Drive-Thru COVID-19 Testing Site Located in Bloomington
Reditus Laboratories from Pekin, IL is the new group running the COVID-19 drive-thru site at the Interstate Center in Bloomington, IL. Their labs will also be processing the tests. They are using a self-swab test; each person self-swabbing is instructed and monitored by an on-site staff member.

Testing is not limited to McLean County Residents. Insurance information will be collected but there is no direct charge to individuals whether you do or do not have insurance.
 
Procedure: Please follow the direction of the testing staff. Walk-in and shuttle Bus patients must remain outside of the building. When safe to do so, staff will go outside of the building to work with people that are on foot. The Connect Transit Shuttle Bus operates from the West Side Walmart to the testing site on Tuesdays, Thursdays, & Saturdays from 10:00 am – 11:30 am and 2:00 pm – 3:30 pm. 
 
Criteria: This is a self-swab test; on site staff can not assist with the swab process. Parents may assist children but very small children can not be tested at this site due to the risk of injury by the swab.
 
Location and hours: The drive thru testing site is located at the Interstate Center/Mclean County Fair Grounds, 1106 Interstate Drive Bloomington. Their hours are daily from 9:00 am – 5:00 pm. They will be closed on holidays and will close early or open late in the event of severe weather.
 
Results: All individuals tested will receive results in 3-7 days from 1-888-297-7208. If you were tested more than six days ago and haven't received your results contact the EMA office at 309-888-5020 so that we can help you get your results.
 
Note: First responders, medical personnel, long term care staff, and people that are being tested for upcoming medical procedures need to tell the staff at the site that they are in one of these categories so their results can be prioritized.

COVID-19 Housing Assistance
McLean County non-profits, churches, and municipalities have come together to create a coordinated entry process for rental, mortgage, and utility assistance relief. Through this collaboration, we may be able to help someone impacted by a COVID-19 related income reduction or job loss with one to three months of housing assistance.

Mid Central Community Action (MCCA) COVID-19 Resources to aid individuals and families that have been affected by the COVID-19 crisis.
MCCA now has resources to expediently address a variety of needs for individuals and families that have been affected by the COVID-19 Crisis. Many community members have been laid off, had their income substantially reduced, are awaiting unemployment, are falling behind, or have lost income due to the need to stay home to care for children released from school or ill family members.  More families from all walks of life are now in need of services.
 
MCCA can now serve even more families and individuals with resources to economically recover from the corona virus.  
 
Resources now available to eligible individuals and families include:

  • Rental assistance for up to three months. Maximums do apply.
  • Mortgage assistance for up to three months. Maximums do apply.
  • Temporary Emergency Shelter in hotel/motel for safety in documented crisis; maximum does apply.
  • Utility assistance for electric, water, gas, propane.- variety of programs depending on need.
  • Assistance with one month of a prescription refill not to exceed $300.00 per household.
  • Vouchers / Gift cards for food, hygiene products, diapers, formula, and detergents / disinfecting products.
  • Transportation funding such as bus tokens or gas cards for returning to work. Max $50.00 weekly with verification of employment or attending on-site certified educational/vocational programs; maximum amount applies to this resource.  
  • Aid with eligible car repairs for those returning to work. Special regulations and maximum amounts do apply.
  • Aid with Childcare Expenses for first month as individual starts employment; maximum amounts per family do apply.
  • Training funds to attend qualified certificate, job ready, and/or vocational training programs to re-enter the workforce.
  • Three $1000.00 Scholarships for Education such as Associates, Bachelors, or Vocational program students that can be used for expenses like childcare, books, fees, tuition, or other expenses that will contribute to the candidates’ success.          TAKING NOW FOR JUNE 15 DEADLINE

  • For mortgage or rent arrears, please submit a late notice from landlord or property management, or the mortgage lending agency.
  • For 1st month’s rent please provide either a shelter status confirmation or a letter from people with whom you are temporarily staying.  It must include their name and address.
  • Car Repair- Two estimates of car repair needs and costs from local licensed garages – car repairs should be related to recent issues of breakdown; having occurred within the past 3 months.

