I'm Jiangying Zhou, the DARPA Program Manager heading the Modeling and Prediction of Complex Dynamical Events Incubator (23).

Many prediction tools exist, but they are unable to provide useful information at the onset of a dynamic event when little or no historical data is available. Think of our difficulty predicting the COVID-19 spread in this country early on. Can we do better?

My work focuses on machine learning, artificial intelligence, data analytics, and intelligence, surveillance and reconnaissance (ISR) exploitation technologies.
 
At DARPA, I manage the CAML, REVEAL, AIRA, and NAC programs.   
 
My intent for the Modeling and Prediction of Complex Dynamical Events Incubator (23) is to encourage the community to explore analytic techniques that can make accurate predictions of rapidly developing complex and non-stationary dynamical events.

I would like to encourage the community to look at prediction modeling from a fundamentally new perspective. I am interested in tools that can make predictions over a short time-scale, without relying on comprehensive data repositories.
 
Please join me on Polyplexus to better define this very broad problem. A breakthrough in predicting dynamical events has the potential to fundamentally improve decision making tools across the DoD.
