City Council Approves Funding for Body-Worn Cameras

At its June 9 meeting, the Sausalito City Council directed City staff to include funds for the acquisition of body-worn cameras for the Sausalito Police Department in the City budget for fiscal year 2020-21. This action allows Sausalito to join the other law enforcement agencies in Marin County in using body-worn cameras.

In February 2014, the Marin County Grand Jury recommended the use of body-worn cameras in a report on the use of audiovisual technology in law enforcement. The Sausalito Police Department began using in-car cameras in 2010, and a license plate reading system was fully installed in 2018.

The implementation of body-worn cameras increases police accountability and transparency in interactions with citizens and is a step in making sure that every member of the Sausalito community feels safe and respected. In accordance with the times we live in, Sausalito is committed to upholding the trust between all members of the community and the Sausalito Police Department. Implementing body-worn cameras is a step in ensuring that trust.

The first year costs for body-worn cameras are estimated to be approximately $165,000.

Outdoor Dining on Caledonia Street to Begin June 18

A portion of Caledonia Street between Pine and Johnson streets will be closed for outdoor dining during business hours Thursday through Sunday as part of a pilot project that will begin on Thursday, June 18. Arawan, F3, Osteria Divino, Sartaj, and San Drino — the five restaurants that constitute the block's "restaurant row" — are all expected to participate.

Specific details are still being worked out, but the tentative plan is for tables to be available for dinner on Thursdays and for lunch and dinner on Fridays, Saturdays, and Sundays. Restaurants will close at 8:00 p.m. each night.

Please contact the restaurant of your choice to make reservations, as seating will be limited. Per public health regulations, tables will be separated by at least six feet, and dining parties are limited to people who are sheltering in place together.

General Plan Update Entering Final Stages

The City of Sausalito's multi-year effort to update the City's General Plan is entering the final stages, with the City Council scheduled to consider adoption in October 2020. If you haven't yet been involved in the update process, it's not too late to make your voice heard.

At 6:30 p.m. on Wednesday, June 17, the City Council and the Planning Commission will hold a joint session to receive public comment on the Draft Environmental Impact Report (DEIR) for the 2040 General Plan, which was published on June 4. 

From 9:00 a.m. to noon on Saturday, June 20, the City will host a virtual public workshop on Zoom to discuss the Public Review Draft of the General Plan. Information on accessing the community workshop will be provided next week on the City website, the General Plan Update website, and in the June 19 edition of Currents.

A video introduction to the June 20 community workshop has been created by the City's General Plan Update consulting team. The video provides an overview of the planning process and key components of the update. It is not necessary to view the video in order to attend the workshop.

A brief online survey in support of the June 20 workshop is also now available. The survey provides community members an opportunity to give input on specific components and policies of the updated General Plan. The results of the survey will be shared and discussed during the workshop. Survey results will also be provided to the City Council in advance of the Council meeting on July 7.

New County Guidelines Allow Indoor Retail and Home Cleaning

Indoor retail sales and personal cleaning services are allowed to proceed starting June 12 under the newest Marin County Public Health guidelines, provided that restrictions are in place to help mitigate the spread of COVID-19.

The reopening of indoor retail follows the June 5 release of reopening guidelines for outdoor faith-based and cultural ceremonies, charter boats, dog parks, swimming pools, and a wider range of outdoor recreational businesses.

Indoor retail will be allowed if proprietors and store managers strictly limit patron assembly inside businesses and take all recommended public health precautions. This includes limiting occupancy to 50% capacity or less, upholding physical distancing and facial covering requirements, and installing protective screens where maintaining six feet of distance is not possible. Previously, the only indoor retail businesses allowed to operate were those deemed essential businesses, such as grocery stores.

Indoor cleaning services, such as housekeeping and janitorial services, are allowed to operate with limitations and conditions. Some examples of the limitations and conditions include:
  • Cleaning of residential properties must take place when residents are not at home
  • Commercial properties cannot have a tenant or member of the public present in the immediate office or space during cleaning
  • Cleaning and janitorial services shall follow all applicable state and federal guidelines, including COVID-19 Industry Guidance: Limited Services and the safer cleaning methods set forth by the California Department of Public Health
Businesses and organizations preparing to reopen must also complete a Site-Specific Protection Plan to define how a business will reopen in a safe and clean manner for patrons and employees. The plan template combines state-level guidance published in the State of California Resilience Roadmap with Marin County public health orders.

