Goal: To turn out voters in Northern Beaufort County
Strategy: Target younger audiences, Independents, people who haven't voted
Tactics: Emulate the Black Lives Matter protests to keep the momentum going and the electorate engaged

Encourage the SC Legislature and Governor
to Institute No-Excuse, Mail-In Voting for the November 3 Presidential Election

PETITION
For No-Excuse, Mail-in-Voting in South Carolina 
for the 2020 November Presidential Election 
Because of the COVID-19 Pandemic Emergency
 
Whereas the U.S. Constitution states that “The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof”;(i)

Whereas the National Association of Secretaries of State published that “if an emergency occurs during an election and there is no state law addressing the particular situation, it could potentially be addressed by state legislative action, a court order, or the Governor’s executive authority following an emergency declaration”; (ii)

Whereas on April 27, 2020, “Governor Henry McMaster issued an Executive Order 2020-2029, which declares a state of emergency throughout the state and allows for the state’s response to COVID-19—and the ever-evolving challenges the pandemic presents—to continue”; (iii) 

Whereas, to protect the health and welfare of its citizens, Governor McMaster issued an Executive order (No. 2020-38, Page 16, May 27, 2020 D) to require the South Carolina Election Commission to modify the vote by mail rules for the June 9 primary election by allowing all citizens to vote by mail and waived the witness signature requirement; (iv)

Whereas on June 5, COVID-19 cases “are rising faster than ever worldwide, at a rate of more than 100,000 a day over a seven-day average”; (v)

Whereas coronavirus cases continue to increase in South Carolina, including a spike after June 3 that exceeded DHEC expectations; (vi)

Whereas a second wave of coronavirus is expected in the fall that may be even more dire as it coincides with the flu season; (vii)

Whereas “COVID-19 poses a risk not only to the health of older adults who contract the disease but also to those without the healthcare resources and social structures that contribute to overall wellness”; (viii)

Whereas all these factors will combine to severely restrict in-person voting in South Carolina because of the risk voters take, especially because of the high percentage of older people in the state and the high percentage of people without adequate access to healthcare;

Whereas voting by mail “modestly increases participation while not advantaging either party”; (ix)

Therefore:
1. We, citizens of Beaufort and Jasper Counties, request that the South Carolina State Legislature immediately reconvene and legislate to extend Governor McMaster’s Executive Order (No. 2020-38) to allow all citizens of South Carolina to vote by mail and waive the witness signature for the upcoming November 3, 2020, presidential election;

AND 

2. If the South Carolina State Legislature fails to take such action, we call on Governor McMaster to do the same by executive order.

Thinking about this 4th of July, by Carol Corbin
I have never relished the 4th of July because fireworks scare the pets and sometimes they scare me. They remind me of gunfire, bombs, and strafing in war movies. But mainly, I have trouble feeling patriotic when this nation is so broken.

After nearly four years of anguish and anxiety about the state of the nation, I am beginning to feel some hope. When York Glover spoke at the Black Lives Matter rally on the waterfront about the social movements occurring in this country, he mentioned Indivisible as one of them. I felt so proud that all our work had finally begun to pay off.  I thank Alison Davidow for creating Indivisible and providing a home for all the progressives in Beaufort. In this home we have found our voices and we have worked for change.

We stand with Black Lives Matter, we stand with the MeToo movement, we stand with Moms Demand Action, we stand with Greta Thunberg against unrestrained global heating. We stand for all the fine sounding qualities of democracy that have never been available to everyone.

I feel hope that on November 3 we will see the beginning of real societal change. These four years have shown us how much more we can lose. We have seen what fascism can look like, and now a nation-wide movement will stop it in its tracks.

This 4th of July I will feel like a proud patriot, as I bend a knee with Colin Kaepernick.
