Zoom Top Tips
If you are recording your meetings for publication, be sure to pre-warn your members of public that their image may be captured, should they keep their video on.  Consider a policy and a pre-meeting statement.

People dialling into meetings by phone should be re-named on arrival.  This ensures their personal phone number remains private and accurately identifies them – as Cllr Blogs or as MoP (no name needed here). 
Managing Local Councils Meetings during Covid-19
22 June, 11am to 1pm
Alan Fairchild, MBE, FSLCC, has applied the 'Covid19' factor to his ever popular Meeting Law & Good Practice course and this session will deal with arranging and running "virtual" Local Council Meetings.
 
An Introduction to Neighbourhood Planning
24 June - 10am-12 noon
25 June - 7pm-9pm
Rachel Leggett’s session is designed to give Town and Parish Councils an understanding of what is involved in the development of a Neighbourhood Plan. To include: what is and is not a Neighbourhood Plan, an overview of the Neighbourhood Plan process, how to get started with confidence,  developing a vision and objectives, writing the plan, what else could be involved, bringing the Neighbourhood Plan into force and resources needed.
 
Charities and Parish Councils
26 June - 10am-1pm
Charlotte Stannard will explain the types of trusteeship and the roles and responsibilities that accompany them. It will cover the definition of a charity, governing documents, incorporation liability and some myth busting around parish councils' duties towards charities.
 
A Good Appraisal
30 June - 10am-11am
Delivery by Chris Moses, LLM Chartered FCIPD, from Personnel Advice and Solutions Ltd (our Associate HR consultant)
This webinar will focus on how to prepare and conduct a productive appraisal, whether you are the appraiser or the appraisee.  This course is designed for Clerks, Chairman of Council/Personnel Committee.

Engaging Your Community
1 July - 10am-12 noon
2 July - 7pm-9pm
Delivered by Rachel Leggett, this session is designed to give town and parish councils ideas for engaging their community that go beyond questionnaires, public meetings and posters on noticeboards. To include: community profiling, who are the 'hard to reach', traditional ways to consult: public meetings, questionnaires done well (and badly), creative, engaging, fun and new ideas for engaging and consulting your community, good practice principles and resources
 
Neighbourhood Planning, Where do we go from here?
8 July - 10am-12 noon
9 July - 7pm-9pm
Rachel Leggett’s session is designed to give an existing Neighbourhood Plan group support in moving forward. To include:
  • Establishing a project plan from here – what are the steps you need to undertake?
  • Trouble shooting.
  • What can you be doing at your desk during lock down?
  • Bringing the Neighbourhood Plan into force: examination, referendum, adoption.
  • Resources.
Role of the Clerk - Induction Training

Delivered by Gabbie, this is our essential foundation training for new Clerks, and covers the your role, the role of the Council and the Councillors as well as powers and duties, standing orders, meetings, finance, information management, planning, elections, casual vacancies and co-option and much more.

Being An Effective Councillor
21 July and 23 July
Delivered by Gabbie, this course is in two parts and covers roles and responsibilities, getting things done for your community, procedures and law, working with your Clerk, planning, budgeting and finance.

FOIA/ EIR Essentials for Parish and Town Council Clerks and Councillors
28 July - 9.30am -11.30am
This is an on-line course to learn about the Freedom of Information Act 2000 and the Environmental Information Regulations 2004 how they impact local councils. It is aimed primarily at parish and town clerks but councillors, especially those on their data protection committees where they exist, will also benefit. By the end of the course, attendees will understand the principles of the FOIA/EIR, the different types of information covered, how to determine the validity of any requests, how to respond and in what time frame and whether exemptions may be applied, among other things. All attendees who successfully complete the course will receive a certificate of attendance.
 
This course is delivered by our Associate Tutor Philip Brown, a Norfolk based, experienced Data Protection practitioner https://www.datamardler.co.uk/

GDPR Essentials for Parish and Town Council Clerks and Councillors – Essential training to meet GDPR requirements
29 July - 7pm-9pm 
This is an on-line non-technical look at the General Data Protection Regulation. It is aimed primarily at parish and town councillors, especially those on their data protection committees where they exist. By the end of the course, attendees will understand the principles of data protection, the lawful bases with which to process personal data, how to react to Subject Access Requests and data breaches among other things. Additional material will be made to clerks upon request. All attendees who successfully complete the course will receive a certificate of attendance.

Finance for Councillors
8 September - 6.30-8.30pm
Steve Parkinson’s course will be designed to give councillors a greater understanding of their duties with regard to the council's finances. Steve is a former Town Clerk and an accountant with 30 years' experience in public and voluntary sector finance. He now specialises in delivering training and advice on VAT and finance matters for the local council sector.

Budgeting & Financial Management
9 September - 9.30-12.30am
This session is aimed at those involved in preparing, approving and monitoring budgets, as well as those involved in the day to day financial management of a council. This will also be led by Steve Parkinson of The Parkinson Partnership LLP

Risk Management
9 September - 1.30pm - 4pm
Again run by Steve Parkinson, this course provides a great introduction to best approaches to risk management within our local council sector.

Introduction to VAT
10 September - 9.30am-12.30pm
For clerks and councillors who wish to develop their knowledge. Essential for any council contemplating major building projects. This session explains how VAT affects local councils, with practical exercises. This will also be led by Steve Parkinson.

CiLCA Training
Starting 10 September 9.30am-1.30pm,  thereafter 8 October, 12 November, 17 December, 11 February 2021 and 11 March 2021
 
This was delivered via Zoom for our ongoing March course and students loved it, so our September course will also be via Zoom. Six sessions make up the full training course and are designed to support your portfolio submission by instalment or at the end of the course. This course will take you through each of the 30 learning outcomes. It will also explain how to compile your portfolio, involve your Council, and strengthen your knowledge as a practitioner. Feedback from a Clerk on our October 2019 course, that finished in March was: "I really have enjoyed the course - a great mix of seminar and teaching - would thoroughly recommend it to anyone considering it." Remember, Norfolk ALC is the only recognised CiLCA Training provider in the county and we are endorsed by NALC and SLCC.
 
Chairman Skills Refresher
22 September and 29 September, 9.30am-12noon.
Delivered by Rosemary Cochrane, this will cover all aspects of being a chairman, including meetings (preparation, agenda, rules of procedure, ground rules, chairing styles) and chairing remotely, dealing with the public, public relations and working with your clerk

Being An Effective Councillor
22 September and 23 September 7pm-9.30pm
Covers roles and responsibilities, getting things done for your community, procedures and law, working with your clerk, planning, budgeting and finance.
 
Managing Word and PDF Documents
One-to-One training
Update your existing documents and learn how to create your own documents in Word or PDF format that meet the accessibility standards under the Public Sector Website Accessibility legislation.

Website Accessibility
One-to-One training
The new web accessibility regulations create legal obligations for public sector websites. These include having a website that is as accessible as possible as well as an accessibility statement.