Online Submittals, Counter Service from Community Development

The Community Development Department has transitioned to an entirely digital process for the submission of applications and supporting materials for building and planning permits. Paper submissions are no longer being accepted. To learn more about the digital submission process, please watch a new video tutorial created by Permit Technician Kimii Birdon.

On Monday, June 15, Community Development will also begin offering limited virtual counter service via Zoom. Staff will be available to help answer questions regarding digital submittal procedures for building permits and planning projects. At this time, we will only be taking questions about completing applications and submitting documents through our new digital processes. We plan to expand our services to address project-specific questions at a future date.

The virtual counter will be open from 9:00 to 10:30 a.m. on Mondays and Wednesdays. To make an appointment for virtual counter service, please email cdd@sausalito.gov by no later than 5:00 p.m. on the previous business day. Microphone-equipped computers or smartphones are recommended.

Sausalito Library Now Offering Curbside Pickups and Returns

The Sausalito Library's no-contact curbside service is now available in the City Hall parking lot. To request items, you can place holds using our online catalog or by calling us at (415) 289-4121. Pickups during the week of June 15 are by appointment between the hours of 10:00 a.m. and 2:00 p.m. on Tuesday, Wednesday, and Thursday. Please have your library card ready before you call.

You may also add extra items to your curbside order, such as magazines (select from our list of titles), a grab bag of three random paperbacks, and take-and-make craft kits.

Returns are currently being accepted during curbside hours in a designated bin in the parking lot. Please do not bring book donations at this time. When picking up items, library patrons should wear a mask and adhere to social distancing protocols. At this time, we do not have a date when the library will be open for indoor use.

Free home delivery is available through CARSS (Call A Ride for Sausalito Seniors) to all residents who are age 60 and older or have a disability. To arrange a pickup of your library requests, contact CARSS 24 hours in advance by phoning (415) 944-5474. CARSS is a City of Sausalito Age Friendly program managed by Sausalito Village.

The Sausalito Library expects to be able to add additional curbside hours, including evening hours, beginning the week of June 22. For information on the curbside services offered by other Marin libraries, visit the MARINet Curbside Pickup page.

Library staff would like to extend a special thanks to the Marinship Emergency Medical Manufacturing Group (MEMM) and Made in the Marinship for the donation of hand sanitizer for use while processing materials.

Participate in the Summer Reading Challenge

Summer Reading Challenge
The Sausalito Public Library's Summer Reading Challenge for 2020 will be held virtually. Children and adults of all ages are invited to join in the challenge, which begins on Monday, June 15 and continues until Sunday, August 9.

To participate, register online via the library's Beanstack page or via the Beanstack Tracker app, which is available as a free download from either the iTunes Store or the Google Play Store. Families can choose to register through one primary Beanstack account rather than creating individual logins for each family member.

Everyone who reads for at least 20 hours over the course of the summer will complete the challenge. Virtual library programs also count towards one hour of reading.

If you prefer to track your progress on paper, a printable PDF of a reading log is available for download from our website. Paper logs can also be requested through the library's curbside service. Just call (415) 289-4121 or email reference@sausalito.gov to request a paper copy.

The Sausalito Library is also offering take-and-make craft kits throughout the summer. The crafts are designed to encourage fine motor development, as well as strengthen hand-eye coordination. Beginning June 15, contact the library at (415) 289-4121 or reference@sausalito.gov to request a craft kit. All materials in the craft kits are yours to keep. New kits will be available every two weeks, while supplies last.

Due to public health concerns, all of the library's in-person programs and events for the summer have been canceled.

COVID-19 News Items

Parking Areas Reopen in Marin Headlands. Effective Monday, June 15, the Golden Gate National Recreation Area (GGNRA) will be reopening parking areas for popular destinations in the Marin Headlands. These parking areas include:
  • Tennessee Valley parking
  • Rodeo Beach parking
  • Conzelman and McCullough roads and Golden Gate Bridge overlook parking corridors 
  • Fort Baker and Horseshoe Cove parking areas
Pedestrians walking or biking from Sausalito to Fort Baker should be prepared to encounter significant automobile traffic again for the first time since the parking areas were closed due to the COVID-19 outbreak.

