Feedback Needed on the Model for an Independent Panel on Evidence for Action Against Antimicrobial Resistance

In order to increase the evidence base for action on antimicrobial resistance (AMR), the establishment of a global Independent Panel is being considered on the recommendation of an interagency coordination body convened by the Secretary-General (SG) of the United Nations (UN). Governments and stakeholders are invited to respond to a public consultation on the terms of reference for the Independent Panel.  The deadline to provide written feedback is 15 June 2020.
 
In 2016, the United Nations General Assembly adopted a High-level Political Declaration on Antimicrobial Resistance, where it agreed to advance global action on AMR, a growing problem across the world. Addressing AMR requires multisectoral efforts, including in human health, agriculture, food chains, and the environment. The UN system response is led by the World Health Organization (WHO) and by the Food and Agriculture Organization (FAO). The World Organisation for Animal Health (OIE) is also part of this response and together, they form the “Tripartite Organizations.” 
 
As part of the implementation of the 2016 Declaration, the UN Interagency Coordination Group (IACG), which included the tripartite organizations, was formed to provide recommendations for action on AMR. In April 2019, the UN IACG submitted a report to the UN Secretary-General recommending to establish three governance bodies:
 
1. A One Health Global Leadership Group on AMR,
2. An Independent Panel on Evidence for Action against AMR and,
3. A multi-stakeholder platform on AMR. 

 


No Time to Wait: IACG report to the UN Secretary-General[1]
 

The UN Secretary-General acknowledged the recommendations proposed by the IACG and in his report to the Member States called on the Tripartite Organizations to establish a joint secretariat and to propose, in consultation with Member States and other relevant actors, the drafting of the terms of reference for establishing the governance structures that had been recommended by the IACG.
 
A public consultation process was held in 2019 on the proposed terms of reference for the Global Leaders Group (GLG) on AMR[2], and a report with the outcome of the consultation has been submitted to the UN Secretary-General's office for consideration. One of the critical aspects that should form the basis for the proposed governance structures is equitable geographical representation so that recommendations are in line with the context and needs of developing countries. Therefore, developing countries' feedback on shaping these processes is crucial.
 
The public consultation on the terms of reference for the Independent Panel on Evidence for Action Against AMR is open for feedback until 15 June 2020.The draft terms of reference are available here and information on the Advisory Group that was established to draft the terms of reference can be accessed here.
 
The Partnership Platform, as the third governance structure recommended by the IACG, is underway, and feedback will also be sought on its constitution and the shaping of the interactions between the three structures.