Bloomington Public Library
SUMMER READING
Kids, teens, and adults who are interested in participating in Bloomington Library’s Summer Reading Program are able to print their Reading Log online at 
bit.ly/summerreading2020bpl. Reading logs are also available during the library’s curbside hold pickup hours.
Prizes for those who complete the program will be available from July 6-27.
CURBSIDE HOLD PICKUP
Beginning Monday, June 8, and going forward until such time as the Library is able to reopen its building, Bloomington Public Library will offer curbside pickup of items put on hold in advance during the following hours:

  • Monday-Thursday, 9 a.m.-8 p.m.
  • Friday-Saturday, 9 a.m.-4 p.m.
Items available for pickup must be put on hold in advance. Because hold items do not immediately become available when a hold is requested, patrons will need to wait for notification that their item(s) are available before arriving at curbside pickup. These notifications will arrive via email or phone call, depending on how the patron has chosen to receive library notifications.
Upon arrival at curbside pickup, patrons are asked to post to the inside of their vehicle’s windshield a name placard which largely and visibly displays the cardholder’s last name, followed by the cardholder’s first name. These name placards can be as simple as a piece of paper written on with marker and will need to be brought with the patron from home.

The Library’s phones will also be staffed during all curbside pickup hours. If a caller does not reach a staff member during these hours, it is likely that staff are busy assisting other patrons.

The book return drop boxes attached to the south side of the library are open, and the library is asking patrons to return items by the due dates posted in their accounts. Notice of Public Comment Period/Public Hearing- City Of Bloomington
The City of Bloomington is proposing amendments to its Citizen Participation Plan (CPP).  The Citizen Participation Plan contains policies and procedures for public involvement and stakeholder consultation in the Consolidated Plan process and the use of CDBG funds. 
 
The amended CPP will be available for review starting June 10, 2020.  The City will hold a public hearing on Monday, June 22nd at 6:00 pm.  This meeting will be held virtually at https://www.cityblm.org/live. To testify live in the public hearing or provide live public comment you must register at  https://www.cityblm.org/register. Email public comment to publiccomment@cityblm.org. NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING FOR THE TOWN OF NORMAL’S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM Amended Citizen Participation Plan & Revised 2020-2024 Consolidated Plan & 2020-2021 Action Plan
 As part of the recently passed federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, the Town of Normal will be receiving a special, additional allocation of Community Development Block Grant (CDBG) funding for Program Year 2020-2021 (April 1, 2020 through March 31, 2021). These funds, referred to as CDBG-CV (Coronavirus), are granted through the U.S. Department of Housing and Urban Development (HUD) and are to be solely used to prevent, prepare for, and respond to the coronavirus (COVID-19). The Town’s CDBG-CV allocation is in the amount of $246,067.
 
In order to receive CDBG-CV funds, the Town must revise the 2020-2024 Consolidated Plan (and incorporated 2020-2021 Action Plan) to reflect the budgeting and programming of these new funds. Additionally, the Town must amend its CDBG Citizen Participation Plan to allow for the ability to hold public hearings virtually, given social distancing requirements, and to shorten public comment periods related to the use of CDBG funds to as short as five days, per HUD’s CARES Act guidelines and their emphasis on proper, expeditious use of these funds. All activities undertaken or supported with CDBG funds must be approved by the Normal Town Council and, ultimately, HUD.
 
The proposed, amended Citizen Participation Plan and revised 2020-2024 Consolidated Plan will be available on the Town’s website,
https://www.normal.org/105/Community-Development-Block-Grant, beginning Thursday, June 25, 2020.
 
A public hearing will be held to solicit comments on the amended Citizen Participation Plan and the revised 2020-2024 Consolidated Plan starting at 6:55 p.m. before the regular Normal Town Council meeting on Monday, July 6, 2020. The hearing and Town Council meeting are open to the public and will take place over Zoom. The hearing will be completely virtual, so no persons will be present in the Council Chambers and no in-person public comment will be allowed.
 
Those wishing to provide comment at the hearing will need to register by emailing their full name and the phone number that will be used to call into the hearing to the City Clerk at
ahuonker@normal.org prior to 6:30 p.m. on July 6, 2020. Once registered with the City Clerk, commenters will receive the meeting call-in number and meeting ID, along with instruction on how to join the virtual meeting.

Prairie State Legal Services’ Fair Housing Project:
Prairie State Legal Services is proud to partner with the City of Bloomington and the Town of Normal to fight against housing discrimination. Fair Housing laws protect people from illegal housing discrimination based on race, color, national origin, religion, sex or sexual orientation, disability, age, marital status, familial status, military status, or order of protection status. Prairie State Legal Services will investigate claims of housing discrimination, advise clients, help clients enforce their rights, and teach community groups about fair housing laws. We have special funding to serve people experiencing housing discrimination who live in Bloomington and Normal.

