Princes Risborough Southern Road Links

 
Bulletin #001 - 17/06/2020
Welcome to the first bulletin of the Princes Risborough Southern Road Links project.

Following Homes England’s allocation of Housing Infrastructure Funds (HIF) to support the delivery of the Princes Risborough Expansion Area, and acceptance of the Council’s business case, the Council has now completed formal agreement with Homes England securing £12M towards the first phase of the relief road for Princes Risborough. This will support the delivery of around 2500 homes in accordance with the adopted Local Plan and the draft expansion plan published for consultation in June 2019 (an indicative phasing plan is shown below). The Council is now progressing design of this HIF scheme and is in negotiations to secure the land necessary for Phase 1 of the relief road. It is expected that Phases 2 and 3 of the relief road will be delivered alongside development of the expansion area.

Balfour Beatty and their design consultant Stantec have been commissioned by Buckinghamshire Council to undertake the preliminary design and begin preparing the planning application for Phase 1 of the relief road. This will include key elements such as the replacement rail bridge and highways improvements along Summerleys Road, new signalised junction with Station Road and new link through to Picts Lane. It is our intention to begin consulting with residents and key stakeholders on the preliminary design this Autumn once this work has been completed. This is in advance of a formal planning application submission anticipated in early 2021.

Upcoming Survey Works and Road Closure
As we progress the preliminary design with our consultants Balfour Beatty and Stantec, they will begin undertaking a series of intrusive surveys such as boreholes and trial pits at specific locations along the route, together with ecology and environmental surveys to help us to better understand the existing ground conditions and assess any potential environmental impacts on the surrounding area. The ground investigation and surveys works will be undertaken between the hours of 0800 and 1800.
Summerleys Road / Rail Bridge PRA14 - Road Closure

In order to safely carry out these ground investigation works we will be closing a small section of Summerleys Road under the bridge (shown in blue on the map below) from Monday (6am) 22nd June 2020 to Friday (8pm) 26th June 2020 (indicative). The is a full 24 hour closure for the duration of the survey works. 

Unfortunately there will be no access to through traffic during this time, the contractor will maintain access to frontages adjacent to the works area and maintain pedestrian access under the bridge during the closure.

Advanced warning signs for the closure will placed on site w/c 15th June 2020. A diversion route for all other traffic will be setup via Princes Risborough Town Centre along the A4010 and A4129. Please click on the map below to view the full diversion route and signage plan.

 
Picts Lane through to Picts Lane/Shootacre Lane Junction

Ground investigation surveys are planned in this area between Thursday 25th June and Wednesday 1st July 2020 with no weekend working.

During this time we expect to complete four trial investigation pits within the verge next to the carriageway, this will help the team to gather necessary data about the existing ground conditions and help inform the preliminary design. The ground investigation and surveys works will be undertaken between the hours of 0800 and 1800. 
 

Picts Lane - Thursday 25th June 2020.
  • 2 way traffic lights are required for two sites and will be manned for the duration of the works. Click on TM plans to view in more detail.
Picts Lane/Shootacre Lane Junction - Monday 29th June to Wednesday 1st July 2020.
  • No carriageway incursion required for these works, footway and verge TM only.

Once the ground investigation works are complete the areas will be reinstated and TM removed.
COVID-19 Update

The COVID-19 pandemic continues to present some unprecedented challenges to us in undertaking our work. We have reviewed the risks to our staff and the public in undertaking this work, and control measures (such as social distancing) have been put in place to avoid or minimise these risks.
 
Next Steps

The project team will continue to develop the scheme including undertaking a number of ecology and environmental surveys throughout the summer months. Our design team will also begin preparing the Environment Impact Assessment and Transport Assessment ahead of a public consultation this Autumn 2020. We will then use this opportunity to gather comments from our key stakeholders and local community to further refine the scheme ahead of a planning application submission anticipated early in 2021.
