Welcome to the third edition of the MSD newsletter. We have some important news and exciting projects included in this edition. This newsletter provides information about the five Metro Townships (Copperton, Emigration Canyon, Kearns, Magna and White City), the Town of Brighton, and the unincorporated areas of Salt Lake County. EMIGRATION CANYON PAVING PROJECT
In an effort to preserve the pavement in Emigration Canyon, the MSD and Emigration Canyon Metro Township have started a road project to rehabilitate the asphalt on Emigration Canyon Road, from the Emigration Township line on the west to SR-65 on the east. This project started in mid-June and continues through mid-September 2020.
Reminder:
Emigration Canyon will close to recreational cyclists beginning Monday, July 6.
Notice for Motorists:Emigration Canyon will be closed, starting Monday, July 6, to all through-traffic during work hours. Local traffic will still be permitted.
Update for Cyclists:
Asphalt removal will begin on July 6. Crews will remove asphalt in one-mile sections, as they work their way up the canyon (see "Upcoming Work Activities" heading below for more details). Until paving begins, there will be progressively more segments of the road that will be in a milled state.
However, once new pavement is down, crews may be able to begin striping in segments before the canyon has been entirely repaved - therefore, we may be able to open up the lower sections of the canyon to recreational cyclists earlier than expected. We will continue to provide updated information about this option as the project progresses to that point.
Upcoming Work Activities:
This week, crews are performing minor work activities along the corridor, such as prepping to pour concrete for the new curb and gutter near the intersection of Maryfield Drive and Emigration Canyon Road, and lowering utilities in the roadway to prepare for the removal of asphalt. In observance of the 4th of July holiday, no work will take place from July 3-5.
Beginning July 6, major asphalt work will begin. Crews plan to begin at the Emigration Township line on the west end of the project, by removing asphalt in the eastbound lane. They will move eastbound for about a mile at a time, then flip and remove asphalt in the westbound lane - in a racetrack configuration. Asphalt removal is planned to take about two weeks to complete.
Beginning July 6, there will be some gas line work taking place, near the turn-off to Pinecrest, requiring trenches in the roadway. This activity is unrelated to our project but will take place concurrently.

Traffic Alerts:
Traffic impacts through July 5 will be minor: Motorists should anticipate intermittent lane shifts as needed to accommodate the lowering of utilities. Cyclists should also be aware that work through July 5 will affect sections of bike lanes.
Beginning July 6, motorists should expect one-way flagging operations throughout the canyon during work hours, Monday-Saturday, 7 a.m. to 7 p.m. Moderate delays are expected so motorists are advised to plan their travel times accordingly. If an alternate route is available for your destination, please plan to take it and help reduce congestion through the work zone.
The canyon will be closed to through-traffic during work hours. Local traffic access will still be permitted.
Safety:
Please reduce speeds and stay alert as you approach the work zone, to ensure the safety of the flaggers directing traffic. Please exercise caution and stay alert while driving through construction zones.
Area residents should expect increased noise, dust, and vibration associated with construction.
DEPLOYMENT OF CITYWORKS FOR CODE ENFORCEMENT
The MSD Planning & Development Team purchased a program called CityWorks back in March. The GIS Team and Code Enforcement Team began working with CityWorks on designing various workflows as the first stage of Permits, Licensing and Land (PLL) deployment. The workflows cover all facets of weed cases and zoning cases, including specific case types and associated fees. Inspectors can open and track a case until closing, send violation notices and collect fees. On June 22, 2020, the system went ‘live.' While there have been a few hiccups that are to be expected with any new deployment, the launch is considered a success.
GIS and the Planning team have also been working together with Cityworks on the workflows covering building applications, permitting and fees. With an anticipated deployment for late 2020, both teams are busy documenting and inputting information.

Small businesses located in Salt Lake County can apply to receive grants of up to $ 35,000 in financial aid to help with costs most directly affected by COVID-19 public health orders and subsequent closures. Because these are grants, they don't need to be repaid. The grant is funded through the Federal CARES Act to help in local economic recovery efforts.

KEARNS: NEW TRAFFIC CONTROL DEVICE

The new High-Intensity Activated Crosswalk (HAWK) crossing will soon be installed on the corner of 4015 West and Sams Boulevard in the Kearns Metro Township. A HAWK is a traffic control device allowing for protected pedestrian crossings, stopping road traffic only as needed by a push button on either side of the road. The 4015 West road is a collector roadway used to access Kearns Junior High School. Students have a difficult time crossing the road to get to the school even with the assistance of a crossing guard. The new HAWK between Kearns Junior High and the adjacent sidewalk on the east side of the street will help students cross the street safely year-round. ADA ramps have been installed as part of the project at this crossing.
The project manager for the project is Madeline Francisco-Galang, and Ahmed Dahir is the project engineer. The project was constructed by Kenny Barrier and his crews from the Salt Lake County Public Works Operations Division. The MSD received a $140,000 grant from the Utah Department of Transportation Safe Route to School program to fund this project.
WHITE CITY: NEW IRRIGATION CANAL TRAIL COMPLETED

White City Metro Township, in partnership with Sandy City, has completed a trail project along the abandoned Sandy Irrigation Canal corridor between 106000 South and Dimple Dell Regional Park. An asphalt trail was completed on the former maintenance road, paralleling the canal, which was previously used to maintain the facility. Roadway crossing features were also added to improve access across Larkspur and Carnation Drives. The new trail is a part of a larger regional trail system crossing Dimple Dell Regional Park. The irrigation canal, which no longer conveys water, continues to function as a storm water facility with a new outlet structure being constructed to safely discharge storm water into Dry Creek.
The project manager is Madeline Francisco-Galang and Jed Parker the project engineer. Construction began in Fall of 2019 with substantial completion in June of 2020. The total construction cost of the project was $550,143. A grant in the amount of $250,000 from the Utah Department of Transportation as part of their Transportation Alternative Program helped to fund this project along with funding from the MSD and Sandy City.
The completed trail is open to all users including bicyclists and pedestrians from kids to seniors and soon all will be able to cross a newly constructed bridge spanning Dimple Dell Regional Park and Dry Creek to connect the trail to Big Bear Park. The trail on the south side connects to the Sandy and Draper portion of the trail on the south side 10600 South and continues to 12150 South connecting to the Porter Rockwell trail. This is a great amenity to the residents of White City and allows for an alternative mode of transportation and recreation for all ages.
COPPERTON GENERAL PLAN SURVEY
This survey is designed for residents of Copperton Metro Township. It asks about amenities and priorities in Copperton that are important to you. The information that you provide will help shape the General Plan currently being developed in your community. A General Plan is an advisory policy document that outlines a community's long-range vision, priorities, and intentions. Completing the survey will take approximately five to ten minutes. By responding, you are helping to shape Copperton’s future!

Work will begin soon on the construction of a new road to connect 7200 West to 8000 West at approx. 2550 South. The future Beagley Road will be approximately one mile long and will consist of one lane in each direction and a center turn lane.
During this phase of the project, fill material will be placed along the roadway corridor to allow settlement prior to the construction of the finished road surface. In future phases, the new road will be widened to the west, and traffic signals will be placed to allow four-way traffic control at the intersection of Beagley Road and 7200 West. At the intersection of Beagley Road and 8000 West, the striping on 8000 West will be redone to allow better vehicle movements at the new intersection.