Picnic areas and campgrounds remain closed in the headlands, as do the Marin Headlands Visitor Center, the Nike Missile Site, and Point Bonita Lighthouse. A complete list showing the status of GGNRA facilities may be found on their website.

Tentative List of Reopenings for June 29. Marin County Public Health has identified the following business sectors as tentatively scheduled for reopening on Friday, June 29:

The timeline is subject to change based on changes to local COVID-19 activity or state guidelines.

Outdoor Dining and the BofA Plaza. The planned site for temporary outdoor dining provided by Copita Tequileria y Comida has been moved from the Praça de Cascais (also known as BofA Plaza) to a sidewalk location on the Anchor Street side of the Bank of America building. A starting date for the new service is not yet available.

Weekend Ferry Service. The public affairs manager for the Golden Gate Bridge, Highway and Transportation District reports that there are no immediate plans to resume weekend ferry service between Sausalito and San Francisco. Golden Gate Ferry will continue to monitor ferry ridership closely as shelter-in-place public health orders ease and will add service back as ridership dictates and social distancing allows. Any schedule updates will be included in Sausalito Currents when available. Limited weekday ferry service has remained available throughout the shelter-in-place orders.

Town Hall on Schools and COVID-19. Public health officers Dr. Matt Willis and Dr. Lisa Santora joined Marin County Superintendent of Schools Mary Jane Burke on Wednesday, June 10 for a discussion with school leaders, students, and other school and education stakeholders regarding what's next for education during the COVID-19 pandemic. Downtown Parking Lots. All of the City's Municipal Parking lots will remain open this coming weekend as Sausalito gradually reopens with outside dining and indoor retail.

The Sausalito Police Department would like to thank the community for its patience and understanding over the last several weeks of parking lot closures. As we return to more normal operations, we want to remind everyone that all parking regulations are being enforced.
  • Payments will be required in the municipal parking lots
  • Residents and commuters should use their parking cards
  • Payments will be required at street meters
  • Valid area permits must be displayed, and all time limits will be monitored and enforced

Dog Park Now Open. Thanks to the June 5 update to the public health order to shelter in place, the Remington Dog Park at MLK Park has reopened. Per public health guidelines, dog parks remain subject to compliance with social distancing requirements and the public health order on face coverings. Individuals accessing dog parks must also limit their interactions with dogs outside of their own household, and should be aware that water fountains, benches, and other high-touch areas within dog parks remain off limits.

Access to Parks and Beaches. To help county residents find out which parks, beaches, and open spaces are currently open and in what capacity, Marin County Parks has created an online guide with listings for Central, North, South, and West Marin. Progress Indicators for Containing COVID-19. Marin Health and Human Services is now maintaining a progress indicators webpage that tracks Marin County's success in containing COVID-19. The data presented helps public health officers assess to what extent we can continue to loosen the shelter-in-place order. More information on the process for relaxing the order may be found on the Marin Recovers website.

Free COVID-19 Testing. Marin County Public Health is calling on all employees working at essential businesses and workplaces during the COVID-19 pandemic to utilize free COVID-19 testing options. Even people without symptoms can have COVID-19 and infect others. While voluntary, testing is an important step in containing COVID-19. 

In addition to testing options available through medical providers across the county, free testing is available by appointment at two locations in San Rafael:
  • Civic Center area: Weekday appointments available
  • Canal area: Appointments Tuesday through Saturday available, or call (888) 634-1123
The City of Sausalito is also in the process of arranging for a mobile testing van to visit Sausalito on June 18 and 19. Details will be posted to the City website and social media when available.

Support Local Businesses. This is a great time to show our support for the local businesses that are such an important part of our community. To learn which businesses are open and what services are being offered, the Sausalito Chamber of Commerce is maintaining four special lists during the COVID-19 crisis. Businesses do not need to be Chamber members to be listed.
  • The first is a list of Essential Businesses covering Sausalito and Marin City. On the list, you'll find the addresses and hours of operation for local institutions like Mollie Stone's Market, Driver's Market, Golden Gate Market, and Waterstreet Hardware.
  • The second list covers Take Out & Delivery Restaurants. Most restaurants are operating with limited hours and menus.
  • The third list shows Restaurants Open for Outdoor Dining. As of June 12, the list included 16 local restaurants with a wide range of food offerings. Please call ahead for hours and/or reservations.
  • The fourth list, Support Local Business, features more than 25 local shops and businesses offering goods and services while we shelter at home.
The Chamber also maintains a guide to Business & Homeowner Resources. The guide includes useful information and links from the Small Business Administration and other sources.

