An Investment in Our Children: What California’s Early Learning Teachers and Students Need to Address the COVID-19 Pandemic

Early Edge California has a long history of connecting policymakers with the voices of those on the frontlines of preschool and childcare. During COVID-19, we have convened virtual meetings with our Teacher Advisory Groups and Local Educational Agency Professional Learning Community (LEA PLC) to provide a forum for them to share their experiences and needs with us and each other. We also partnered with American Institutes for Research (AIR) to conduct focus groups with Early Learning teachers and partnered with Child360, The Education Trust--West, The Children’s Partnership, and The District Innovation and Leadership for Early Education Initiative to conduct a poll of parents to understand their concerns and experiences during COVID-19.

An Investment in Our Children,” is derived from our recent work with Early Learning stakeholders and describes what would be the most helpful to parents, providers, and programs during this time.

Federal Update: New Bill Seeks to Stabilize the Childcare Industry during COVID-19 Crisis

This week, US Representatives Rosa DeLauro and Bobby Scott, and US Senator Patty Murray along with partnering co-sponsors introduced a bill, the Child Care is Essential Act, to create a $50 billion Child Care Stabilization Fund which would provide grant funding to stabilize the childcare industry and assist providers in reopening and operating safely.

According to the bill’s authors, the Child Care is Essential Act would support childcare providers and working families by:

  • Ensuring that the grants adequately support providers’ operating expenses and funding gets to them quickly;
  • Requiring that providers continue to pay their staff;
  • Providing tuition and copayment relief for working families;
  • Promoting health and safety through compliance with public health guidance;
  • Prioritizing providers that serve underserved populations;
  • Ensuring grants are awarded equitably across childcare settings; and
  • Conducting oversight through robust reporting requirements.
