economy and bolster the creative life of our communities. CARES Artist Relief Grants The CARES Artist Relief provides grants up to $500 to Delaware artists impacted by the cancellation of a specific, scheduled event, gig, or opportunity because of COVID-19.
