We hope this finds all of you healthy and safe.
This month’s newsletter showcases several resources and examples of how countries are using CDD approaches and platforms to respond to COVID, from refugee hosting communities in the Horn of Africa to supporting community resilience in Indonesia.
We know that across the CDD community, teams are hard at work to mobilizing community platforms to support an effective response to the COVID pandemic. To support you in this work, we’ve organized a one-stop shop on CDD-COVID resources that you might find helpful as you’re preparing restructurings, AFs or new operations. The CDD and COVID resource page contains links to relevant WBG guidance notes, feature stories and country-specific responses to COVID, as well as links to our Yammer and the C4D discussion page. We hope you find this useful.
In addition, at the request of several CoP members, we have prepared a CDD-COVID Operations Note. This note provides guidance to CDD task teams for adapting their operations to respond to the COVID-19 crisis.
Last month, we also organized an insightful webinar with Rural Livelihoods, and Agriculture Employment GSG on the COVID response undertaking by India’s National Rural Livelihood Mission. In case you missed it, the presentations from the event are now available here.

Awareness Campaigns Help Prevent Against COVID-19 in Afghanistan
This feature story highlights how the public awareness campaigns launched by Afghan government’s Citizen Charter program have encouraged hundreds of Afghan women to step in voluntarily and help their communities with providing masks and awareness messages about COVID-19 virus. The Afghan government has leveraged its Citizens’ Charter and the Women’s Economic Empowerment – Rural Development Project (WEE-RDP) to spread vital health information, which has benefitted leaders in 12,000 communities.

The Resilience of Indonesia
The Village Law project is stemming the spread of COVID by providing income support, health information, community targeting assistance to identify the “new poor” and vulnerable, cash for work schemes, and remote area monitoring.

Protecting Children from Violence in Uganda’s Refugee Hosting Areas
During the COVID-19 crisis, sexual and physical violence against refugee children are on the rise. This feature story talks about how Development Response to Displacement Impacts Project (DRDIP), a CDD project, is taking preventative action to combat violence against children by creating an environment for children’s empowerment and participation in Uganda.

An Inclusive Response to COVID-19 for Africa’s Informal Workers
This blog highlights how CDD is protecting Africa’s informal workers from food insecurity, susceptibility to the virus in slums, and disruption in medical treatment. For example, Guinea's CDD program swiftly distributed essential medical kits across the country and has mobilized 337 local governments to spread COVID prevention messages and initiate local monitoring using mobile devices.

Natural Disasters and Vulnerable Groups: Inclusive Recovery from COVID-19
This blog by Louise Cord and Margaret Arnold highlights how current recovery efforts can account for climate change. Programs should prepare for the next potential disaster, empower women and other marginalized groups, and join forces with communities. For instance, in Kenya, the World Bank is working with national and county governments to direct climate finance to the local level and foster socially inclusive solutions tailored to community needs.

Think regionally to act locally: How can a regional community-driven approach address fragility, conflict, and violence in a post-COVID19 Africa?
This blog by Aly Rahim, Johanna Damboeck, and Nicolas Perrin, talks about how regional CDD platforms are uniquely positioned to support prevention, preparedness, and response to external shocks such as climate change, economic collapse, or public health emergencies such as the current pandemic. For instance, the West Africa region faces both economic fallout and increased FCV risks due to the pandemic. In response, the Bank is launching The Lake Chad Region Recovery and Development Project, a regional CDD program in West Africa. In the short term, regional platforms can provide culturally-appropriate messages and useful data. In the medium term, they can build leaders' capacity for crisis preparedness, and in the long term strengthen key infrastructure for resilience.

Community-driven development in IFAD-supported projects: Evaluation Synthesis
The Independent Office of Evaluation of IFAD (IOE) has prepared an evaluation synthesis report on CDD based on an in-depth review of a representative sample of IFAD projects carried out since 1978. The synthesis found that IFAD operations that used a CDD approach performed better than non-CDD projects on several criteria, including effectiveness, gender, and sustainability, especially when sufficient time and resources were available for meaningful engagement at the local level. South Asia Agriculture and Rural Growth Impact and Discussion Note Series
The impact note series disseminates research and analysis focused on World Bank financed rural, agriculture and food systems programs in India. In addition, the South Asia Agriculture and Rural Growth Discussion Note series seeks to disseminate operational learnings and implementation experiences from World Bank financed rural, agriculture and food systems programs in South Asia. The impact and discussion notes are available here.
India - Resilient Communities in the face of COVID-19: National Rural Livelihoods Mission
This presentation describes approaches by women's self-help groups in India to support their communities amid COVID. Groups are producing face masks, sanitizers, and protective clothing, organizing community kitchens, delivering food, and spreading health messages.
CARE and VSLA Adaptations to COVID-19 and Past Crisis
This brief describes risk mitigation efforts by community groups and CARE in response to both COVID and past crises. Mitigation measures include changing meeting procedures, sharing health messages, refocusing finances, and supporting community response. Country examples are also provided.
SEEP Network: Savings Groups and COVID-19
These recommendations for protecting savings/community groups draw on experience from prior crises. Operational guidance is also provided to implementers.

This call for proposals might be of interest to you. In 2016, the DFID, the World Bank, and the UNHCR established a joint research program, Building the Evidence on Protracted Forced Displacement: A Multi-Stakeholder Partnership, with the objective of improving global knowledge on forced displacement. The program is now launching a call for research proposals on preventing social conflict and promoting social cohesion in forced displacement contexts. The goal is to better understand how policy measures and development investments, and their interaction with local contexts, can help reduce inequalities, alleviate social tensions, and promote social cohesion between and within displaced populations and host communities. The evidence generated through this research program will inform World Bank programming and UNHCR protection programs in forced displacement contexts.