CARSS Needs Your Help. Established in 2015, Call A Ride for Sausalito Seniors (CARSS) has provided over 9,000 rides to local seniors. More than 5,400 hours have been logged by its vetted volunteer drivers. Historically, the City of Sausalito has helped fund a staff person to coordinate the service. This year, City funding is in doubt due to the COVID-19 outbreak and its impact on City revenues.

You can help keep CARSS on the road by making a tax deductible donation. The goal is to raise a minimum of $20,000 by July 1, 2020. Checks can be made payable to "City of Sausalito/CARSS" and mailed to CARSS Donation, Parks and Recreation Department, 420 Litho Street, Sausalito, CA 94965.

Grants Awarded from Small Business Fund. On June 10, the Sausalito Chamber of Commerce announced the first group of grant recipients from the Love Sausalito Business Fund. Grants ranged from $1,200 to $3,500 and were awarded to Sausalito Auto Service, LoveMarin, Tivoli Decor, Bubble Street Gallery, Gallery Sausalito, Studio 333 Downtown, Katya Glass Jewelry, and Hubba Hubba.

The grant fund was created by the Sausalito Chamber of Commerce to provide emergency assistance to small storefront merchants in Sausalito that are struggling to survive shelter-in-place restrictions on commerce. Businesses do not need to be Chamber members to be eligible for a grant from the fund.

A total of 22 applications have been received for a total of $93,885. Unfortunately, the need was greater than the approximately $29,000 that has been raised to date.

Services for Local Seniors. Sausalito seniors and those with a disability can get their groceries, take-out food, and medications picked up and delivered to them by vetted local volunteers. The program is offered by Sausalito Village and Call A Ride for Sausalito Seniors (CARSS), a City of Sausalito Age Friendly program. A simple application must be completed to initiate the service. Local groceries and markets are offering special hours for seniors and/or curbside pickup of pre-ordered items:
  • Driver's Market at 200 Caledonia Street offers senior hour from 9:00 to 10:00 a.m. seven days a week. Curbside pickup is every day but Sunday; call (415) 729-9582 with phone number, list of items, and credit card or local check.
  • Golden Gate Market at 221 Second Street is open Monday-Friday from 8:00 to 9:00 a.m. with a 15% discount for seniors and immunocompromised customers. Curbside pickup is available if you order by phone at (415) 332-3040. Staff will shop for you and have it ready for pickup. Pay by credit card over the phone; they prefer not to take checks.
  • Mollie Stone's at 100 Harbor Drive provides shopping hours for seniors and immunocompromised customers from 7:00 to 8:00 a.m. on Tuesdays, Thursdays, and Saturdays. All cashiers have glass shields, and there are blue lines to keep distance between customers.

  • 5D. Adopt a Resolution to Authorize a Contract Amendment with Romtec for Construction of the Restroom and Trash Enclosure at Dunphy Park to Accommodate Additional Work Performed by Increasing Their Contract by $7,133 (Staff Report, Attachment 1 - Resolution)
Adopted Resolution 5942.

Business Items: The Council adopted Resolution 5943 to authorize the city manager to execute a construction contract with CF Contracting for the construction of the Southview Park Improvements Project for the base bid amount of $1,364,626, in addition to a 10% contingency. The approval did not include the alternative bid presented in the staff report and presentation. The Council reiterated that Measure O funds will be used for parks and infrastructure projects. The Council provided comments to staff and directed staff to proceed with finalizing the budget. The final budget will be presented to the Council at the June 23, 2020, regular Council meeting. Joint Meeting of City Council and Planning Commission on June 17

A joint meeting of the City Council and the Planning Commission will be held at 6:30 p.m. on Wednesday, June 17, 2020. Pursuant to Section 3 of Executive Order N-29-20, issued by Gov. Newsom on March 17, 2020, the meeting will be conducted remotely via Zoom and broadcast live on the City website.

