Bellevue Pavement Condition Study and Maintenance Plan



A comprehensive pavement study and maintenance plan for Village roads were presented at the May 27 Village Board meeting. Over the next several weeks we will be highlighting the procedures used in our review, the findings of our roadway conditions, and recommendations for future roadway maintenance and paving. The Village has approximately 71.58 certified miles of public streets under its jurisdiction. Almost all Village streets are asphalt roadways. Maintaining streets in good repair is the primary objective of the Public Works Department. This requires a combination of scheduled maintenance activities and timely capital improvements to provide a sustainable transportation system for residents and businesses, transporting goods and services within and through our community.

Part 1 – Introduction to pavement ratings
In Wisconsin, all public roadways are rated and recorded every odd-numbered year into the Wisconsin Pavement Surface Evaluation and Rating System, commonly referred to as the PASER system.

The PASER system rates roadway surfaces on a scale from 1 to 10, with “1” being a road that is totally fallen apart and in need of reconstruction, to “10” which is a new pavement surface.
Pavements rated “8” and up generally do not need any immediate maintenance. Pavements rated “7” through “5” require maintenance, such as crack filling and seal coating. Pavements rated “4” and below generally require a capital improvement, normally meaning resurfacing or reconstruction. 
The following map shows the Village streets and whether they were considered in good condition (gray), needing maintenance (yellow), or capital investment (green). Currently, over 34 miles (47%) of roadways are in need of maintenance and over 20 miles (28%) require a capital paving or reconstruction improvement. 17 miles (23%) are considered in good condition not needing immediate maintenance.

The PASER ratings become part of the Wisconsin DOT local roads inventory. The Village uses the WISLR inventory and PASER ratings to help evaluate conditions and to prioritize projects and select cost-effective strategies for pavement preservation.

From a high-level standpoint, the PASER ratings are used by decision-makers to understand trends in pavements throughout the state. As more roadways statewide receive lower ratings, this helps show the need for additional funding for roadway maintenance and reconstruction projects.

Swimming Pool Regulations

As the weather turns warmer and residents look for ways to beat the heat, some of you may be tempted to install a swimming pool (either permanent or temporary).  Just as a reminder and for the safety of all, the Village does have regulations regarding pools and they do include the pools one may purchase at a local retail store.

For permanent pools (either in-ground or above ground), a building permit is required. 

For permanent or temporary in-ground pools, spas or water gardens shall be encompassed by a freestanding fence not less than 48 inches nor more than 72 inches from the ground level. Such fence shall be no less than three feet from the pool, pond, or spa at its nearest point.

Above ground permanent or temporary pools, ponds, or spas shall be encompassed by fencing which complies with one or any combination of the following options:
  • A fence within three feet of the pool, pond, or spa and not less than 48 inches nor more than 72 inches from ground level.
  • A fence attached to a deck or walkway, provided such fence is at least 36 inches above the surface of the deck or walkway and complies with this section.
  • A pool wall not less than 48 inches from ground level, provided steps, ladders, or other means of pool access are removed when the pool is not in use.
  • For permanent or temporary in-ground pools, spas or water gardens shall be encompassed by a freestanding fence not less than 48 inches nor more than 72 inches from the ground level. Such fence shall be no less than three feet from the pool, pond, or spa at its nearest point.
Fencing shall not be required if the following are provided:
      • Pools, spas, or water gardens with locking and solid structural covers. Such covers shall be in place whenever the pool, pond, or spa is not in use and/or unsupervised by an adult. The pool shall be equipped with a power safety cover that complies with ASTM F 1346.
      • Pools, spas, or water gardens completely enclosed within a building.
      • In lieu of fencing, temporary pools may be drained and remain free of any level of water between uses.
      The structural requirements of fencing shall be as follows:
      • The fence must be able to withstand 200 pounds of force in any direction.
      • The fence shall be so constructed and designed so as to prevent penetration of an object greater than six inches in diameter.
      • All such fences shall be constructed with a locking door or gate which complies with all other height and structural requirements of this section.

      Screening & Storage of Garbage & Recycling Carts

      The Village of Bellevue would like to provide a friendly reminder about the storage of your garbage and recycling bins on non-collection days.

      The Village Housing and Residential Property Maintenance Code requires that during the time period between collection days, the carts must be stored in an enclosed structure or building or must be screened from view of the public right-of-way (basically if you can see your bins from the adjacent streets, they are not being stored in compliance with the ordinance).  This also means not storing them in front of your garage.

      The containers cannot be stored in the front or corner side yards along the street; on, under or along side of a front porch, stoop, steps, landing, accessible ramp, or deck fronting on a public way; or within 15 feet of a public right-of-way.

      Except collection days, please ensure that your garbage and recycling containers are screened from view. If your carts cannot be stored in the garage, dense shrubs or fencing may be used to screen them on the side of the house. One section of fence or one shrub may not adequately screen the trash containers from view of the public right-of-way.
