GHYC Return to Sailing
June 16 update

Dear members,

A meeting of the Committee was convened on Monday, 8th June by teleconference to review GHYC measures and update members and course attendees accordingly. The Club will be taking a series of actions to “Return to Sailing” and support our members on the water and with their training requirements.

The Committee is very mindful of our responsibility to safeguard the health and well-being of our staff, members and general public. The Committee will follow the requirements and guidance of the Government, HSE and the Irish Sailing Authority of which we are a member.

Since our last update, the ISA have published their Return to Sailing Phase 2 v5 roadmap on Friday, 5th June which covers a return to the water over the five phases of government restrictions. However, it does not yet take account of the new phasing announced by the government on June 5th. This document and any updates are available on the ISA website

GHYC has developed the following documents: Covid-19 Policy Document, Covid-19 Hazard Information Sheet and a Risk Assessment of Club activities during Covid-19 restrictions. These will be made available on our website and are also available below.

Your attention is drawn in particular to the Risk Assessment and the steps being taken by the Club to ensure our activities can take place in a controlled and safe manner. This document is a live document and will be updated regularly. The Club cannot mitigate every risk to zero and we ask all members to act responsibly.

What the club has agreed to do to “Return to Sailing”:

  1. Self Help: The ISA has set out four Fundamental Principles, the third of which is to have a means to return to shore without assistance (alternative means of propulsion) in the event of the unexpected in non-distress situations. This is difficult with dinghies and keelboats of the type used in the Club. To overcome this, the Club will provide two “self-help” boats covering a designated area of the harbour at designated times and days so that members can sail in a safe and responsible manner in compliance with ISA fundamental principles. There will be no charge for this service. A contact log will also be maintained of those on the water availing of the service. The time period will be for three hours. If the committee consider that conditions on the water are not appropriate in current circumstances, i.e. high risk of capsize/rescue in a Covid environment, then members proposing to go on the water will be advised that cover is withdrawn that day. Whether to go on the water or not, members have to take responsibility for their own safety and decision making (ISA Fundamental Principle No.2) and this proposal is not to diminish that responsibility. It is hoped that younger members with National Power Boat Certificate (Power Boat Level 2) would volunteer their time on the water in the self-help boat. Adult volunteers with appropriate certification are also required. Self-help cover on the water will be provided between 4pm and 7pm on the 16th, 18th, 23rd and 25th June. The area covered by the boats will be from the Rocket house to Eve Island. For logistical and safety reasons, cover cannot be provided outside of this sailing area. Please contact Eamon (Commodore), Tim (Vice Commodore) or Kevin (Training Manager) if you can assist.
  2. Supported Sailing: Commencing 29th June, the Club will run supported sailing courses, as running full ISA course content is not possible under current social distancing restrictions. However courses will be structured to cover aspects of the equivalent ISA courses and course attendees will be encouraged to maintain their logbooks and the club will sign off on satisfactory completed aspects. The primary aim is not certification but to improve members skill level and enjoy time on the water in the company of their peers. These will be week long courses, structured over a four hour morning or four hour evening course. Courses will focus on sailing skills development for sailors having at a minimum ISA Basic Skills (Level 2). Course attendees will be supported to work towards ISA certification by completing elements of the ISA checklist, making it easier to achieve the next level when full ISA courses re-commence. Details under Supported Sailing/Courses below.
  3. ISA Courses: It is hoped that ISA courses may be able to resume in late July/August, but this is not guaranteed due to social distancing requirements even if reduced to one metre.  Refer to the Supported Sailing/Courses below. Preference on courses during August will be given to those already booked on July/August courses. Course content will be reviewed at the July main committee meeting held on the second Monday in July.
  4. Younger Members: For younger members who are not competent helms (Splash), the Club is looking at the viability of a competent family member (sibling or parent) accompanying the young sailor in the boat to assist with helming and capsize situations. Costs would be per younger member only, the accompanying sibling or parent travels free! Please contact Eamon, Tim or Kevin if this is of interest and we will endeavour to run a course for our younger members if viable. In the interim, please see our Self Help option above.

Clubhouse and Meetings

The Clubhouse is currently closed for meetings and activities. The Clubhouse will be cleaned and decluttered in advance of opening on a restricted basis within the next fortnight. This is being co-ordinated by the Club Buildings' Manager, Kieran O’Donoghue.

The Clubhouse yard equipment move out will now take place over the next fortnight in preparation for a Supported Sailing and ISA Course program. This is being co-ordinated by the Training Manger, Kevin Percy.

Sailing marks preparation and laying over the next fortnight is being co-ordinated by the Sailing Secretary, Hal Andrews.

Crane-in

Crane-in took place on Saturday, June 6th and although it was a blustery day, all went well under the guidance of Health and Safety Officer, Lee Mills and Vice-Commodore, Tim Forde.

Mooring Checks

Aodh O’Donnell is continuing with mooring checks. Members should contact Aodh regarding requirements: aodh@odonnellfurniture.com. Club moorings are now checked and repaired as necessary.

Subscriptions, Course and Sailing Fees

Course Fees: In the event that the Club has to cancel a course, a 100% refund will be made to the course applicant. If an applicant cancels a course, then the Club makes a 75% refund under the Club’s Terms and Conditions.

For those course attendees travelling from abroad that have to cancel as a result of Covid-19 travel restrictions, the Club will refund 100% of the course fee in recognition of the special circumstances.

We would ask members who had intended to book courses to continue to do so in the normal way. This enables the Club to plan our course numbers and to staff them appropriately.

Supported Sailing and Sailing Courses

The first sailing course was planned for June 29th. Please refer to list below for details on which courses are continuing, postponed or cancelled. This will be kept under review at the monthly main committee meetings, which are held on the second Monday of each month.

The main committee considered a number of principles when deciding to what extent a Return to Sailing was achievable in GHYC. Due consideration was given to the special circumstances GHYC has, for example, a small clubhouse, small yard space, confined pier with multiple users, as well as the profile of members and course attendees.

In addition, we are very conscious of the local community, many of whom are in the at-risk group.

Note: GHYC will not police Government Restrictions/protocols - that is a matter for the Gardai. However GHYC will be signing up to the ISA Return to Sailing and observing Coastguard Advisories.

Supported Sailing Courses:

The course will consist of a four hour session each morning, running five days, Monday to Friday. A separate four hour course will be held in the afternoon. When booking a course, attendees should indicate their session preference (morning or afternoon) which will remain for the week.
