2019/20 SOUTHERN CROSS SERIES DATE AMENDMENT

Globe Derby Park - Saturday 20th June 2020
Overview of meeting:

Race 1:  TAB PACE
OUT OF CHARACTER (2) is shooting for three wins in a row tonight. He will find this race tougher compared to his 2 most recent starts but his form has been strong. He won by a 18.7 meter margin back on the 2nd of June. A repeat of his last too runs will put him right in the mix tonight.
SON OF RAYSON (3) finally returned to the winners list last start after a string of placings before that run. He showed strong gate speed to lead last start and showed that he does his best work out in front. A repeat of his most recent run will make him a strong contender tonight.
UNCLE LEO (6) can do things wrong but when he is on his best behaviour he has a lot of ability. He ran second behind SON OF RAYSON last start and was beaten by 8.7 meters. He should be around the mark again tonight.
ABSOLUTION (8) has won three of his last five and has been very hard to fault since coming to South Australia but he will find it very tricky from the second row draw tonight. He is probably going to end up three back along the inside and will need some luck but he has to be considered based off the recent form.

Race 2: KEVIN & KAY SEYMOUR PACE
A tough race with multiple chances.
SUTTER MAN (3) burned to the lead from gate 6 in his most recent run and got run down by SHESASHARK who sat behind the leader for a majority of the race. He will find it a little easier tonight from gate 3. He has won three of his last five and looks ready to win again after running second and third over his last two starts.
PAY ME INTEREST (4) utilised the sprint lane to run second behind an impressive DONT TELL ALICE last week. She was beaten by a head. Her form over the last month has been hard to fault and she should be around the mark again tonight.
SHESASHARK (2) returned to the winners last week in impressive fashion when she defeated SUTTER MAN by 3.1 meters. Her recent form has been strong and she looks to be one of the main chances again tonight. She deserves strong consideration.
DONT TELL ALICE (7) was an impressive winner last week when he defeated PAY ME INTEREST by a head. He will find it tougher from gate 7 tonight but if he gets the right run into the race he will definitely feature.
RONZEL GRINNER (5) and TAKEMEPITCHAMISTER (9) are also chances.

Race 3:JIVE CAFE HOLLYWOOD PLAZA PACE
ALTHEGIRLSINMYLIFE (1) has won two of her last three. She is ideally drawn tonight and is racing in career best form. If she gets to the lead early she will run a strong race out in front. She is worth strong consideration.
WESTAR SAM (6) drops down in class tonight. He has the tough draw to overcome but he will find tonight a lot easier compared to recent starts. He has two of his last five.
BELLA SOFIA (8) should get a nice trail into the race off the inside of the second row. She is worth consideration.
BIEN HOA (10) looks the next best.

Race 4: HYGAIN MICRSPEED PACE
JUST CAPPY (4) looked super last start when he defeated YKIKAFIL by 14.8 meters while running a mile rate of 1.57.9 in the process. She is a really talented three year old with a strong record of 20 starts for 7 wins and 5 placings. Tonight’s race is tougher but she is a strong chance.
AH LA VITESSE (5) has been racing in career best form lately. She is going for three wins in a row tonight and she was impressive last start when she managed to defeat the in form CARTER MAYSON by a meter. She deserves strong consideration again tonight.
THE OCTAGON (2), GOLDEN JAYLET (8), AYEJAYEM (7) and MARTYS PARTY (6) look the next best.

Race 5:  JOHN ROTHE VIDEO PACE
A very strong field has been assembled for Race 5.
BETTORHAVTIME (7) found it tricky last week when he had to negotiate the 40 meter handicap. Tonight he steps back to the 1800 meter mobile start. He does have the tricky draw to overcome but his recent form is too hard to ignore. He will be very tough to beat.
REGAL SCRIBE (8) is going for a remarkable seven wins in a row tonight. He has been racing extremely well and has been hard to fault over the last two months. Tonight will be a bit tougher for him but he should be right in the finish.
POCKET THEDEAL (9) has won two of his last five. He is another who has been racing in strong form. He will be around the mark but will find this a lot tougher.
DONT TELL WILLIAM (1) is also a chance.

Race 6:  HOPKINS SADDLERY PACE
POWER SUPPLY (5) steps down in class tonight. He has been consistent without winning recently and he is worth strong consideration.
IN SHOOBEES SHOES (8) will need some luck from the second row draw but his recent form has been strong. He will find tonight a lot easier compared to his most recent start and he should be around the mark.
WE WILL SOUND (1) and SEA PARADE (10) are also chances.

Race 7:  MOBILEROLLING.NET CLAIMING PACE
ALWAYS MY MATE (4) brings the most consistent form into the race. He has won three of his last four. If he gets the right run into the race he will be tough to beat.
EVERYTHING (2) was a last start winner when he defeated CHARMING MAJOR by a head from the stand start. He is a strong chance again tonight.
CHARMING MAJOR (7) and JULIUS FRANCO (5) are also chances.

