39th Ward Newsletter
June 23, 2020

Dear neighbor,

I hope this finds you and your loved ones healthy and well. Mayor Lightfoot and the Chicago Department of Public Health announced that Chicago will move into Phase Four of the "Protecting Chicago" reopening framework on Friday, June 26.

Under this phase, most Chicago businesses can open under limited capacity with appropriate safeguards in place. Specifically, most businesses will be subject to a 25% capacity limit, with a maximum of 50 people in indoor spaces and 100 outdoors.

Face coverings are still required in most circumstances, along with maintenance of six feet of social distancing. Please refer to the guidelines here and see below for useful information.

Food Service and Bars

  • Indoor dining allowed at 25% capacity, with a maximum of 10 people per table and 50 customers in a room/floor;
  • Face coverings must be worn by customers and employees, except when seated and eating/drinking;
  • All patrons must be seated while eating/drinking;
  • Event spaces and all establishments that sell food or beverages for on-site consumption should follow the Food Service and Bars guidelines.
Retail
  • Limited to 25% capacity at non-essential retail and 50% capacity at essential retail;
  • Face coverings worn at all times by employees and customers.
Personal Services
  • Services can be provided at 25% capacity;
  • Face coverings worn by all employees and customers- can be removed by customers only during services that require their removal (i.e., beard shave).
Health and Fitness
  • Indoor activity and indoor classes can resume at 25% capacity, with a maximum of 50 customers in a room/floor;
  • Face coverings worn by all customers and employees indoors- they can be removed for outdoor classes, provided that social distancing is in place;
  • Indoor sports are limited to no more than 6 people;
  • Youth/amateur contact sports allowed outdoors if no more than 50 participants (including players, referees, and coaches).
Movie Theaters and Performance Venues
  • Can reopen indoors, limited to 25% capacity with a maximum of 50 individuals per space or room (i.e., one theater);
  • A venue may have multiple gatherings of 50 individuals in a single theater (not to exceed 25% seating capacity) if the following accommodations are in place;
  • The separate groups are clearly delineated and separated by different levels/floors (e.g., balconies);
  • The separate groups have dedicated entrances and exits; AND
  • The separate groups have dedicated restroom facilities;
  • Face coverings are worn by employees and customers- they can be removed by customers when seated and eating/drinking;
  • Face coverings are not required for actors and/or performers while performing;
  • All customers must be seated, with six feet of social distancing in place.

Restoring Chicago’s Urban Forest

Since 2010, Chicago has lost an average of 10,000 more trees than it has planted every year. That means each Ward loses 200 trees annually.

The longer we wait to restore the city’s trees, the more difficult the job becomes. Read how I am working with other alderman and environmental groups to create an advisory committee to aid in protecting and minimizing the loss of trees.

DWM Sewer Main Replacement Project
The Department of Water Management (DWM) is starting a sewer infrastructure project at the intersection of Bryn Mawr and Christiana Avenues. Businesses on Bryn Mawr are open during this project.

DWM will install a sewer structure at the intersection of Bryn Mawr and Christiana that is four times the size of the current pipe to increase efficiency and decrease the danger of back up and basement flooding. Over 290 residential buildings, dozens of businesses, and Peterson Elementary School will benefit from this infrastructure upgrade.

The first prong of the project will close the intersection of Bryn Mawr and Christiana for 6-8 weeks. Bryn Mawr will be opened at the end of stage 1. Additional work will continue on Christiana and Catalpa for 6-8 weeks thereafter.

To receive automatic email updates about the progress of the project, please go to BuildingANewChicago.org to register. Enter your name, email address, and the project identification number (#7426). Be sure to respond to the verification email you receive in order to get the updates. Your information will not be shared or used again.

What You Need to Know During Construction

  • Traffic: If DWM needs to close or limit traffic during construction for safety reasons, you will always be able to reach your home or business on foot. Outside of working hours, a travel lane will be left open for local traffic only.
  • Parking: DWM will post "No Parking" signs as needed during work hours (generally 7 a.m. – 4 p.m.). Parking outside of those hours will be allowed, but cars will need to be moved by the start of the next workday. DWM will try to preserve as much parking space as possible.
  • Service transfers: DWM provides 24 hours notice before temporarily interrupting water service to transfer water to the new main. Residents will then be able to flush their water systems. However, in the event of an emergency shutdown during construction, DWM may not be able to give you prior warning.
Thank you for your patience and cooperation during this important infrastructure improvement project.

City Garage/Yard Sale Guidelines

Chicagoans can now have garage sales and yard sales. Residents should keep in mind the importance of physical distancing and hand hygiene when holding a sale to help prevent the spread of COVID-19.

If you are hosting a sale, please take these precautionary steps:

  • Place posters encouraging physical distancing for customers.
  • Set up tables and chairs at least 6 feet apart.
  • Use heavy-duty tape to form a flow for customers to follow throughout the sale.
  • Ask customers to stand in a line, while spread apart, during high traffic times.
  • Clean all tables and chairs several times throughout the day.
  • Make sure all merchandise is washed and dried and/or wiped down with a disinfectant product before placing on a table or chair for sale.
  • Wipe down all tables and chairs using disinfectant at the end of the day or in the morning before the next day of the sale.
  • Wear a cloth face covering during the sale when physical distancing is not possible.
  • Have hand sanitizer with at least 60% alcohol on tables and other places for customers to use.
  • Wash your own hands often with soap and water for at least 20 seconds.
  • If you are sick, cancel your garage sale and stay home.