If you would like to speak on an agenda item, you can access the meeting remotely via computer, mobile device, or telephone:

Although your image will not be shown on the video conference, you will be able to listen and view the meeting on Zoom. Use the "raise hand" function to comment during the public comment portion of the agenda.

Updates from Boards and Commissions

Pedestrian and Bicycle Advisory Committee. The role of the Pedestrian and Bicycle Advisory Committee is to provide the City Council with recommendations on bicycle and pedestrian circulation in the community.

Previous meeting. The Pedestrian and Bicycle Advisory Committee met via Zoom on Thursday, May 28. Topics on the agenda included a pilot project to close portions of Caledonia Street for outdoor dining, and an update on capital improvement projects in Sausalito.

Upcoming meeting. The Pedestrian and Bicycle Advisory Committee will meet via Zoom at 6:30 p.m. on Monday, June 15. The meeting will be held via Zoom and broadcast live on the City website. The meeting agenda contains details regarding how to virtually participate in the meeting and provide public comment prior to and during the meeting. Topics on the agenda include the following:
  • Caledonia Street outdoor dining
  • Bridgeway Promenade
  • General Plan Update

Planning Commission. The role of the Planning Commission is to review applications for design review and land use entitlements, as set forth in planning and zoning laws of the City and the state, and perform other such duties as specified in the Sausalito Municipal Code.

Previous meeting. The following action was taken by the Planning Commission at its meeting on Wednesday, June 3:
  • Approved a tree removal permit for the removal of three protected trees at 146 Crescent Avenue

Upcoming meeting. There will be a regular meeting of the Planning Commission on Wednesday, June 17. The meeting will be held immediately following a joint meeting with the City Council that begins at 6:30 p.m. The meeting agenda contains details regarding how to virtually participate in the meeting via Zoom and how to provide public comment prior to and during the meeting, which will also be broadcast live on the City website. Project materials are available for public review online. You can search using the project address, project ID, or APN.

The following items are on the agenda:
  • 750 Bridgeway: a sign permit has been requested to remove two wall signs from the building on the subject property and install a wall-mounted, internally illuminated blade sign on the building (APN: 065-073-04; PROJECT ID: 2020-00060)
  • 1 and 3 Harbor Drive: a design review and tree removal permit have been requested to remove 25 protected trees and install a new comprehensive landscape plan to include water-efficient landscaping and replacement trees on the subject property (APN: 063-140-15; PROJECT ID: 2019-00335)

News from City Departments

Administration. The Golden Gate Bridge, Highway and Transportation District wants everyone to know that the Golden Gate Bridge has started to sing. The musical tones emanate from the bridge when very high winds flow through the vertical slats in new railings that were installed as part of a wind retrofit project. The railings make the bridge more aerodynamic under high wind conditions and help ensure the structural integrity of the bridge.

Administration. The Marin County Elections Department, League of Women Voters, and Marin County Office of Education are once again joining forces to organize the 2020 High School Elections Ambassador Program.

Since 2018, student ambassadors from high schools across Marin County have served as a crucial link between the Elections Department and their peers. These student ambassadors work to empower their classmates to become engaged in the election process.

Parks and Recreation. Resurfacing and striping has been completed at the pickleball courts at MLK Park, and the pristine new courts have been open to the public since Monday, June 8. When using the courts, please abide by public health guidelines for safe play during the COVID-19 pandemic.

Police. At approximately 5:27 p.m. on Wednesday, June 10, officers of the Sausalito Police Department were dispatched to the area of Girard Avenue and Locust Street on the report of a male checking car doors. A witness reported he had seen a black Honda CR-V driving down the road, and a male passenger was exiting the CR-V trying door handles on every vehicle parked along the street. The witness said that the CR-V had dents along the right side of the vehicle and described the male as light skinned, wearing a mask, and having either a buzz cut or a shaved head.

Shortly after being dispatched to the call, Officer Bryce Mitchell located the CR-V stopped in the roadway in the 100 block of Cazneau. Albert Blanco (a 38-year-old resident of San Jose) and Lisa Lortez (a 30-year-old resident of Boulder Creek) were standing next to the CR-V. Blanco matched the description of the individual who had been seen trying the door handles on the vehicles in the area of Girard and Locust. A records check on Blanco revealed that he was on parole for vehicle theft, possession of stolen property, possession of burglary tools, and possession of narcotics paraphernalia.