WHIP USE

At the recent “Integrity Conference” conducted by Harness Racing Australia (HRA) it was made clear that whip use continues to be a major concern to the HRA Executives and animal welfare groups alike. Harness Racing Australia and the Executives have made it clear that unless the whip is used in accordance with the recent whip rule amendments, then there would be an expectation that whips would be banned altogether.

The amended whip rule 156(2)(a) now stipulates: A driver shall only apply the whip in a wrist only flicking motion whilst holding a rein in each hand with the tip of the whip pointed forward in an action which does not engage the shoulder.

The rule now has a sub-section that gives an explanation of how the whip is to be used, which must be adhered to, part (b) stipulates: For the purpose of sub-paragraph (a), “wrist only flicking motion” means-
(i) Ensuring no force is generated by the use of the elbow or shoulder when applying the whip
(ii) The forearm is not raised beyond forty-five degrees relative to the racing surface.
(iii) Not applying the whip with overt force.

Stewards intend to police the whip rules stringently, to ensure compliance, so that whips will be permissible in the foreseeable future. As of the 1st of July 2020 there will no longer be reprimands or suspended fines for a breach of any of the whip rules. The new penalty structure will be as follows:

First Offence: $100.00 fine
Second Offence: $250.00 fine
Third Offence: Suspension of your drivers licence.
A further breach would see the suspension of your licence increase.
At the completion of two calendar months a driver’s record will be cleared, any breach beyond that timeframe would be considered their first offence.

Whilst we have seen improvement over time, in the way the whip is used, it is imperative that drivers strive to minimise the focus surrounding the use of whips in harness racing, so it has never been more important that drivers are diligent with respect to their whip use.

FIELD SIZE REVIEW

HRSA has completed a review regarding the amount of runners in any one race. The reason behind the review was that during the COVID19 pandemic HRSA decided to reduce the on course footprint at race meetings, by introducing certain restrictions, one of which was a reduction in the number of runners in a race. During the past 10 weeks it is no coincidence that with field sizes restricted to no more than 9 runners, there has been a reduction in race incidents and in particular into the first turn.

A cross section of industry participants along with BOTRA and the Trainers and Drivers Associations were asked to provide their views on field sizes, and all agreed that a reduction in the number of runners would be beneficial, certainly from a safety point of view. However many highlighted their concerns if horses were balloted regularly, due to the reductions. With all matters taken into consideration HRSA decided that the ideal number of runners in any one race at our various race tracks, in mobile start events, would be as per the table below.

TRACK  3YO & ABOVE         2YO           RACES UNDER 1609m  FRONT LINE NO
GLOBE DERBY PARK           10          9                   8              7
PORT PIRIE             9          9                    8              6
GAWLER             9          9                   8               6
VICTOR HARBOR             9          9                   8              6
KAPUNDA             9          8                   8              6
STRATHALBYN             9          8                   8              6
MOUNT GAMBIER             9          8                   8              6
ALL OFFICIAL TRIALS                 8          6                 NA              6

The race field sizes nominated in the above table will be adhered to at all race meetings, however the Chairman of Stewards would have discretion to increase or decrease field sizes where necessary. At this stage there is no intention to alter the current standing start field sizes; however it is the intention of HRSA to review these changes at the end of the 2020 calendar year, to ensure the changes made have achieved the outcomes that are anticipated and there has been no adverse impact on wagering.

Policy Changes

As we prepare for life after Covid-19, HRSA, as SA’s harness racing regulator, needs to ensure that the industry in the state is best positioned to meet the challenges moving forward.
While we are constantly looking to grow and enhance our product, we nonetheless need to ensure that we continue to challenge costs and reduce industry overhead wherever possible.
Consequently, HRSA have embarked on a series of procedural changes that will create greater organisational and economic efficiencies within our organisation. Two changes advised are: -
  1. Race Nominations
Effective 1st July 2020 all racing nominations must be made by way of HarnessWeb.
In making this determination HRSA is mindful of time occupied by Racing Office staff in dealing with telephone calls relating to nominations, which on many occasions, are unnecessary with the time involved in dealing with these matters being considerable.
We understand that these changes represent a significant shift for some who have not previously used the HarnessWeb portal. However, should anyone require assistance is setting up a HarnessWeb account, including being shown how to navigate the site, and how to nominate, then please contact the HRSA office and we will assist you with the transition.
Note: It is important that when nominating for more than one race at a meeting that you preference the most desirable race. This greatly assisting when fields are being drawn.
  1. On-Line Scratching’s
Effective immediately, trainers wishing to scratch a horse from an engagement at a race meeting can do so through the HarnessWeb portal.
Previously this facility was only available prior to the close of nominations, however is now available up until acceptance time for a race meeting.
Trainers also now have the ability to scratch a horse online after the fields are released up until 9am on the day of the race. Any late scratchings will need to be made by contacting a Steward or the Racing Office as per the current policy.
This change will provide trainers with the ability to better manage their processes without the requirement to attempt to contact the Stewards or the Racing Office.

DE-REGISTRATION OF HORSES
De-registration of horses can be completed online via harness web or a form can be lodged with HRSA, however this must be completed in full and with correct information.

HRA will be following up on ANY discrepancies and incorrect information.