YWCA Strive – YWCA McLean County is now accepting applications for their new professional development program: Strive. The free program is designed to help participants who face employment or underemployment barriers and will develop the professional habits and skills most sought after by local employers. Topics covered in this free program include: digital skills for the workplace, essential (or soft) skills, entrepreneurship, financial independence, critical thinking, leadership and collaboration skills, presentation skills, and opportunities for education and career advancement. The program will include three-hour classes, twice per week during the six-month program and participants will also work one-on-one with a career coach to help them achieve their career goals. To apply you must live in McLean County, be at least 18 years old, have basic English literacy and math skills, and must show a desire and ability to complete the full program. Preferred enrollment opportunities will be given to women, people of color, those who have not completed a bachelor’s degree, and those who receive a referral through a partner agency. Free Virtual Webinar: Cage of Oppression – Join YWCA McLean County educator Cinnamon Porter for a presentation centered around an activity called Cage of Oppression. The webinar will look at how the U.S. society is organized around human difference, using a macro lens. During this presentation, we will define terms such as privilege, oppression, and different forms of –isms (racism, sexism, etc.).In addition, we will examine our personal relationship with the Cage of Oppression and discuss how this cage is supported and what we can do to break free from it. Why is Juneteenth important?
  1. Juneteenth is the oldest known celebration commemorating the ending of slavery in the United States
  2. On January 1, 1863, President Lincoln signed the Emancipation Proclamation which freed the slaves, but many blacks didn’t know it! 
  3. Two years later on June 19th, 1865, Union soldiers, led by Major General Gordon Granger, shared the news that the enslaved, were now free. 
 The Bloomington-Normal Black History Project sponsored the first Juneteenth Celebration in 1993, and it was re-launched in 2019.  Annually, we will remember and celebrate our African American History.  The goal of this event is to connect and serve our local communities to acknowledge and appreciate the contributions of African Americans through education and entertainment.  

Our mission is to inspire our entire community with an awareness of the contributions, challenges and experiences of African Americans within the Bloomington-Normal-Community.  We conduct interviews, and document our past history and present stories of those that have lived in our community to retain our history.

The ROSC Behavioral Health Subcommittee was created as an effort to meet the following objectives:
  • End social and physical isolation of those living with mental and/or behavioral health symptoms
  • Provide accurate information on a variety of topics that may create stigma
  • Create connection and inclusion across all systems and settings
  • Promote systemic changes within our community to promote mental and/or behavioral health
  • End barriers associated with seeking help for mental and/or behavioral health symptoms
  • Increase and improve access to care for mental and/or behavioral health services

Open Mic night on Thursday, July 16th at 6pm. This will transition into the Bridges All Recovery meeting at 7:00pm. Community Foundation Seeks Philanthropist Nominees
Illinois Prairie Community Foundation is seeking nominations for its 2020 Philanthropists of the Year awards. New this year, the Community Foundation will award two Philanthropist of the Year awards – one for Bloomington-Normal and the other for outside the Twin Cities (other parts of McLean County, plus DeWitt, Logan and Livingston counties).

The recipients (an individual, couple or family) will be honored at the Community Foundation’s Celebrating Local Philanthropy Luncheon at the Holiday Inn & Conference Center, 8 Traders Circle, Normal, on Nov. 19, 2020. Nominees must reside in McLean, DeWitt, Livingston or Logan counties. 

“Philanthropy is about generosity in all its many forms, commonly referred to as gifts of time, talent and treasure,” said Greg Meyer, IPCF executive director. “We know there are outstanding people giving back to their communities throughout our service area and we’d like to recognize those efforts. Philanthropic work in smaller communities often can have a greater effect on its population.”

The criteria for the award are outstanding civic responsibility as demonstrated by impact of philanthropic efforts; willingness to serve in leadership roles, providing vision and the ability to involve others in philanthropic activity; and voluntary commitment of time and contributions of financial resources. Nominations should describe why the nominee deserves this recognition. Current IPCF board members and staff are not eligible to be nominated.

We are not accepting guests at Mayors Manor, Bloomington Corporate office, or Pontiac Satellite office at this time.
 
We will resume our in-house weatherization services as soon as we can through September 30, 2020.

The ROSC’s (Recovery Oriented Systems of Care)
The ROSC’s (Recovery Oriented Systems of Care) mission is to engage the community at large in hopes that all demographics of McLean County citizens will become active in supporting substance use or mental health recovery. Recovery is person-centered, and the ROSC recognizes there are many pathways to sustain recovery. Our council meetings are open to the public and it is not necessary to have attended a prior meeting.
 
We are searching for those that are in recovery or have been touched by recovery to come to the table and let your voice be heard.

ROSC Sub-Committees
 
The ROSC sub-committees allow ROSC members to take more ownership and bring us closer to one of ultimate goals of becoming a RCO (Recovery Community Organization) in McLean County. These groups also serve an easy way for ROSC newcomers to become involved or for those unable to normally attend the council meetings to help serve the ROSC.