As the officers continued their investigation, they discovered that the CR-V held narcotics paraphernalia, suspected narcotics, stolen mail and property related to an auto burglary that occurred in Half Moon Bay, and a device to break vehicle windows. Blanco and Lortez were arrested for possession of stolen property, conspiracy, possession of narcotics paraphernalia, possession of narcotics, and possession of burglary tools and were booked into the Marin County Jail.

Police. The report of a possible domestic violence incident in progress brought officers of the Sausalito Police Department to the 20 block of San Carlos Avenue on the night of Saturday, June 6. Upon arrival, officers learned that the suspected individual had fired a shot at the reporting party and fled on foot. 

Officers from the Marin County Sheriff's Office, Mill Valley Police Department, California Highway Patrol, and San Rafael Police Department assisted the Sausalito police in the search for the suspect, who was detained and arrested after impaling his right wrist on a piece of rebar after jumping over an embankment in an effort to get away.

The arrested individual, a 30- year-old resident of Sausalito and Vacaville, is currently in custody while receiving medical treatment for his injured wrist. When medically cleared he will be booked into the Marin County Jail for the crimes of suspicion of attempted murder, domestic violence, felon in possession of a firearm, possession of a loaded firearm, and resisting arrest.

Public Works. The Marin Household Hazardous Waste Facility is open for regular hours at 565 Jacoby Street in San Rafael. Business hours for residential customers are 8:00 a.m. to 3:30 p.m. from Tuesday through Saturday. Accepted household waste includes propane canisters, household electronics, batteries, light bulbs, household cleaners, gasoline, and sharps.

Public Works. Sausalito's garbage services provider, Bay Cities Refuse, has announced that its "spring cleanup" will be held the week of June 15 through 19. On your usual garbage collection day that week, Bay Cities will collect up to one additional cubic yard of refuse, the equivalent of seven plastic garbage bags. All material must be placed in bags, boxes, or containers and placed at the curb by 6:00 a.m. There is no charge to dispose of the additional refuse.

All material from the extra garbage pickup will be taken to landfill. As always, place recyclable materials in your blue bin and green waste (yard and food waste) in your green bin or in reusable 30-gallon paper bags. There is never a limit to how much yard waste you may place at the curbside.

Southern Marin Fire. As part of its ongoing efforts to reduce wildfire risks, PG&E has implemented a number of new wildfire mitigation tools, including system hardening, enhanced vegetation management, more weather stations and cameras, sectionalizing devices, transmission line switches, and substation temporary generation. Details on these new efforts are described in a recent press release from the company.

Southern Marin Fire. In March, Marin County voters passed Measure C, a parcel tax measure, to create the Marin Wildfire Prevention Authority (MWPA). The MWPA was formed to develop and implement a comprehensive wildfire prevention and emergency preparedness program for Marin County. This property tax will cost homeowners 10 cents per building square foot annually.

There is a low-income senior exemption available to homeowners who meet the following criteria:
  • Owner must be 65 or older by July 1, 2020
  • Property must be an owner-occupied, single-family residence
  • Household income is equal to or lower than the U.S. Department of Housing and Urban Development income limits used to determine eligibility for assisted housing programs, calculated on number of people in household: one person - $97,600; two people -$111,550; three people - $125,500; four people - $139,400

Southern Marin Fire. It's heating up in Marin County, and awareness of wildfire threat needs to go up accordingly. That's especially true as we approach the Fourth of July, a time when some are tempted to use fireworks. If you hadn't heard, all forms of fireworks are illegal in Marin. In addition to the risk of causing a devastating wildfire, improper use of fireworks can result in serious injury.

General Plan Workshop. From 9:00 a.m. to noon on Saturday, June 20, the City of Sausalito will host a virtual public workshop on Zoom to discuss the Public Review Draft of the General Plan. A video introduction to the workshop has been created by the City's General Plan Update consulting team. The video provides an overview of the planning process and key components of the update. There is also a brief online survey that community members can submit in advance of the workshop. Results from the survey will be shared on June 20. The City Council is scheduled to consider the General Plan for adoption in October 2020.
