A Message from Our Executive Director Patricia Lozano

Dear Friends and Colleagues, 

We have been witnessing all that has been happening over the last few weeks. It has been an extremely difficult time for so many, but I am so inspired by the millions fighting for racial justice and equality in our country and across the world. 

This past week, we have taken a step back to evaluate our efforts in uplifting California’s children and their families, and the Early Learning teachers who support them, to ensure that we’re aligning with the current efforts to fight against systemic racism. 

Moving forward, we're committed, more than ever, to: 

  • Fighting for the 60% of California’s children, ages birth to five, who are Dual Language Learners to have access to linguistically, culturally, and developmentally appropriate instruction, so that we can close the achievement gap and help them build a strong foundation for future success. 
  • Advocating for strategies that promote equity and improve conditions for California’s Early Learning teachers, who represent a racially and linguistically diverse population, many of whom are Black women and other women of color.
  • Ensuring that all kids in California have access to high-quality programs, especially Black and Latino children.

AB 2581 (Reyes) passes off the Assembly Floor!

We are excited to share that on Wednesday, June 10, 2020, Early Edge California’s co-sponsored bill AB 2581 (Reyes) passed off the Assembly Floor with 63 “aye” votes. As amended on June 4, AB 2581 will improve the integration and coordination of early childhood programs that serve young children and their families by requiring the establishment of an interagency workgroup to ensure services to children, families, and providers remain uninterrupted during the transition while working to improve administrative processes. The group will be composed of the existing agencies that currently administer child development programs. 

AB 2581 now heads to the Senate for consideration by the upper house.

New Policy Report from Early Edge California: Improving Teacher Preparation to Support California’s Dual Language Learners

Today, Early Edge California releases a new report in collaboration with Dr. Giselle Navarro-Cruz. Improving Teacher Preparation to Support California’s Dual Language Learners addresses the state of teacher training and preparation for Early Learning teachers serving Dual Language Learners (DLLs), and is a companion report to our DLL Policy Platform.

In developing this report, we conducted a comprehensive review of the status of Early Learning teacher preparation through a statewide survey, website analysis, interviews, and advisory groups meeting. Our research revealed that many colleges and universities offer limited or no DLL-specific coursework, and consequently, that many Early Learning teachers receive little to no training in supporting DLLs.

Watch our online conference presentation at NAEYC’s Virtual Institute where we discuss our new report, Improving Teacher Preparation to Support California’s Dual Language Learners. Early Edge California’s Carolyne Crolotte and Anna Ioakimedes alongside Dr. Giselle Navarro-Cruz share findings from our study on DLL-related teacher preparation IHE programs across California, policy implications, as well as best practices and lessons learned to better prepare Early Learning teachers to work with Dual Language Learners in California. Blog Series about Supporting Dual Language Learners from New America and Early Edge California

Through a joint blog series this spring, New America and Early Edge California have been exploring California’s innovative investments in professional development for teachers working with the state’s growing population of Dual Language Learners (DLLs).

We close the series this week with “How COVID-19 is Impacting California's DLL-focused Professional Development Program.” The article explores how COVID-19 has impacted plans to expand the DLL Professional Development grant program and caused current grantees to shift the delivery of professional development from in-person to virtual.

The Early Childhood Policy Council Holds June 8th Virtual Meeting 

Members of the Early Edge California team joined the Early Childhood Policy Council's (ECPC) third meeting held on Monday, June 8. ECPC Chair, Dr. Nadine Burke Harris, began the meeting with a powerful opening statement about the current civil unrest and the council's tremendous opportunity to address the systemic issues of racism and inequities through its important work. During the meeting, the council also provided an update on the Master Plan for Early Learning and Care (MPELC), and shared that the MPELC has developed an Early Learning and Care Playbook, which includes the latest guidelines and resources to create a safe and nurturing Early Learning environment for children and providers as the state reopens. The website includes resources for teachers and families, and has a Dual Language Learning section with appropriate resources, and features Early Edge California’s Distance Learning Webinars available in both English and Spanish.

Early Edge Summary: Preschool Development Grant Birth through Five: Mixed Delivery Early Learning and Care System Strategic Plan

The California Preschool Development Grant Birth through Five: Mixed Delivery Early Learning and Care System Strategic Planwas prepared by WestEd as part of California's Preschool Development Grant activities and was approved by the federal government and released by the California Department of Education on June 3, 2020. It presents guidance to expand and improve California’s Early Learning system over a ten-year period. California’s Master Plan for Early Learning and Care team has indicated that they will take the recommendations of the Strategic Plan into consideration when they draft a roadmap to fund and implement improvements to California’s Early Learning System. Read our summary for highlights from the Strategic Plan.

New Brief from Child360 and Early Edge California Surveys Early Learning Providers and Lead Teachers about Needs and Challenges

Voices From The Field: Perspectives of Early Care and Education Professionals in Los Angeles County, a new brief from Child360 and Early Edge California, presents the perspectives of nearly 200 Early Learning providers and lead teachers who were surveyed in fall 2019 about their workforce needs and challenges. The brief highlights the need for training on supporting Dual Language Learners (DLLs) and their families, and on working with children with challenging behaviors. It also highlights the negative impact that low compensation in the Early Learning field can have on teacher recruitment and retention.

Five Reflections on the DLL Learning Experience during COVID-19

The COVID-19 pandemic has added many complications to the learning landscape for students of all ages. But for Dual Language Learners (DLLs)--children, birth to five, who come from homes where a language other than English is spoken--the current experience makes learning even more difficult than it was for them before. Out of the health crisis, new challenges have arisen for these children, their families, and the Early Learning teachers who support them.

Early Edge California reflects on what we have learned about the DLL learning experience during COVID-19 and the critical support these young children need in order to lay the foundation for future academic success.

On June 5, 2020, the California Department of Public Health, California Department of Social Services and Cal/OSHA released guidance for childcare programs and providers. The guidelines are based on the available data that currently exists and will be updated as new data and practices emerge.
